आगरा-लखनऊ एक्सप्रेसवे पर भीषण हादसा: 6 की मौत, 40 घायल : दायर होगी जनहित याचिका

आगरा-लखनऊ एक्सप्रेसवे पर एक और दर्दनाक हादसे ने पूरे देश को झकझोर कर रख दिया है। मंगलवार सुबह कन्नौज जिले के पास एक डबल-डेकर बस खड़े पानी के टैंकर से टकराकर पलट गई। इस भयावह दुर्घटना में छह लोगों ���ी मौके पर ही मौत हो गई, जबकि 40 से अधिक लोग घायल हुए हैं। इनमें से कई की हालत गंभीर बताई जा रही है। ‘किलर एक्सप्रेसवे’ की छवि गहराई यह दुर्घटना 27 नवंबर 2024 को हुई एक अन्य बड़े हादसे की याद दिलाती है, जिसमें डॉक्टरों समेत पांच लोग अपनी जान गंवा बैठे थे। आगरा-लखनऊ एक्सप्रेसवे पर लगातार हो रही इन दुर्घटनाओं ने इसे ‘किलर एक्सप्रेसवे’ की छवि दे दी है। सुप्रीम कोर्ट में याचिका दायर करेंगे हेमंत जैन सड़क सुरक्षा को लेकर लंबे समय से सक्रिय आगरा निवासी हेमंत जैन ने इस हादसे पर गहरी चिंता जताई है। उन्होंने कहा कि वे बुधवार को सुप्रीम कोर्ट में एक याचिका दायर करेंगे। याचिका में उन्होंने सड़क सुरक्षा उपायों की अनदेखी और दुर्घटनाओं के बढ़ते मामलों को रोकने के लिए ठोस कदम उठाने की मांग की है। सुप्रीम कोर्ट के आदेशों की अनदेखी गौरतलब है कि सुप्रीम कोर्ट ने 2017 में सड़कों पर सुरक्षा ऑडिट के सख्त निर्देश दिए थे। लेकिन आगरा-लखनऊ एक्सप्रेसवे पर 2019 के बाद से कोई सुरक्षा ऑडिट नहीं हुआ है। विशेषज्ञों का मानना है कि नियमित ऑडिट से सड़क की संरचनात्मक खामियों का पता चल सकता है, जिससे दुर्घटनाओं को रोका जा सकता है। क्रैश इन्वेस्टिगेशन स्कीम 2023: नाम के लिए लागू उत्तर प्रदेश सरकार ने 2023 में "क्रैश इन्वेस्टिगेशन स्कीम" लागू की थी। इस योजना के तहत हर सड़क दुर्घटना की जांच कर उसके कारणों की रिपोर्ट तैयार की जानी थी। हालांकि, यह योजना कागजों में सिमट कर रह गई है।

सीआरआरआई की चेतावनी हुई नजरअंदाज सेंट्रल रोड रिसर्च इंस्टीट्यूट (सीआरआरआई) ने 2019 में आगरा-लखनऊ एक्सप्रेसवे पर सुरक्षा ऑडिट किया था। रिपोर्ट में नवंबर 2017 से फरवरी 2019 के बीच 1,871 दुर्घटनाओं का जिक्र था, जिनमें 118 लोगों की मौत और 406 गंभीर रूप से घायल हुए थे। रिपोर्ट में सुझाए गए कई उपाय अभी तक लागू नहीं किए गए हैं। याचिका में मांगे गए सुधार हेमंत जैन ने सुप्रीम कोर्ट से निम्नलिखित राहतों की मांग की है: - प्रतिष्ठित संस्थानों से एक्सप्रेसवे का सुरक्षा ऑडिट कराया जाए। - "क्रैश इन्वेस्टिगेशन स्कीम 2023" का सख्ती से पालन हो। - सड़क पर क्रैश बैरियर की स्थापना हो। - दुर्घटनाओं का डेटा सार्वजनिक किया जाए। - सड़क उपयोगकर्ताओं के लिए जागरूकता अभियान चलाए जाएं। हेमंत जैन का बयान “सिर्फ आधुनिक सड़कों का निर्माण पर्याप्त नहीं है। सड़क सुरक्षा के लिए ठोस और समयबद्ध उपाय जरूरी हैं। मैं अदालत से अपील करता हूं कि एक्सप्रेसवे पर सुरक्षा ऑडिट और क्रैश बैरियर की स्थापना सुनिश्चित की जाए। यह कदम दुर्घटनाओं को रोकने और लोगों की जान बचाने के लिए अनिवार्य है।” यह हादसा सड़क सुरक्षा को लेकर बड़े सुधारों की आवश्यकता को एक बार फिर उजागर करता है। उम्मीद है कि इस मामले में जिम्मेदार प्राधिकरण जल्द ठोस कदम उठाएंगे। Read the full article
