By Paul C. Light President Barack Obama entered office with the Great Recession raging and the true size of the federal workforce at about 10 million civil servants, postal workers, active duty military, contractors, and grantees. He raised the total with billions in economic stimulus to 11.3 million, then backed it down to about 9 million before leaving office. With the economy in full-throated rebound, Obama gave Donald Trump the rare opportunity to rebalance the federal government’s blended workforce. Despite campaign promises to the contrary, Trump opened the contract and grant spigots instead, adding more than 2 million jobs to the blended federal workforce, including 1 million in the Departments of Defense, Transportation, and Health and Human Services alone. Figure 1 shows the rise, fall, and rise again of the true size of government.[1] Despite Trump’s recent claim that the Pentagon brass was responsible for keeping the military-industrial complex “happy,” he has rarely missed an opportunity to celebrate his commitment to increased spending. According to a recent Washington Post analysis, under Trump’s tenure, the defense budget will have grown almost 30 percent by end of the 2021 fiscal year, even as estimated defense contract employment has surged by 20 percent. Although the Pentagon has been a grateful partner in the run-up, Trump has been front and center in keeping the defense industry happy. The Trump administration would likely argue that the blended workforce is essential to national security and economic growth—gone are the days, they might say, where federal arsenals could make weapons of war. The Trump administration might also add that America has relied on a mix of federal, contract, and grant employees to faithfully execute the laws since its first breath of independence in 1776. They even might note that contract and grant workforces are “at-will” employees of a kind who disappear when the contracts and grants end, although that would belie the reality of large corporations that are highly dependent on federal contracts for their survival. Despite its role in delivering on the government’s promises, the federal government’s blended workforce may have become a threat to the very delivery it guarantees. Convinced that the contract workforce was overpaid and guilty of “outright fraud” and “delay after delay after delay after delay,” Obama outlined a new insourcing process for bringing “inherently-governmental” jobs back into the federal inventory. He started in March 2009 by ordering the Defense Department to examine its contract workforce and ask whether the jobs would cost less and be better performed in-house and continued with Office of Management and Budget taskforce on “managing the multi-sector workforce.” Although the effort was soon abandoned as the defense industry marshalled its substantial lobbying power in opposition, the basic question of who should do what and for how much remains unanswered a decade later.[2] The next president must do better, if only because the world has become so complex and the war for talent so intense that Congress and presidents can no longer be sure that the right employees from the right sectors are in the right jobs at the right time at the right price and with the right skills. The next president must also ask whether the blending has unleashed the same forces that led President Dwight D. Eisenhower to warn of the military-industrial complex and its “acquisition of unwarranted influence, whether sought or unsought.” His warning focused on the “vast conjunction” of the armed services and the arms industry, but are equally relevant for the six federal-industrial complexes shown in Figure 2. Eisenhower’s military-industrial complex occupies 52 percent of the space in the figure, but the other five federal-industrial complexes have a significant influence in their own right.[3] The true size of the blended workforce is driven by a mix of demographic, bureaucratic, and political pressures that give contract- and grant-funded employees a faster hiring process, greater opportunities for advancement, greater responsibility earlier in career, access to further training and education, and insulation from executive-level tirades,  retirement cuts, and political interference. It is no surprise that federal employees trail private-sector employees on almost every measure of their work, including having sufficient resources to get their job done (-24%); saying their talents are well-used in the workplace (-19); they are satisfied with their jobs (-17%) and with their involvement in decisions that affect their work (-16%); are recognized for providing high-quality products and services (-15%); believe employees are encouraged to come up with new and better ways of doing things (-14 %) and have trust and confidence in their supervisors (-13%).[4] These pressures toward private- and grant-funded employees pale when compared to the biggest driver of all: the long-standing pressure to hold federal employment at or below 2 million. The cap was originally authored by Rep. Jamie Whitten (D-MS) in 1950 in an effort to limit spending as the Korean War roared. Called before the House Post Office Committee to explain his reasoning in 1954, Whitten said he had no ax to grind and might have won an award if he had just asked for a regular count and let the totals create the pressure. “I thought 2 million permanent folks out to be enough to have on a permanent basis,” he explained. “So what I did was fix appropriately 2 million as all the permanents we are going to have.” Casually established though it was, the amendment continues to work its will even after its repeal not once, but twice in the 1960s. Presidents and Congresses were more than willing to take a stand against big government through dozens of caps, ceilings, and freezes, including Trump’s recording-breaking 2017 budget freeze, but they could not find a way to count the contract and grant workforce. Viewed side-by-side, Figures 1 and 4 show the long-term effect of Whitten’s cap—steady federal employment over the years and wild swings across the contract and grant workforce.[5] The federal government will never break Whitten’s grip until Congress and the president develop a system for counting heads. In a political system where even small increases in the number of federal employees can trigger public outrage, the lack of parallel data on contract and grant employees undermines the thoughtful allocation of labor needed to ensure faithful execution of the laws. That was not Whitten’s intent, but it is easy to spot in too many federal breakdowns.

The estimates of growth come from federal government inventories of contract and grant spending. Each purchase carries a Northern American Industrial Classification (NAICS) code that provides detailed information on what was purchased and in what amount. This data is then analyzed using the U.S. Bureau of Economic Affairs RIMS III input/output model of the U.S. economy to determine the number of direct (prime), indirect (sub), and employment created the spending associated with each contract or grant. This analysis only includes direct and indirect spending. Although induced spending is one goal of federal stimulus spending, the jobs created are not directly accountable to the government. Appendix Table 1 provides the estimates of the true size of government, while Appendix Table 4 shows the source of gains among the departments that grew the most between 2017-2020. Home Remodeling to Hold Strong Despite Coronavirus

According to survey by LightStream, despite the financial and economical hardships the coronavirus has caused, homeowners are still enthusiastic about improving their living spaces.

While it may seem counterintuitive, a recently completed survey by private loan company LightStream has shown that homeowners are still willing to renovate and remodel their homes during the ongoing coronavirus outbreak. According to LightStream, nearly three out of four homeowners (73%) are planning renovations this year—down only slightly from the company’s January 2020 Home improvement Trends Survey (77%).

In fact, homeowners are continuing or expanding projects (57%) at more than twice the rate of those who are cutting back or canceling altogether (23%).

As a result of the coronavirus, digital conferencing, family video calls and online happy hours have become an integral part of the new normal. In just four months, Zoom’s daily meeting participants jumped from 10 million to more than 300 million. With so many people opening their virtual doors to friends, family and coworkers, many are reevaluating their space.

LightStream recently conducted a home improvement pulse survey through Wakefield Research and found that two-thirds of American homeowners have a part of their house they just don’t like. Additionally, of those who have ever made a video call in their home, 64% have been embarrassed to show parts of their home, including the kitchen and bathroom (each at 20%) and the garage, basement and outdoors (each at 16%). No surprise to anyone who has been working from home with kids: 80% of parents are feeling this way versus 55% of non-parents.

After months of spending nearly all their time with roommates or loved ones, some homeowners indicated that they are ready for some intra-house social distancing. More than a third (36%) reported a lack of personal space in their home, with Millennials feeling the most cramped (62%) compared to Gen Xers (44%) and Baby Boomers (20%). And once again, parents are feeling the squeeze more than non-parents, with 57% reporting they are unable to get personal space compared to 25% of non-parents.

“As a result of COVID-19 shutdowns that closed offices, businesses, schools and more, self-isolation has forced Americans to take a much closer look at their homes,” says Todd Nelson, senior vice president of strategic partnerships at LightStream.

With summer approaching, nearly half of those planning home improvement projects plan to tackle outdoor projects (49%), followed by home repairs (35%), bathrooms (33%) and kitchens (32%).

Victim of Contractor Fraud? Read this!

If your home has been damaged in a natural disaster, then you know what it means to be displaced and depressed and financially compromised. Matters become far worse if you have the misfortune of being victimized by an unscrupulous contractor. It happened to me and my story is far more common than people realize. The contractor I hired deliberately caused excessive damage with the intention of increasing the insurance claim and causing psychological dependence. After talking with my banker, Tori Scott at Key Bank and my insurance agent, Rod Ronquillo with Allstate, the contractor I hired and the trauma I’m still swimming on happens with such regularity that both believe fraudulent contractors are more common than not. We surmised fraud may occur in over 50% of all remodeling and repairs performed.

The contractor I hired advertises on Nextdoor — still — even though I was persistent in asking that his ad be removed. I emailed Nesxdoor’s Meridian Park lead repeatedly complaining. To date the ad remains on Nextdoor. To my dismay, Regalado posted photos of my home and the charity I founded, Whisker City as references. I’ve never referred him to anyone. Nextdoor responded by suspending my account for violating community standards. I opened a second account hoping for further investigation, that account was suspended for the same reasons. I wrote to the CEO, Sarah Friar today and I’m not hopeful she will respond fairly either. I’ve since discovered others who hired this contractor based on the Nextdoor Advertisement.

I’ve come to the conclusion nobody cares. Washington State Department of Licensing gave the company a license. All the owner had to do is put up $12,000. A victim must file a civil suit in the Superior Court of King County in order to make a valid bond claim. I’ve called several local attorneys and each asked for the same $5000 retainer. I plan on filing pro se. I was shocked to discover that contractors can leave dozens of victims in one State and open up a business in another State without their fraudulent history following them. The owner of A to Z Contracting Corp operated in Los Angeles County as MR Interior Design. Manny Regalado, has eleven unpaid judgments totaling over a million dollars. When I told the licensing clerk what I found, she cut me off as soon as I uttered the words “Los Angeles” with “Los Angeles, that’s not our problem, we don’t do background checks”. She also told me that Contractor Fraud is a civil matter. So please tell me what the point of licensing contractors?

I’ve contacted four of the attorneys who won judgments against Regalado in the Los Angeles cases. The stories are heartbreaking. Regalado targets charities offering free or cheap handyman work while boasting he is retired and independently wealthy. Nearly 100% of every story he told us was false. He said many many times that he came to Seattle because he “just wants to help people and make friends”. He creates false friendships and name drops. He boasts about having worked on television home improvement shows and talks about awards he’s won on HOUZZ and Porch.com. He is overly friendly and charming and patient until he finds the perfect target. I am his first victim in King County. There are others now. Carolyn Steber, wrote an article perfectly describing the ways, Regalado used to infiltrate my home and our minds - “13 Common Mind Games Sociopaths Play In Everyday Life To Watch Out For”.

It appears there will be no accountability by conventional means. Law enforcement considers contractor fraud a civil matter when in fact, the destruction is every bit as horrific as arson or robbery. Contractor property damage is not easily repaired leaving a house unsalable and even unlivable. Resolving the issues can mean a near complete tear-out of the work and the complete loss of expensive materials and labor. Regalado created a design that did not meet code, as an example one set up steps is 8.5 inches and 9.5 inches and are awkwardly located. The steps will have to be completely removed, rebuilt and new hardwoods installed. I created a website with “Before Regalado” and “After Regalado” the destruction.

Although frustrated with the Shoreline Police Department and disappointed that government agencies do nothing to protect the citizenry, I’m not going to sit back and do nothing. I’ve filed a police report hoping he will be charged with embezzlement for the nearly $11,000 in unauthorized charges for tools, food and items he bought for himself. Even crooks have to pay taxes, and the Internal Revenue Service wants theirs so I, along with other victims are filing the payments we’ve made to him with the IRS. He has four children and may be Los Angeles County Child Support Enforcement is looking for him. I also talked to local hardware stores. While notifying Home Depot and Dunn Lumber I discovered he put my name and credit card on those accounts. My name now removed, they now have my story. I’ve contacted all the sub-contractors and told them my experience and they shared theirs. They pegged Regalado right away and one by one they dropped away. I often over-heard arguments. He had a story for the subs too. He told them he was working for free and that I was his girlfriend, despite the 30 year age difference. The contractors assumed I knew him intimately so they kept their mouth shut. The drywall contractor told me his boss said, “he’s going to take her for every dime she has”.

This story is not over. I want justice and I want to prevent this company from harming others. He targets seniors, charities and low income, the very people who do not have the resources to fight back. This is unacceptable.
