More than 20 migrant labourers were killed and dozens were left injured after the truck they were travelling in collided with another in Auraiya of Uttar Pradesh early on Saturday, news agency ANI reported.
"The incident took place at around 3.30am. Twenty-three people have died and around 15-20 have suffered injuries. Most of them are from Bihar, Jharkhand and West Bengal," Abhishek Singh, Auraiya's district magistrate, was quoted as saying by ANI.

India registered an increase of 100 deaths and 3,967 COVID-19 cases in the last 24 hours since Thursday morning with confirmed cases reaching 81,970 and fatalities from the novel coronavirus now at 2,649, according to health ministry, even as indications emerged about greater relaxations in the fourth phase of the lockdown beginning Monday while the Centre announced fresh measures to ease economic burden of the pandemic.
There are more than 51,000 active cases, while nearly 28,000 have recovered, giving a recovery rate of over 34 percent, the ministry said.
However, going by the numbers declared by different states and Union territories, and a tally maintained by news agency PTI, India seems to have 85,538 cases as of 9 pm Friday, surpassing China's official tally of 82,933 confirmed COVID-19 cases on Friday.
Based on the PTI figures, India is now the 11th most affected nation in the world, but each one of the top-ten have one lakh or more cases.
The US tops the charts with more than 14 lakh cases, followed by Russia, UK, Spain, Italy and Brazil with over 2 lakh cases each; and France, Germany, Turkey and Iran having over 1 lakh cases each.
COVID-19 figures from states
On Friday, Jammu and Kashmir, Bihar and Karnataka breached the 1,000-mark in terms of the number of people having tested positive, while testing and containment measures were ramped up in places like, Kerala, Goa and Manipur that were being seen as being mostly virus-free till a few days back. Even a quarantine centre had to be sealed in Manipur.
On the other hand, large numbers of cases continued to get detected in big urban clusters. Maharashtra, the most-affected state, reported 1,576 new cases to take its tally to 29,100, while its death toll rose to 1,068.
In Mumbai, one of the worst-hit cities in Maharashtra and the country, the facilities at the Wankhede Stadium are likely to be used for COVID-19 containment.
Tamil Nadu crossed the 10,000 mark with 434 new cases, while Gujarat saw 340 more people testing positive to push its tally to 9,932.
Of the 100 deaths reported since Thursday morning, 44 were in Maharashtra, 20 in Gujarat, 9 in Delhi, 8 in West Bengal, five each in Uttar Pradesh and Madhya Pradesh, four in Rajasthan, two each in Tamil Nadu and Karnataka and one in Andhra Pradesh.
Of the 2,649 fatalities, Maharashtra tops tally with 1,019 deaths, Gujarat comes second with 586 deaths, followed by Madhya Pradesh at 237, West Bengal at 215, Rajasthan at 125, Delhi at 115, Uttar Pradesh at 88,Tamil Nadu at 66 and Andhra Pradesh at 48.
The death toll reached 35 in Karnataka, 34 Telangana and 32 in Punjab.
Haryana and Jammu and Kashmir have reported 11 fatalities each due to the disease while Bihar has registered seven and Kerala has reported four deaths.
Jharkhand, Chandigarh and Odisha have recorded three COVID-19 fatalities each while Himachal Pradesh and Assam have reported two deaths each.
Meghalaya, Uttarakhand and Puducherry have reported one fatality each, according to the ministry data.
More than 70 percent of the deaths are due to comorbidities (existence of multiple disorders), according to the ministry.
Meanwhile, according to the Union Health Ministry, 30 municipal areas account for 79 percent of India's coronavirus infection caseload.
At a meeting of a group of ministers chaired by Union Health Minister Harsh Vardhan, it was stressed that the focus of COVID-19 management strategy needs to be on the states with the highest number of confirmed cases and fatalities. Also, focus is needed on treatment and case fatality management, for which timely detection and contact tracing were the best way forward.
Centre focuses on agriculture in third tranche of stimulus
The Finance Ministry in the meantime unveiled the third booster dose aimed at helping the agriculture sector and those involved in allied activities tide through the pandemic.
Union Finance Minister Nirmala Sitharaman announced a Rs 1.63 lakh crore outlay, of which, the government will provide Rs 1 lakh crore for the agri infrastructure fund while a Rs 10,000 crore fund will support two lakh Micro Food Enterprises (MFEs) for promoting health and wellness, herbal, organic and nutritional products.
Further, a Rs 15,000 crore Animal Husbandry Infrastructure Development Fund has been announced to support private investment in dairy processing, value addition and cattle feed infrastructure.
The govt also said that it will be amending the stringent Essential Commodities Act to remove cereals, edible oil, oilseeds, pulses, onions and potato from its purview.
Also, a new law will be framed to give farmers the option to choose the market where they want to sell their produce by removing inter-state trade barriers and providing e-trading of agriculture produce.
Modi said the third tranche will help the rural economy and boost farmers' income.
However, Congress chief spokesperson Randeep Surjewala, howver, slammed the finance minister's plan, saying the Narendra Modi government has not put a single penny in pocket of farmers or farm labourers through the package.
"One thing is absolutely clear that the so-called Rs 20-lakh crore economic package has proved to be a jumla package. It reflects the 'voodoo' economics being followed by the prime minister and the finance minister," Surjewala said at a press conference through video-conferencing.
Surjewala said the farmers have lost Rs 21,000 crore by distress sale of wheat far below the minimum support price (MSP) and an equal amount through other crops like chana, sarson and masoor, while anoher Rs 10,000 crore was lost through distress sale of vegetables and fruits.
"Neither farmers nor farm labourers will benefit from these jumla announcements of the finance minister. Today, farmers and farm workers are frustrated and disappointed," he said.
States favour relaxations in non-containment zones
Though a final decision is yet to be taken on the fourth phase of lockdown, state governments seem to be in favour of more relaxations in restrictions and for scaling up economic activities in non-containment coronavirus zones.
According to PTI, officials said there could be greater relaxations and more flexibility for states and Union territories while measures being explored include gradual reopening of the railways and domestic airlines.
During his last interaction with chief ministers, Prime Minister Narendra Modi had asked them to submit their suggestions by 15 May.
According to officials, Punjab, West Bengal, Maharashtra, Assam and Telangana want the lockdown to continue, while some states have sought powers to decide the zoning of districts — green, orange and red — as per the COVID-19 situation.
Bihar, Tamil Nadu, Karnataka are among some states which are not in favour of complete resumption of train and air services, at least till May-end.
The railways have already started special trains to 15 destinations from Delhi and have been running several hundred 'shramik special' trains from different parts of the country. Air India is also engaged in evacuation of thousands of Indians stranded abroad during the lockdown under the 'Vande Bharat Mission'. Meanwhile, the AAI issued guidelines for domestic passengers to follow while using flight services.
However, there have been cases of people testing positive after reaching their native places using these trains and flights.
Final guidelines will be issued by the Ministry of Home Affairs after going through the suggestions of various state governments.
SC dismisses PIL seeking relief for migrants
The Supreme Court which has postponed its summer vacation by five weeks, was in the news on Friday after a bench headed by Justice L Nageswara Rao and comprising Justices SK Kaul and BR Gavai, dismissed two PILs related to the COVID-19 situation.
While one PIL sought closure of liquor shops across the country, the other sought to provide food, water and travel for migrants stranded across India due to lockdown.
"How can we stop them from walking?" the bench said stating that it was impossible for the court to monitor who is walking and who is not.
The bench added that it was up to the state governments to take necessary action to dissuade migrant workers from walking from state to state.
"Let the state decide. Why should the court hear or decide?" the court said on Friday.
The SC's dismissal came even as more reports came to surface of migrants walking to their homes. In one such visual, a migrant mother was seen pulling a suitcase while her child slept half hung on it.
As for the PIL seeking closure of liquor shops citing violation of social distancing norms, the bench dimissed it as well, observing that it has been filed only for publicity.

C.A Dated On 09-08-2019 GS-1 Quit India movement: Why in news? On this day 77 years ago, Mumbai became the scene of massive public demonstrations against colonial rule. The previous day, August 8, 1942, Mahatma Gandhi had given the clarion call of 'Quit India' at Gowalia Tank (now August Kranti Maidan). The Quit India movement, which subsequently spread to other parts of the country, is among the key moments of India's freedom struggle. What was going on in Mumbai during the Quit India movement? Leaders of the movement  There was Sardar Vallabhbhai Patel, of course, one of the Congress’s tallest leaders, who attracted massive crowds to his Mumbai rallies.  Among the key local leaders who assisted him were Achyut Patwardhan, B G Kher, Nagindas Master, and S K Patil. Shankarrao Deo and Yusuf Meherally organised support both from the city and neighbouring Pune.  The British government acted swiftly.  Mahatma Gandhi was arrested from Birla House (now Gandhi Smriti) soon after he delivered the famous “Do or die” address, as were several regional Congress leaders. Gandhi was confined at the Aga Khan Palace in Pune and the latter at Yerwada Jail, also in that city. Protests that rocked the city  The arrests of major Congress leaders failed to deter agitators' grit. Protests around Dadar reached fever pitch, requiring both the military and police to be deployed.  The situation also remained tense in a large stretch from Matunga to Kalbadevi and Thakurdwar in South Mumbai. C.A Dated On 09-08-2019  The Bombay Stock Exchange had to remain shuttered for a long period, as did the city’s premier industries, including Godrej, Lever Brothers (today’s Hindustan Unilever), General Motors, and Richardson Cruddas.  The city’s mills also remained closed, as did Zaveri Bazaar and the cloth market.  Clashes with colonial authorities worsened when the latter began employing barbaric methods, such as whipping. Protesters consequently blocked public transport, police vehicles, and damaged telegraph cables and BEST bus stops.  The Congress Women’s Wing, also known as the Desh Sevika Sangh, led protests. Quit India’s non-Congress participants, and opponents  Among the city’s Muslim community, while some followed the All-India Muslim League’s call to boycott the movement, others participated enthusiastically, such as the Jamiat-ul-Ulema and the All-India Azad Muslim Conference.  The Rashtriya Girni Kamgar Sangh ensured that the city’s mill workers joined the struggle. It also helped that many communist leaders at the time were also members of the Congress.  Student politics also played a key role. Youth activists from VJTI, Elphinstone, Grant Medical, Khalsa, Ruia, Sydenham, St. Xavier's, and Wilson colleges worked together, taking out processions and paralysing communications.  However, moderate politicians including Sir Jamnadas Mehta and Sir Cowasjee Jehangir opposed joining the movement, expressing concern over its timing, which coincided with imperial Japan’s rapid advance from East Asia towards Indian frontiers. GS-2 Increase in sex ratio at birth Context C.A Dated On 09-08-2019 The highest improvement was in Punjab at 126 points, but its SRB remained among the lowest among the states at 860 in NFHS-4. Details  The sex ratio at birth (SRB) in the country, defined as the number of female births per 1,000 male births, improved from 914 to 919 between the third and fourth National Family Health Surveys (NFHS), carried out in 2005-06 and 2015-16 respectively.  The highest improvement was in Punjab at 126 points, but its SRB remained among the lowest among the states at 860 in NFHS-4.  The sharpest decline was in Sikkim, where the SRB dropped 175 points to reach 809, the lowest among all states in 2015- 16.  Next to Punjab, the highest improvement in SRB was in Kerala, by 122 points from 925 in 2005-06. Its 1,047 in 2015-16 was the highest SRB among all states.  Next to Sikkim, the five states with the highest declines included four more in the Northeast. C.A Dated On 09-08-2019 UNIDO Why in news? UNIDO and National Institute of Solar Energy to initiate a skill development programme for different levels of beneficiaries in the solar thermal energy sector. NISE and UNIDO will engage national and international experts to bring the best practices by developing specialized training material. Background:  The agreement is part of the ongoing MNRE-GEF-UNIDO project implemented jointly by UNIDO and to support capacity building and skill development of technical manpower in the Concentrated Solar Thermal Energy Technologies (CST) which are being used to replace conventional fossil fuels e.g. coal, diesel, furnace oil etc. and save costs and emissions in the industrial process heat applications. C.A Dated On 09-08-2019 About UNIDO:  UNIDO is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability.  It is also a member of UNDP.  As of 1 April 2019, 170 States are Members of UNIDO.  Members regularly discuss and decide UNIDO’s guiding principles and policies in the sessions of the Policymaking Organs.  The mission of UNIDO, as described in the Lima Declarationadopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States.  UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. One nation one ration card Why in news? In a bid to implement ‘One Nation, One Ration Card’ across the country by June 1, 2020, the Centre on Friday kick-started inter-state portability of ration cards between Telangana-Andhra Pradesh as well as Maharashtra-Gujarat. About the scheme  One Nation One Ration Card’ scheme, which will allow portability of food security benefits, will be available across the country from July 1, 2020.  This means poor migrant workers will be able to buy subsidised rice and wheat from any ration shop in the country, so long as their ration cards are linked to Aadhaar.  All the States have been given one more year to use point of sale (PoS) machines in the ration shops and implement the scheme, Food Minister Ram Vilas Paswan told journalists on Saturday. C.A Dated On 09-08-2019  Already, 77% % of the ration shops across the country have PoS machines and more than 85% of people covered under the National Food Security Act (NFSA) have their cards linked to Aadhaar. Is aadhar mandatory?  While Aadhaar linkage is not necessary to access NFSA benefits in a beneficiary’s local registered ration shop, located closest to her home address, it will be necessary to access the portability scheme, according to senior Food Ministry officials. Applicability:  Ten States -- Andhra Pradesh, Gujarat, Haryana, Jharkhand, Karnataka, Kerala, Maharashtra, Rajasthan, Telangana and Tripura – already offer this portability, pointed out Mr. Paswan.  Delhi had also begun implementing portability, though it was later stopped for technical reasons. Other States, including Himachal Pradesh, Madhya Pradesh, Jammu and Kashmir, Punjab and Tamil Nadu, could easily implement the scheme, as they had PoS machines in all the ration shops. Eligibility  A senior Ministry official clarified that migrants would only be eligible for the subsidies supported by the Centre, which include rice sold at Rs. 3/kg and wheat at Rs. 2/kg.  Even if a beneficiary moved to a State where grains were given for free, that person would not be able to access those benefits, as they were funded by the State exchequer. Fortified grains  In a bid to reduce nutrition deficiencies among beneficiaries, the Centre would roll out a pilot project in 15 districts to fortify rice grains with iron, folic acid, Vitamin A and Vitamin B12. The first fortified grains would be available in ration shops from this November. . C.A Dated On 09-08-2019 . UN Convention on International Settlement Agreements Why in news? The Union Cabinet chaired by Prime Minister Narendra Modi has approved the signing of the United Nations Convention on International Settlement Agreements (UNISA) resulting from mediation by the Republic of India scheduled to be held at Singapore on 7th August, 2019, or at United Nations Headquarters. Benefit: Signing of the Convention will boost the confidence of the investors and shall provide a positive signal to foreign investors about India's commitment to adhere to international practice on Alternative Dispute Resolution (ADR). Initiatives to promote ADR Mechanisms:  In order to encourage international commercial arbitration in India, to evolve a comprehensive ecosystem of arbitration the Government is establishing the New Delhi International Arbitration Centre (NDIAC) as a statutory body.  The Commercial Courts Act, 2015, has been further amended and legislative exercise to further amend the Arbitration and Conciliation Act, 1996, is currently underway.  These initiatives are being taken with a view to encourage the settlement of commercial disputes, domestic and international, in India through ADR Mechanism of Arbitration, Conciliation and Mediation.  A new Chapter (IIIA) has been inserted in the Commercial Courts Act, 2015, for mandatory preinstitution mediation and settlement in certain category of cases. C.A Dated On 09-08-2019  Therefore, the provisions of the 'Convention' are in line with the domestic laws and the efforts made to strengthen Alternative Dispute Resolution Mechanisms. Background:  The United Nations General Assembly adopted the United Nations Convention on International Settlement Agreements Resulting from Mediation ("the Convention") on 20th December 2018.  The General Assembly authorized that the Convention will open for signature at a signing ceremony to be held on 7thAugust 2019 in Singapore and will be known as the "Singapore Convention on Mediation" (the Convention).  The Convention provides a uniform and efficient framework for the enforcement of international settlement agreements resulting from mediation and for allowing parties to invoke such agreements, akin to the framework that the Convention onthe Recognition and Enforcement of Foreign Arbitral Awards (New York, 1958) (the "New York Convention") provides for arbitral awards.  The Convention defines two additional grounds upon which a court may, on its own motion, refuse to grant relief.  Those grounds relate to the fact that a dispute would not be capable of settlement by mediation or would be contrary to public policy.

We have heard and read about many top inspirational women in India that have helped many women to push their limits to achieve the great highs in their life. Laxmi Agarwal, Uttar Pradesh
In 2005, a shy 14-year-old girl, who always nursed dreams of being a singer and participating in reality TV shows, was waylaid by her 32-year-old stalker and his friends. As she was a brave girl so had rejected his advances and turned down his proposal days before the incident. The man and his friends as they were disgrace threw acid on Laxmi’s face to teach her a lesson for her arrogance. Her stalker felt that if he destroyed her face, her fate would be worse than death, given the emphasis society places on looks, especially for women. As she was left to die on a busy road, with cars hitting her unconscious body, till a Good Samaritan helped get her to a hospital. Despite the trauma, the nightmarish months spent in the hospital and the disgusting yet predictable reactions from people, Laxmi’s spirit remained indomitable. Acid had melted her skin but not her being. Her family’s unwavering support also helped her get back on her feet.
Jamuna Tudu, Maturkham, Jharkhand
As she was known as Lady Tarzan Jamuna Tudu and her band of women activists have managed to conserve 50 hectares of forest land around her village in Jharkhand so she can help those people out, taking on the forest mafia with little more than bows and arrows and a whole lot of courage. For years, the dense Sal forest surrounding Maturkham village in Purbi Singhbhum district of Jharkhand was plundered by the forest mafia for its precious Sal timber and rare fauna. Till a young woman from Odisha married into a family in the village. Young Jamuna Tudu was incensed to see the mafia chopping down Sal trees with complete disregard for the law or the tribal tradition that bans the cutting of the trees. She was even more bewildered by the passive response of the community at their habitat were being attacked. She fought and achieve in eradicating them.
Rajlakshmi Borthakur, Bengaluru
Her young son’s severe epilepsy had left Raji Borthakur devastated. Determined to save her child’s life, Raji channelled her inner researcher and innovator. She researched epilepsy obsessively for more than three years and came up with a simple wearable device, a smart glove that can predict epileptic seizures before they happen. That when she conquered her fear to be best inspirational women in India.
Kiran Kanoji, Faridabad
Survivor of a horrific accident, Kiran Kanojia, is a champion blade runner, constantly pushing the limits on her quest for the next challenge. On a December day in 2011, Kiran Kanojia, an Infosys employee, boarded the train from Hyderabad on her way home to Faridabad, excited about celebrating her upcoming birthday with her family. She lands a job in Infosys was celebrated as a turning point in her family’s fortunes in her life. She is hazy about what happened next but remembers two boys attempting to snatch her bag and pushing her out of the train. On the eve of her birthday, she was lying in a hospital bed catching snatches of conversation about ‘saving the leg’. Life, as knew it or dream it to see, would never be the same again. But overcome the fear of the life she will face and lives a confident life like no other.
Harshini Kanhekar, Nagpur, Maharashtra
In the 46 years of its history, the National Fire Service College of Nagpur never saw a uniform-clad woman walk out of its gates. Harshini Kanhekar rewrote the history of the college and the country’s fire services to become India’s first woman firefighter. Growing up, she discovered her appetite for adventure after signing up for the National Cadet Corps Air Wing. Her ultimate dream was to don a uniform and serve the country.
