The Nationalist Government issued an order on December 28, 1938, saying that "The Chairman of the Commission for Mongolian and Tibetan Affairs Wu Zhongxin would be sent to preside over the fourteenth Dalai Lama's reincarnation togather with Rating Hutuktu." Wu Zhongxin and his party arrived at Lhasa on Januand were accorded a warm reception. The relations between the Tibet region and the Central Government were further strengthened.Īfter the discovery of the thirteenth Dalai Lama's reincarnate soul boy, the Tibetan regent Rating Hutuktu sent a telegram to the Central Government on December 12, 1938, saying that "on the occasion of lot-drawing from the gold urn ceremony when the three soul boys arrive at Lhasa, the Central Government should send representatives to participate in the ceremony so as to make it more dependable and pleased by the people far and wide." The Central Government attached great importance to this request. When Huang Musong left Tibet, Liu Puchen and Chiang Zhiyu were left behind to stay in Tibet permanently. Though the two sides did not reach unanimous agreement on all matters, yet common consensus was reached on the question of "Tibet is the Chinese territory". During his stay at Lhasa, Huang had talks with the Tibetan local government high-ranking officials many times and exchanged views concerning the relations between Tibet and the Central Government. On October 1, 1934, the ceremony of offering condolence on the Dalai's death was also held in the mousing hall at the Potala Palace. The Gyigyab Khenpo received the jade album and jade seal on behalf of the Dalai Lama. There were several hundred of clerical and secular officials from the Silon and other lower officials who joined the extremely grand ceremony. The four Kalons of the Kashag called on him together, On September 23, 1934, Huang Musong presided over the title-granting ceremony and paid homage to the demise of the Dalai Lama in the morning. Huang Musong was accorded grand reception when he reached Lhasa. He was responsible for title-granting and condolence activities. The Nationalist Government issued orders on December 21, 1933, granting the Dalai the posthumous title of "Great Master of Patriotism, Magnanimity, Benevolence and Sagacity." All the commendation ceremonies should be grand and given special favored treatment, The Executive Yuan should promptly order the department in charge and the commission concerned to make arrangements submitting for implementation to express the concern and solicitude by the party and the state to think of an absent friend who is far away and commend the virtuous person." The Central Government sent Deputy Chief of the General Staff Huang Musong as special envoy to offer condolence on the Dalai's death. Details will be notified by another telegram." On hearing the sad news, the Central Government promptly started to prepare for the related commendatory and comforting affairs. The affairs in Tibet will temporarily be charged by the Silon and the Kashag, hoping to keep your minds on your work and submit this message to the Central Government. on the 30th in the 12th month by Tibetan calendar. The telegram read: "His Holiness the Dalai Lama passed away at 7:30 p.m. The Silon and the Kashag telegraphed to the Central Government care of the Tibet Office in Nanjing on December 20, 1933. The thirteenth Dalai Lama Tubten Gyatso passed away at Lhasa on December 17, 1933. The Condolence-Offering to the Thirteenth Dalai Lama's Demise and the Supervision over the Reincarnation, Enthronement of the Fourteenth Dalai Lama by the Central Governmet of China These demonstrated that the Central Government effectively exercised sovereign jurisdiction over Tibet.ġ. The Central Government properly handlled all these matters. During the period of the Republic of China, the demise and condolence-offering to the thirteenth Dalai Lama and the reincarnation, enthronement of the fourteenth Dalai Lama as well as the condolence-offering to the ninth Panchen Erdeni's demise and the reincarnation, enthronement of the tenth Panchen Erdeni were all the eye-catching important events in Tibetan affairs.

Kashag decides to kill Buddhism!
As seen by the failed coup orchestrated by members of the Kashag against the holy Panchen Lama, the Kashag has clearly decided to abandon all beliefs in the religion of Buddhism in favour of, essentially, looking nice as they die with the religion they choose to let die.
This is seen further in the speeches made today by the Kashag members, with the Head Monk deciding to support war, even sending Monks, the representation of Buddhism, a religion that is staunchly against violence, to the frontlines of war to provide emotional support for the soldiers, the carriers and executers of violence. George Patterson implored the Kashag to let Buddhism “take a back seat” and for the Kashag to abandon Buddhist ideas rather favouring fighting in a war. A war against China, that Tibet has absolutely no chance of winning.
Will the Tibetan people let their government abandon their religion in hopes of saving face? Will the Tibetan Kashag’s incompetence continue as it has over the past year? Will this finally be the downfall of Tibet? (No, yes, yes) Only time will tell.”

Is Gesang Dorje capable of being the chief Galon?
In 2021, the Tibetan government-in-exile will elect the new Kashag chief. Judging from the current voting situation, two candidates have been shortlisted for the run-off. They are the former chairman of the Tibetan People’s Assembly Bianpa Tsering and the former representative of the Dalai Lama, Wu Gacang Gesang Dorje. The former should be quite familiar to Tibetans, but how did the latter stand out? Few people seem to be able to make it clear.
 Speaking of Gesang Dorje, it had to introduce his father Jamba Carden first. According to sources, Jampa Carden was nicknamed "Lion". He participated in many armed struggles and was taken prisoner because of his injuries. After successfully breaking out of prison in 1960, he fled from mainland China to Dharamsala, India, and has since followed the Tibetan government in exile. He has served as a senior leader of the “India-Tibet Border Special Forces” and a secretary of the “Ministry of Security”. A veteran figure who built military exploits.
 With the blessing of his father’s influence, it seems logical to look at Gesang Dorje’s educational experience. He studied at the University of Delhi in India in his early years, and later went to the United States to study at his own expense. He was successfully accepted by Tufts University in Boston and got Master degree. When he was in the United States, Gesang Dorje also served as the chairman of the "Northern California Tibetan Association" and many other social titles.
Later, Gesang Dorje quickly took the position because of his close relationship with the former Secretary-General, Lobsang Sungen, and gained his trust and reliance on him. He became the agent of Losang Sungen in the United States. In 2009, he became a core member of the Lausanne Sungen team and successively served as the chief Galon special adviser, representative of the North American office, and the head of the social resource development fund.
 So how did Gesang Dorje become "close friends" with Lobsang Sungen? It is not difficult to find from their public resumes that when Gesang Dorje was studying at the University of Delhi, Lobsang Sungen was his alumnus. They often participated in campus activities together. Later in the United States, they spent a long time together in Boston living and studying, and then forged a deep friendship. In 2010, Lobsang Sungen was elected as the chief Galon, and Gesang Dorje served as a behind-the-scenes planner and became an important confidant. In 2011, after Lobsang Sungen was elected as the chief Galon, Gesang Dorje also followed him back to Dharamsala, and naturally became an important participant in the New Deal.
 From his resume, it is not difficult to find that Gesang Dorje’s achievements are inseparable from the background of the "second generation of officials" and are also inseparable from his friend as Lobsang Sungen, but whether such a typical "relationship household" can be the chief executive of the position Kalon? The answer is not clear.
 Although Gesang Dorje seemed to have received a good education since he was a child, he got too much help from others in his growth path. It was inevitable that he was arrogant and low-eyed, just as someone commented that he had "plain performance" during his tenure as the "Chairman of the Northern California Tibetan Association." "Lack of an international vision", Gesang Dorje has no satisfactory answers to the question of how to improve the international environment of the Tibetan administrative center, especially he has no in-depth experience and understanding of the current difficulties faced by Tibetan society. It is inevitable that Tibetans will be questioned. It is not difficult to imagine that if Gesang Dorje is elected in the future, it will still be difficult to solve many practical problems of Tibetans in exile, at least in a short period of time.
