I don’t know the back story, but it appears they were demolishing a building and that hook grabber was part of an over head. Guy released it with nothing holding it and bam it ended up on the ground. It could have been worse. You can tell they had forethought into this action and how they expected in to be grandeur, but it took a turn for the worst. Hence why it’s all on film. That may even be the building owner as this would be a monumental occasion.
