Nearing the end of week one!

Hello, y’all!

Just a disclaimer: writing and speaking in English is already a little difficult, so if I say weird stuff just ignore it lol. Somehow, it’s already felt like ages since I landed; yet at the same time, in the words of a man I had the honor of talking to today, ya no he aterrizado; todavía estoy en las nubes. Hay mucho para contar y voy a empezar con martes.

On Tuesday, we spent our last day in the town of Tababela. After going through various logistical things, a group of us hit the town around early evening/late afternoon to this little pizzeria catered for tourists. It was called Chester’s (after the owner’s beagle), and the menu was even in English lol. It opened not long after the new international airport did, which explains its presence. Needless to say it was a blast, and I can definitely say I will miss the tranquility, hot sun that made you feel at ease with the world, and the hospitality of the inhabitants of Tababela.

We touched briefly on a problem that seems rampant across the so-called Global South. The colonial legacy has such a stranglehold still on the population yet at the same time has facilitated the rise of a new elite who keeps their pockets lined with foreign cash while doing nothing to alleviate social injustices in their own country. This is a problem that will need to be problematized further. También, I had some insightful interchanges with some of the other students about our privilege to even be in this country. We have so much wealth (broadly defined) that has put the world at our fingertips. It wasn’t a matter of if I could study abroad; it was where. I believe this is so telling. Then our academic director, Faba, nailed it on the head: can you imagine a group of Ecuadorian students romping through the states asking random people questions in the name of “research?” Of course not! It would be ludicrous. Yet that is exactly what we would do the next day.

On Wednesday, we were given instructions on how to get to the bus stop in Tababela and to proceed there after breakfast para coger el autobús hacia un pueblo cercano que nos asignaron nuestros profes. My group’s destination was Pifo, a little town to the south of Tababela and only about a 40-minute bus ride east of downtown Quito. When we arrived, we were tasked with finding the city square, observing all we could about it, going up to random strangers to ask them about the town, find a place to eat lunch, and navigate the bus system once again to make it to our hotel in Quito. It was quite the experience. That I lived to tell about it I think demonstrates just how well I and my fellow students can survive in a Spanish-speaking country. What we found out was that Pifo seems to be a “just-passing-through” kind of town, as many of the merchants would only come into Pifo to sell their wares even though they didn’t live there. I talked with a man who was on his way home to Ambato from the airport. He and I ended up having a fantastic conversation about politics and current issues facing Ecuador. Some of the big ones are a massive amount of foreign debt, a national referendum that might amend the Constitution along 7 lines which takes place this Sunday, and the ages-old dilemma of capitalistic investment vs. conserving the environment. Then, we met this other very nice man who ended up problematizing our notion of “poverty.” He told us that too many foreigners come to Ecuador with their preconceived notions of what poverty is when, he said, the reality is that Ecuadorians are rich beyond compare in biodiversity and natural beauty. Ecuador is, in fact, the most biodiverse country per square kilometer or meter or something like that lol in the world. Yasuní National Park out east is actually the single most biodiverse spot in the world. While in a restaurant for lunch, we broke a plate accidentally and ended up having to pay for it lol. Once we had all the info we needed, we boarded the bus for Quito.

Quito is quite unlike any city I’ve ever seen. It’s long and narrow, with the towering Pichincha volcano to the west and the just immense Cotopaxi volcano to the south. It’s crowded, loud, tall, and there’s always something going on. Our taxi from the bus station took almost as long as our bus ride into the city, yet the distance separating our hotel from the bus stop was less than 2 miles. At night, after we got settled, the program directors invited some local Ecuadorian university students to come share their perspectives with us in a panel format; then, we had the chance to talk with them personally. Two stand out most in my mind. One, a 26-year-old architecture students with a wife and child, hailed from a part indigenous, Kichwa-speaking family. His hair was braided in a long braid that reached his waist. When asked about it, he told us that for him, wearing his hair this way was an act of resistance. For too long, the mestizo-dominated society (mixed European and indigenous Andean and Amazonian heritages) have marginalized darker-skinned, indigenous, and afrodescendant communities. For this student, wearing his hair in the traditional way handed down to him from his grandfather was a giant middle finger to this oppressive regime. And he is teaching his son to do the same. He related how one day, his son was made fun of for his long, girlish-looking hair. His son responded that no, he was not a girl, instead he was a proud indigenous boy whose long hair enabled him to make contact with the universe. Apparently the boys who made fun of him went home to their families and expressed jealousy over this boy’s self-confidence and “cool” hair. Isn’t that awesome? This man’s resistance was inspiring for me, even though I come from such a different context.

Similarly, there was a young woman studying sociology. She had quite the structural lens and was very articulate in diagnosing some of Ecuador’s problems in terms of oppressive social structures. When asked about the topic of abortion, she quickly moved onto more enabling aspects of Ecuadorian patriarchy that make abortion so controversial and fatal in many cases. In her perspective, the lack of sexual education in Ecuador is a dire problem that needs to be addressed. This country has the highest rate of teenage pregnancy in all of Latin America, and she thinks that a big part of this is the lack of sexual education. But what is there to do in a country dominated by both machismo and marianismo and a conservative Catholic church? In her view, structural changes are urgently needed. It was refreshing talking with someone like her, because even though we are from different contexts, her analysis reveals that patriarchy might operate similarly in different places. Needless to say we got along quite well. After the students left, we all went out to the Plaza Foch, a well-known hotspot for Quiteño youth due to the numerous bars and clubs. I ended up with a group that settled on this little outdoor area with restaurant stalls all selling food and drinks. They had cards and board games in a clear marketing strategy aimed at foreigners lol. I ended up talking with this man who is a Venezuelan refugee. He had come very recently to escape what is a state meltdown in Venezuela. Although he has multiple degrees, he cannot work as that for which he is trained because he doesn’t have enough money to hurry along his application for work papers or citizenship if he wants it. He told me that you have to have money in order to do these things efficiently, and right now he doesn’t have it. So, he works 2 jobs day and night and has no time to even enjoy the money he’s earning. From his perspective, Ecuadorian society was much more reserved than Venezuelan; apparently in Venezuela, people chat and gossip and are much friendlier with each other. For him, Ecuadorians weren’t like that. He also hated the heat and eventually wants to move somewhere colder lol. He was in awe when I told him how cold New England is!

Something I’ve been struggling with today is where I fit in the matrix of Ecuadorian society. Being a white male westerner, I come to Ecuador with two sets of stereotypes attached to me. The first is that I’m wealthy, and as such I represent the legacy of colonialism, the crippling external debt Ecuador owes to many other countries, the sharp divide in material wealth between the global north and south, and the ongoing phenomenon of cultural exportation from the United States. At the same time, I am a target for robberies because of my perceived wealth. I am also just one more foreigner in this country; as such, I am also invisible, I take up hardly any space, I cannot take part in the political discourse of this country, and I have been told to minimize myself as much as possible to reduce the risk of being attacked. I feel that all this cultural baggage I bring with me is contradicting. I don’t quite know where I fit in the order of things, and I have had the privilege of not having to know this for most of my life. In the U.S., my presence and my body are buoyed by just about every social structure we have. Here in Ecuador, I may retain many of those privilege, yet they have been recast to include some feelings of marginalization I have never before experienced. I do not yet know how to reconcile this. But I tell you that I am constantly aware of others staring me down as I pass them on the street. I know that my every action has hundreds of possible witnesses. It is a disconcerting feeling; I feel like an alien. And lol that’s because I am. Yet how do I derive meaning from this knowing that at the same time, I am perhaps the poster child of the global north? I’ll keep you updated on this, because I feel it to be right at the heart of why I’m here in the first place.

Just a note on the pictures below. The first is a breathtaking shot of Cotopaxi, which rises over 19,000 feet above sea level! It’s one of the highest active volcanoes in the world. The second is the volcano of Pichincha, which demarcates the western edge of Quito. The volcanic peak is the one like dead center with the light-ish streak running down it. The last is a picture from a little bridge in La Carolina park in downtown Quito. I will definitely be coming here to hang out and enjoy the little nature escape in the middle of the city!

Dance studio owners indeed said red tape can discourage prospective instructors and lead them to give up on the U.S.“They can’t wait that long,” said John Gates, vice president of the Fred Astaire Dance Studios.Wayne Smith, executive vice president of Arthur Murray Dance Centers, said, it can be expensive for his company’s dance studio owners to hire attorneys who understand immigration law.“This is all the time, currently now. There are two types of investor visas so before looking into E-2 visa requirements for investors you want to make sure the E-2 visa is the right fit for you as a foreign investor. If the E-2 visa isn’t the correct fit for you, there is also the option of an EB-5 investor green card.

On an E-2 visa, you may:

Work legally in the company that is the investment vehicle in the U.S.

Travel freely in and out of the U.S.

Stay on a prolonged basis with unlimited two-year extensions as long as you maintain E-2 qualifications

Be accompanied by your dependents under 21, relatives and spouse. Your spouse may also work while in the U.S. while your dependents may attend U.S. schools, colleges, and universities, and do not have to apply for a separate student visa.

However, the disadvantages are as follows:

E-2 visas are available only to nationals of countries (listed below) having investment treaties with the U.S.

You are restricted to work only for the specific employer or self-owned business that acted as your E-2 visa sponsor

E-2 visas are approved for two years at a time which makes the application/extension process slow.

Key E-2 Visa Requirements for Investors to Qualify

The E-2 visa minimum investment requirement is that you invest in a bona fide enterprise. By failing to do this, your petition will not qualify. A bona fide enterprise is defined by the immigration authorities as “a real, active commercial or entrepreneurial undertaking which produces services or goods for profit”.

Some of the evidence you may submit to demonstrate that your business is bona fide includes:

Notice of assignment of an Employer Identification Number from the Internal Revenue Service (IRS)

Tax returns

Financial statements

Quarterly wage reports or payroll summaries (i.e., W-2s and W-3)

Business organizational chart

Business licenses

Bank statements, utility bills, and advertisements/telephone directory listings

Contracts or customer/vendor agreements

Escrow documents

Lease agreement

There are a few key E-2 visa requirements for investors that will help you prepare your petition and ensure that you are a qualifying applicant. You can check the status after completing your petition.

The Investor Must Be a National of a Treaty Country

Treaty countries currently include:

Argentina, Armenia, Australia, Austria, Bangladesh, Belgium, Bulgaria, Cameroon, Canada, Colombia, Costa Rica, Czech Republic, the Democratic Republic of the Congo, Ecuador, Egypt, Ethiopia, Finland, France, Georgia, Germany, Grenada, Honduras, Ireland, Italy, Jamaica, Japan, Kazakhstan, Korea, Kyrgyzstan, Liberia, Luxembourg, Mexico, Moldova, Mongolia, Morocco, Netherlands, Norway, Oman, Pakistan, Panama, Paraguay, Philippines, Poland, Republic of Congo, Romania, Senegal, Slovak Republic, Spain, Sri Lanka, Suriname, Sweden, Switzerland, Thailand, Togo, Trinidad & Tobago, Tunisia, Turkey, Ukraine, United Kingdom, and Yugoslav.

It is important to note that you must be a legitimate citizen of one of the above countries in order to fulfill the E-2 visa requirements. It is not enough to maintain a legal permanent residency. Your current passport must be from one of these treaty countries. However, you do not have to be currently residing in a treaty country as long as your citizenship from a treaty country.

For example, if Mr. Cousteau is a citizen of France but has been living in China for the last eight years, he still fulfills the E-2 visa requirements and can apply.

The Investment Must Be Substantial

It must be sufficient to ensure the successful operation of the enterprise. The percentage of investment for a low-cost business enterprise must be higher than the percentage of investment in a high-cost enterprise. While some investments of less than $100,000 are approved, it’s safe to say that the investment capital and reserves should total no less than $100,000.

Some evidence you can use to prove that the investment is substantial is corresponding personal and/or business bank statements, an itemized list of goods and materials purchased for the start-up, and corresponding financial accounting documentation. It’s also wise to put together a business plan that illustrates your projected success.

The Investor Must Place the Funds at Risk

“At risk” means that the investor is to be irrevocably committed. If you’re able to walk away from the investment without losing anything, you likely do not qualify. The applicant must have already spent the money towards the startup, purchase of a U.S. business, or enterprise. Loans secured with the assets of the investment enterprise are not allowed. The investment must be at risk of being lost due to the business or enterprise being unsuccessful.

To be safe, you may put the investment amount in an escrow account and have it transferred if your E-2 visa application is granted.

If you are purchasing an existing business, you should know all there is to know about the business and its counterparts. Learn all the components of the business and come to an educated conclusion of how well they are doing presently and how successful the business is projected to be. An escrow account is even more important for those buying an existing business. In this case, you and the seller of the business will agree on the terms and conditions of the business purchase and how to later transfer the money after reaching a conclusion.  

The Investment Must Be a Real Operating Enterprise

A real operating enterprise means that the enterprise must be offering a tangible good or service. Examples of these enterprises are restaurants, retail stores, medical offices, etc. Speculative or idle investment such as real estate investments, undeveloped land, or stocks held by an investor who has no intent to direct the enterprise does not qualify. Similarly, uncommitted funds in a bank account or similar security are not considered an investment.

The Investment May Not Be Marginal

A marginal enterprise will not project enough return on investment to make a significant economic contribution. The enterprise must generate significantly more income than just to provide a living to the investor and family, or it must have a significant economic impact in the U.S. 

The Investor Must Be Coming to the U.S. to Develop and Direct the Enterprise.

If the applicant is not the principal investor, he or she must be employed in a supervisory, executive, or highly specialized skill capacity. Ordinary skilled and unskilled workers do not qualify. The government will not grant you an E-2 visa if they don’t believe you play an important role in the enterprise. 

You must show that you will develop and direct the investment enterprise by demonstrating ownership of at least 50 percent of the enterprise, or by possessing operational control through a managerial position or other corporate devices. 

How Can An Employee Qualify?

In order for an employee of an investor to apply for this visa, there are a series of E-2 visa requirements that must be met:

Your employee must be a citizen of the same treaty country that the principle E-2 investor (you) maintains citizenship.

Your employee must qualify under the definition of an “employee” as stated in the U.S. legal code.

You must be able to prove that your employee is necessary for the fulfillment of your endeavor. This is easily proven if he or she is a manager or executive, but can also be proven if he or she has specialized knowledge that makes them instrumental to the operation or development of your enterprise.

Is Business Plan Required?

It is not an official E-2 visa requirement to have a business plan. However, it is highly recommended that you submit a comprehensive business plan along with your E-2 evidence. This is because the USCIS wants to see that your enterprise will create jobs and stimulate the economy in the U.S.

To prove this, you need to make it clear that you have experience starting a business or that your enterprise has a high likelihood of success. Submitting a business plan is the best way to accomplish this.

What are the Requirements for the E-2 Investment Amount?

Unlike the EB-5 visa that has specified minimum investment amounts for its two categories, the E-2 visa does not have a minimum for business capital and instead looks for “substantial capital”. What determines an appropriate investment amount varies widely depending on the size and nature of each business. 

Officials at the embassy or USCIS use their discretion to consider whether an amount of investment capital is appropriate or not. Though it is widely believed that having a minimum of $100,000 capital is a good rule of thumb, in some cases, you may need more or less. For instance, a small shop or firm may be approved with an investment amount in the tens of thousands of dollars. In general, however, having a large investment amount will be helpful and make your case stronger. This is another critical area that requires working with an experienced E-2 visa immigration attorney. 

Requirements for E-2 Visa Extension

There are two ways to extend your E-2 status. The first one is to travel outside the United States and re-enter. This will give you an automatic two-year renewal. The other option is to seek renewal in the U.S. by filing an extension request with the USCIS. To do this, you will need to submit a new I-129 petition, I-539 form, and other E-2 visa extension documents. 

E-2 Visa Processing Time

The processing time for an E-2 visa varies widely depending on the embassy from which you are applying. In some embassies, the process may take just a few weeks, while in others you may have to wait a number of months. If you are applying from within the United States, you may use the premium processing service to have your visa application processed within 15 calendar days. Another factor that could help expedite the process is if you are buying an existing business that is already registered as an E-2 treaty enterprise.

E-2 Visa Requirements May Vary Depending on Your Nationality

While E-2 visa is open to nationals of all treaty countries, there are certain country-specific requirements that depend on an applicant’s nationality. 

Unusual Requirements for U.K. Nationals: The United Kingdom has an unusual requirement, which sets it apart from other countries. This is not surprising though as the U.K. was the first nation-state to have an E-2 visa treaty agreement with the U.S. dating back to 1815.

British nationals are required to show residence in the U.K. before they can qualify for an E-2 investor visa. While this may appear simple for British nationals, it may be complicated for those living outside of both countries. As a U.K. citizen living in another country, you may need to show one of the following to get your E-2 visa approved.

Ownership or rental of a home in the United Kingdom

U.K. tax returns

U.K. payslips

U.K.-based investments

Other connections you have in the U.K.

Visa Validity May Vary: The difference in E-2 visa validity is based on whether you apply in the United States or outside the U.S. through consular processing. For every E-2 visa issued by the USCIS in the United States, the validity is two years and is subject to renewal.

However, it is not the same for those going the consular processing route. An E-2 visa issued through consular processing has an initial validity period of five years for many treaty countries. For some other countries with low reciprocity, the validity may be lower and can range from four years to as little as three months. For instance, the validity period is four years for Switzerland nationals and two years for Singaporeans. Nationals of Bangladesh, Moldova, Bahrain, Azerbaijan, and a few others are only eligible for a three-month validity period. The good news is that, regardless of your validity, once you get to the U.S., you can continue to extend your stay indefinitely. 

Does the E-2 Validity Period Determine How Long an E-2 Investor Can Stay in the United States?

The validity doesn’t determine how long you can stay in the United States. As long as you maintain the rules guiding your status which include starting and running a qualified business, you can renew your visa and stay in the U.S. indefinitely. 

The validity period is only based on only how long you have before the visa expires or how long you can use the same visa to travel abroad and re-enter the United States. If you are granted an E-2 visa with a five-year validity period, you can use the same visa to re-enter the United States as many times as needed within the five-year period.

The same cannot be said of those with a three-months validity period. Once such applicants get to the United States, they will first be given two years to run their business. However, if they travel out of the United States, they will have to apply for a new visa at the embassy before they can re-enter the U.S. The reciprocity status surrounding the E-2 visa can sometimes be complicated. It is important to work with an immigration attorney to help you determine what the rule says based on your nationality.

Xylem Employees Volunteer More Than 21,000 Hours with Local Organizations in 2016

Employees from Xylem (NYSE:XYL), a leading global water technology company that is dedicated to solving the world’s most challenging water issues, logged more than 21,000 volunteer hours in 2016 in activities aimed at providing and protecting safe water resources and educating people about water, sanitation, and hygiene. Xylem Watermark, its corporate citizenship platform, last year launched a service-focused employee engagement program in support of this mission with a goal of logging 100,000 volunteer hours in three years.

“Focusing on employee engagement through service has helped to foster a stronger connection between our colleagues around the world and Xylem Watermark.  It has built energy throughout the company and gives employees opportunities feel involved with something bigger and connect with water issues in the communities where they live and work,” said Colin Sabol, Senior Vice President and Chairman of the Xylem Watermark Committee.

Through more than 455 water-related volunteer activities, in conjunction with local community organizations and global nonprofit partners, more than 3,700 colleagues from 86 offices across 35 countries built water towers, tested water sources, maintained water sheds, and educated students and communities about water, sanitation, and hygiene issues.

Hundreds of employees participated in Walk for Water events to better understand the time and burden it takes for women and children in communities without access to clean drinking water to provide safe water for their families.

In addition, Xylem launched its inaugural Global Month of Service in October. During this time, employees worked with local nonprofit organizations committed to water-related issues in their communities to clean and restore waterways, plant vegetation to protect shorelines from erosion and salinization, and teach students about global water issues.  One team’s efforts in Louisiana can be seen here. In total, Xylem colleagues logged more than 7,200 hours in one month.

In addition to direct local service, Xylem Watermark supports six global nonprofit partners to provide sustainable community-based interventions for the estimated 663 million people that lack access to clean water sources and the 2.4 billion people that lack access to hygienic sanitation across the globe. Water for People to tackle water poverty in India and develop high quality drinking water and sanitation services to water deprived areas via 10 SWASH (School Water, Sanitation, and Hygiene) systems, five community Tubewells and piped water systems, and supporting education programs. These projects provided direct access to clean water to over 7,000 people and supported full water and sanitation coverage for three county-sized districts.

Chinese Women’s Development Fund (CWDF) to implement six water projects in schools across China, which included the construction of improved drinking water facilities, reconstruction of lavatories, building of hand-washing facilities and delivering health education and training to over 10,000 students and teachers.

Avina to promote improved access to safe drinking water in the Brazilian Semiarid and Amazon regions by building 1,000 cisterns providing 30,000 students and adults with clean water, and constructing a community water system providing over 200 families with water in their homes.

Do I Need a Separate Dubai Visa if I Have a UAE Visa?

No, you do not. There is actually no separate “Dubai Visa” since Dubai is not a country on its own; it is part of the UAE. If you have a visa allowing you to enter the UAE, then you can travel to any of its emirates, Dubai included.

Do I Need a Separate Abu Dhabi Visa if I Have a Dubai/UAE Visa?

Abu Dhabi is one of the seven emirates making up the UAE, as well as well as the capital. As such, if you are planning on visiting Dubai and Abu Dhabi, you do not need to get a separate visa for each. If you are a visa-required national, you only have to apply for a UAE Tourist Visa and you can visit all seven of its emirates, including Abu Dhabi. If you are exempt from UAE Tourist Visas, the process is even simpler since you can travel with just your passport.

What are the Types of UAE Visas?

The four main types of visas that the UAE offer are: - UAE Tourist Visas, which, as the name suggests are issued for tourism purposes or any other purpose which is shorter than 30 days and does not require you to take up employment and long-term residence in the UAE. - UAE Residence Visas are for foreigners who wish to relocate to the UAE. This includes: - UAE Student Visa - UAE Work Visa - UAE Family Visa - Long-Term Residence Visas (Investor Visa), which is issued for a period of 5-10 years and does not require a sponsor. However, you must invest a substantial amount of money in the UAE to qualify for this type of visa. - UAE Transit Visas, which are issued to foreigners who have to transit through the UAE. These types of visas are issued for 48 or 96 hours.

UAE Visa Requirements

When applying for a tourist visa for the UAE, you must have several documents to support your application, such as: - Photocopies of your passport and the passport of your sponsor. You need a passport which has at least 6 months validity. - Photocopy of the passport’s relevant pages. In some cases, you may not need to submit your original passport at all. You may include photocopies of the relevant pages of your passport (or all the pages on your passport). - Passport-size pictures, in line with UAE visa photo requirements. - If you are a female travelling alone: A No Objection Certificate (NOC) from your father or husband. - A confirmed round-trip airline ticket or an airline ticket for onward travel. What’s the difference between a UAE Entry Permit and a UAE Residence Visa?

Foreigners who want to move to the UAE need to have a Residence Visa. However, prior to that, they must also obtain an Entry Permit. The difference between an entry permit and a residence visa for the UAE is: The UAE Entry Permit is the document you have to obtain if you need a visa to enter the country. It is valid for a certain number of days, depending on your purpose of travel. Your sponsor has to get an entry permit for you before you travel from by General Directorate of Residency and Foreigners Affairs (GDRFA). The number of days you are allowed to stay in the UAE with an entry permit depends on the purpose of your travel: - If you are transiting, you will receive an entry permit (transit visa) for up to 48 or 96 hours. - If you’ll enter as a tourist, your entry permit is valid for up to 30 days (ie. tourist visa). - If you’re entering for employment purposes, your entry permit is valid for up to 60 days etc. As such, a tourist visa and an entry permit are more or less the same thing. The UAE Residence Visa is the document you have to obtain after you are already in the UAE with an Entry Permit and want to stay longer than the number of days the permit allows. Your sponsor (who must meet GDRFA’s requirements) has to apply for your Residence Visa.

What is the duration of a UAE Visa?

When you receive a UAE visa, you will usually have about 60 days to use it to enter the country. Upon entry, the number of days you are allowed to stay in the UAE depends on the purpose of your travel. As a tourist, you can stay for up to 30 days. The EB-5 program, which is sanctioned by the United States Congress, provides certain foreign investors who can demonstrate that their investments are creating jobs in this country, with a potential avenue to lawful permanent residency in the United States.  Regulated by the United States Citizenship and Immigration Service (USCIS), the program allows business owners to apply to USCIS to be designated as “regional centers” for the EB-5 program.  These regional centers offer investment opportunities in “new commercial enterprises” that may involve securities offerings.  An investor who invests a certain amount through a sanctioned EB-5 program that creates or preserves a minimum number of jobs in the United States, is eligible to apply for conditional lawful permanent residency.  The foreign investor is eligible to apply to have the conditional residency made permanent toward the end of the two-year period of conditional residency, provided the foreign investor can establish that the job creation requirements have been met.  Foreign investors who invest through the EB-5 program, however, are not guaranteed a visa or to become lawful permanent residents of the United States.

Foreign investors sometimes mistakenly assume that because a business has been designated as a “regional center,” that the investment has been thoroughly investigated and approved by some regulatory body.  However, the designation of a business by USCIS as a regional center does not signify that USCIS, the SEC, or any other government agency has approved the investments offered by the business.  Nor does the designation express an opinion on the safety or soundness of the investment.   In fact, EB-5 investment programs are often used as the capital raising vehicle of last resort by promoters who are unable to raise capital through traditional investment channels.

Global Action Week 2018: We demand that States fulfil their commitments to education!

The Global Action Week for Education (GAWE) embraces the 2018 theme Accountability for SDG4 and the slogan “Keep your promises for education!”. We call on governments to demonstrate political will by producing national education monitoring reports annually as an accountability tool for their citizens. The Latin American Campaign for the Right to Education (CLADE) has embarked on a series of mobilization and advocacy actions in the region.

CLADE: Mobilised for GAWE 2018

CLADE intends to support and encourage public debates on the setbacks and advances in the fulfilment of the right to education in each country, involving the media, education communities and other social sectors. Activities, messages and key demands of GAWE 2018 will be disseminated through the regional blog www.same2018.org and social media channels. CLADE urges its national member forums to demand from the national authorities the organization of public debates on the implementation of the human right to education and the development of regular official monitoring reports, which would also report on the compliance with this right, with an active and significant participation of civil society.

GAWE 2018 will serve as a step in the preparation for the next High Level Political Forum (HLPF), which will take place in July 2018 in New York, where the following countries will present their national voluntary reports: Colombia, Dominican Republic, Ecuador, Mexico and Paraguay.

CLADE will also be producing a state of the region report on the compliance with the Sustainable Development Goal on Education (SDG 4) for Latin America and the Caribbean. This report will be presented at the Regional Meeting of Ministers of Education in Sucre, Bolivia, in July 2018.

The organisation will aim to popularise the #MakeitPublic campaign by continuously monitoring the fulfilment of commitments made in national education plans and towards SDG 4 in the region, with emphasis on the commitments on inclusive education and education financing: the States of the region signed the obligation to invest at least 4-6% of GDP and 15-20% of their total public budget in education. These monitoring fronts are driven, respectively, through the Regional Observatory of Inclusive Education (OREI), and the Monitoring System for the Financing of the Human Right to Education in Latin America and the Caribbean.

GAWE in the Dominican Republic: For the fulfilment of educational goals, transparency and accountability of the state to the citizens

At the same time and in the context of the GAWE celebrations in the Dominican Republic, the Socio-educational Forum (Foro Socio Educativo – FSE), member of CLADE and GCE in this country, has planned several activities focusing on SDG4 and the mobilisation of civil society around the #MakeitPublic campaign, calling government to continue producing the national education monitoring reports annually and improve its qualiy.

They range from the distribution of stickers, posters, guides for educational centers and brochures at the pavilion of the Ministry of Education of the Dominican Republic (MINERD) during the National Fair of the Book; to organising interviews with officials of MINERD, decentralized institutes and other organizations on the implementation of SDG 4 in the Dominican Republic; to the meeting of a panel with experts on the theme “Four years of the signing of the National Pact for Educational Reform. Have we made progress in the implementation?”, with a view to evaluating the progress, limitations and challenges on the implementation of these commitments and the coordination of the linked social actors.

A new bulletin of the Observatory of the Budget in Education (an initiative promoted by the FSE) will be also released. With the title “The gender focus in education in the Dominican Republic, legal framework and reality in schools. The budget execution of the MINERD of 2017”, the document will be presented to education officials and members of the education community of the Municipality of Tamayo, Bahoruco, on May 3, 2018.

Beyond the GAWE, the FSE has been acting permanently in monitoring the results of different education policies and programs in the country, as well as in monitoring the quality of national educational spending. These actions are driven in line with the National Development Strategy 2030 and the Goals of the Education Agenda 2030.

Thus, the Dominican Republic joins the celebration of the GAWE 2018 under the national slogan “2030 Educational Goals: Transparency and Accountability to Citizenship. Keep your Promises!”.
