The venom awakened the evil that was inside Garmadon, and Oni aren't inherently evil. It came from himself. He could choose whether or not to listen to it tempting him. When Harumi resurrected him, he chose to follow her voice to the living world, obeyed her orders, and when he became sapient enough to take over, did plenty of evil on his own volition. He might prefer to be good, but evil comes naturally to him so it's what he'll choose at the first opportunity.
Garmadon's tale is more similar to the Hollywoob star BoJack Horseman, meth kingpin Walter White, and Sith Lord Anakin Skywalker than Simon Petrikov. Not possessed or mind-controlled. Sad man with unfortunate circumstances beyond his control, still made his own decisions and is ultimately responsible for his own fate and the lives he ruins. He tried to kill his entire family. He killed Mystake. He tried to kill four teenagers. He committed fraud by creating a fake business to shut down Dareth's dojo. He never sent his son a birthday card. This is why Lloyd loves Wu more
I. Okay? Sure? You are aware that literally everyone has a capacity for evil and Garmadon is not uniquely evil just because the venom brought it to the surface, right? Also he could very much not choose whether to listen to it, that was literally the whole point. He could resist it for a while, and to his credit he resisted it for centuries. And although Oni are not inherently evil they are inherently destructive which is a tendency that Garmadon has trouble controlling because in the grand scheme of things he's only been presenting as his Oni self for a relatively short period of time. And to be honest I'm not familiar enough with Breaking Bad, Bojack Horseman, Star Wars or Adventure Time/Fiona and Cake to really comment on that part of your argument.
Yeah, he tried to kill a lot of people. And that was evil and fucked up. Obviously. But the entire point of the thing with the venom is that the Overlord was using him as a pawn for the eventual Ultimate Battle. That was stated pretty explicitly. That shit's destiny, and at least in terms of season 2 when that battle happened, destiny is pretty set in stone. And of course later he was, as you yourself admit, not sapient enough to make his own choices and Harumi was manipulating him for her own gain. Once he started feeling things properly again and realized he cared about people, he deliberately sought someone out to help him be a better person.
