tommy giving wilbur a cup of water in ho16 was a perfect depiction of their relationship at the time, a perfect not quite right parallel of pogtopia. in pogtopia, tommy knew that something was wrong with wilbur, but was unable to help him. he didn't understand what wilbur was going through and couldn't correctly identify how serious wilbur was about blowing up l'manberg (or, really, committing suicide). tommy was sure that l'manberg would be saved, and wilbur was part of that by proxy. by the time ho16 happened, tommy had already attempted suicide himself and had been incredibly depressed. he knew what it felt like to be dead, and he knew what it felt like to be revived as well. he, at that point, understood wilbur on a deeper level, and was able to identify when wilbur was struggling, as he himself struggled in a similar way. so in ho16, tommy saw wilbur working mostly on his own in the hot desert, and got him a glass of water. tommy knew that wilbur was not going to save himself from dehydration, and he knew that he wasn't going to ask for help either. tommy saw wilbur self destructing and did what he could to help wilbur without babying him or overstepping. he just silently handed wilbur a glass of water along with the concrete he had asked for. and wilbur took it, not just because he needed it, but because he knew that it was tommy trying to help. they didn't have to say anything because they fully understood each other. like sees like, after all.
