I really need to double check this but I'm pretty sure Vivio's va also voiced Yuuno, and I know that is not how this decision went but I like to pretend it was something like this:

Employee: hey boss, I know we are contractually obligated to have one scene where we pretend Nanoha is straight per season, but yuuno super isn't even around for strikers, is it even worth getting the va to record those few lines?

Boss: it's fine, we'll just get that va to also voice Nanoha and Fate's kid that they will adopt later on
