Daring a thought, but I genuinely think the Gerudo Valley's theme in OoT does so much heavy lifting in characterizing the gerudos as more than what they appear to be. There's a sense of gentle endurance to the never-ending rythm, it's super catchy but it's also strangely melancholic, strangely hopeful, and the brass comes reinforcing these two characteristics even harder; the two brasses in chorus giving the piece unity in heart. To top it all off, the hispanic influences give a richness and a maure-like history that deepens the other oriental themes of the other pieces of soundtrack connected to the gerudos, and it just... says so very much about this people, who they are, what they want, what their conflict could be?
I think there's no denying the almost shocking contrast that comes with going into Gerudo Valley for the first time, birthplace of Mr. Evil Guy and his pack of wicked thieves, and then being hit by... this.
The singular beauty and uniqueness of that setting, and everything wordlessly implied in that tune.
