When posted at a higher level in the Government of India as a joint secretary, additional secretary, special secretary, or secretary equivalent, secretary, and Cabinet Secretary, and in state governments as secretary, principal secretary, additional chief secretary, or spec chief secretary, to contribute to policy formulation and make final decisions in certain matters with the agreement of the minister concerned or the council of ministers (depending on the weight of the veto).

Indian Administrative Service's History
The Indian Administrative Service (IAS), the country's highest civil service, was formed in 1946.
Prior to the creation of the IAS, the Indian Imperial Service (1893-1946) was in operation.
The Aitchison Commission's recommendations were used to organize the basic pattern of the cadre system.
The recommendations of the Aitchison Commission were also utilized to establish the Provincial Civil Service in the 1890s.
In 1912, the Islington Commission was established to evaluate developments in the Civil Service. The Indian government has broken up into seven All India Services and five Central Departments by 1934.

What is IAS? The IAS stands for Indian Administrative Service. It's also known as the Indian Civil Service (ICS). This exam, however, is regarded as one of the most challenging in India, as well as one of the most prestigious positions. Eligibility Eligibility for the examination is as follows:
Nationality
Candidates for the Indian Administrative Service, Indian Police Service, and Indian Foreign Service must be Indian citizens. Candidates for other services must be one of the following:
1) An Indian national.
2) A Nepalese citizen or a Bhutanese subject.
3) A Tibetan refugee who established a permanent residence in India prior to January 1, 1962.
4) A person of Indian heritage who has relocated to India permanently from Pakistan, Myanmar, Sri Lanka, Kenya, Uganda, Tanzania, Zambia, Malawi, Zaire, Ethiopia, or Vietnam.
Educational qualification All candidates must have as a minimum one of the following educational qualifications:
A degree from a Central, State or a Deemed university
A degree received through correspondence or distance education
A degree from an open university
A qualification recognized by the Government of India as being equivalent to one of the above
The following candidates are also eligible, but must submit proof of their eligibility from a competent authority at their institute/university at the time of the main examination, failing which they will not be allowed to attend the exam.
Candidates who have appeared in an examination the passing of which would render them educationally qualified enough to satisfy one of the above points.
Candidates who have passed the final exam of the MBBS degree but have not yet completed an internship.
Candidates who have passed the final exam of ICAI, ICSI and ICWAI.
A degree from a private university.
A degree from any foreign university recognized by the Association of Indian Universities.
Age The candidate must have attained the age of 21 years and must not have attained the age of 32 years (for the General category candidate) on 1 August of the year of examination. Prescribed age limits vary with respect to caste reservations.
For Other Backward Castes (OBC) the upper age limit is 35 years.
For Scheduled Castes (SC) and Scheduled Tribes (ST), the limit is 37 years.
For Defence Services Personnel disabled in operations during hostilities, the limit is 40 years.
For Candidates belonging to ex-servicemen including Commissioned officers and ECOs/SSCOs who have rendered military services for at least five years as on 1 August, of the year and have been released
1. on completion of assignment (including those whose assignment is due to be completed within one year from 1 August of the year otherwise than by way of dismissal or discharge on account of misconduct or inefficiency or
2. on account of physical disability attributable to Military Service or
3. on invalidation or
Relaxation of up to a maximum of five years will be given in the case of ECOs/SSCOs who have completed an initial period of assignment of five years of Military Service as on 1 August of the year and whose assignment has been extended beyond five years and in whose case the Ministry of Defence issues a certificate that they can apply for civil employment and that they will be released on three months' notice on selection from the date of receipt of offer of appointment, the limit is 32 years.
For ECOs/SSCOs who have completed an initial period of assignment of five years of Military Service, the limit is 32 years.
For PwD candidates, the limit is 37 years.
For Domiciles of Jammu and Kashmir from 1 January 1980 to 31 December 1989, the limit is 32 years.
For the Economically Weaker Section (EWS) category, the standard age limits apply.

Exam Pattern & Syllabus for UPSC IAS Preliminary Exam
The Civil Services Preliminary Exam, which is the initial component of the exam, is merely a screening test designed to narrow down candidates for the Main Exam. The scores received in the preliminary exam are discarded when computing the final merit.
Two objective-type papers with a total of 400 marks make up the Preliminary Exam.
The number of papers includes two mandatory papers.
The most prevalent type of inquiry is an objective (MCQ) question.
There are a total of 400 points available (200 each paper)
Each exam lasts two hours (20 minutes per hour extra time for blind candidates & candidate with Locomotor Disability & Cerebral Palsy [minimum 40 percent impairment])
Negative marking entails subtracting 1/3 of a question's score.
The exam will be conducted in both Hindi & English.

UPSC Syllabus for Paper-I – 200 marks This objective paper is for a duration of two hours. There will be 100 questions. Marks of only this paper is counted to decide the toppers of the preliminary exam. The syllabus of GS Paper 1 is given below.

Relaxation of up to a maximum of five years will be given in the case of ECOs/SSCOs who have completed an initial period of assignment of five years of Military Service as on 1 August of the year and whose assignment has been extended beyond five years and in whose case the Ministry of Defence issues a certificate that they can apply for civil employment and that they will be released on three months' notice on selection from the date of receipt of offer of appointment, the limit is 32 years.
For ECOs/SSCOs who have completed an initial period of assignment of five years of Military Service, the limit is 32 years.
For PwD candidates, the limit is 37 years.
For Domiciles of Jammu and Kashmir from 1 January 1980 to 31 December 1989, the limit is 32 years.
For the Economically Weaker Section (EWS) category, the standard age limits apply.
