what are your prescriptions for a poor country seeking to develop against a backdrop of young, weak institutions, tribal and/or ethnic loyalties, significant landmass/natural resources, and a history of recurring civil conflict (which may or may not be ongoing)

Man that's rough, you probably aren't going to develop - sorry about that! It's the rub of these things - conceptually development is not that hard. Robust markets and competitive exports and moving up the value chain and so on, it isn't a secret - the secret is getting institutions that support it, and if you are in the state you describe it is hard. I can certainly say "get buy-in from all stakeholders and usher in peace" but like, you knew that, easier said than done.

So my actual advice is to import a Chinese diaspora and let them build their own parallel structure of export-focused business enterprises, probably connecting back to the trade entrepots of mainland China, which they will do no matter how insane your civil conflict is. Then when the ebbs and tides of history do permit for an era of peace and cooperation you can more easily piggyback off the initial rungs they built. If it worked well enough for South East Asia, I don't see how it couldn't work for you.

Toronto is absolutely a world city. "World City"-ness is not a function of size or even strictly speaking of economy. It's just the modern version of the entrepot, the interface through which a country does a lot of business with the rest of the world, where international firms often set up shop, and which is highly international relative to the rest of the country or region. Toronto is probably more of a world city than, like, Tianjin, even though Tianjin has three times the population, just because of its relative status within Canada and within North America.
