Im sorry to break it to you but hes literally the most normal person in milgram. Hes not an organ harvester hes a doctor. Who works in organ transplants. He did all that with the families' consent (although he did try to convince people who initially objected, occasionally), and only on patients that were already braindead.

Can we instead talk about the tragic irony of him not realizing the emotional toll of making such a choice after having to make it himself? And all the guilt of his previous decisions regarding his patients that came with it? Can we move on to that please.
