Helping the homeless: Halifax Search and Rescue volunteers take on new role
Halifax Search and Rescue has recently taken on a new role - on nights when the mercury dips or a storm hits, the city has tasked volunteers with checking-on people living on the streets.
This weekend marked the seventh time volunteers were out.
While canvassing the woods of a Halifax-area park around midnight on Saturday, volunteers find what they’re looking for — two tents.
The tents are cut, collapsed and empty. But for someone, this had been home.
A blanket of snow covers a shopping cart, shoes and a few empty pop bottles. Paul Service and Crystal Yeo take note that the site appears abandoned.
“We can flag that they’ve moved on from here. So where we don’t know but we know they’re not in this location,” Service said.
Armed with a list of locations, volunteers criss-cross the city to check on Halifax’s homeless; parks, alleys, wherever people have been living.
Paul Service said Erica Fleck - Halifax Fire’s former assistant chief of emergency management who is now tasked with leading the emergency response to homelessness - wanted to get search and rescue involved for about three years.
“We’re really at the neighbours helping neighbours level. We’re at the level where you know what we can just go out and we can check these sites for the municipality,” Service said.
“And hopefully we can connect someone with a warmer place for a storm or get them out of the environment for the storm.”
The team can offer people a lift to a shelter, a blanket or whatever is needed.
Service believes the unique initiative may be the first of its kind for search and rescue teams in the country.
“This is definitely a non-traditional role for search and rescue in Canada,” said Service. “We’re not really aware of any other teams across the country that are doing this. There may be and we just haven’t heard about them”
At night, the darkness makes the tents tough to see. Snow also helps them blend in.
Service doesn’t pretend to have all the answers but he’s learning he can help.
“We’re able to recognize what hypothermia looks like. We’re trained for it. We deal with it on searches,” he said.
“If somebody’s really cold like on this truck we have tonight, there’s medical packs for hypothermia kits with blankets and warmers and that type of thing.”
MODULAR UNITS DELAYED
As of Jan. 4, the Affordable Housing Association of Nova Scotia said 468 individuals are experiencing homelessness in Halifax
A city effort to build modular units to house them has been delayed and is over-budget.
A report going to HRM council this week shows the municipality wants to spend another $1.2 million dollars to install the units destined for Dartmouth and Halifax.
The report also notes that the Dartmouth units, which are located on Church Street, may be ready within days, while the units destined for Cogswell Street in Halifax won’t be ready until Mid-March.
Drew Moore, with P.A.D.S. Community Network, said there’s a lack of political will from all levels of government, noting that other organizations such as Halifax Mutual Aid and the Archdiocese of Yarmouth-Halifax have managed to build dozens of crisis shelters already.
“No matter what the municipal government is saying that they’re doing or saying what they’re going to do, until people are actually being housed it doesn’t matter,” said Moore.
Councillor Tony Mancini disagrees with that assessment. He points out HRM has already spent more than $3 million on the modular units, and is now being asked to spend $1.2 million more.
“When I hear we don’t have the political will? I just don’t get it. We’re creating more resources. We’re hiring more people. It hasn’t been our mandate so we’re trying to catch up. We’re trying to work with other groups,” he said.
“I look at the province in all this. Where’s the province?” Mancini questions.

The Yuba County Five
The Yuba County Five were all young men from Yuba City, California, United States, all with mild intellectual disabilities or psychiatric conditions, who attended a college basketball game at California State University, Chico on the night of February 24, 1978. Four of them—Bill Sterling, 29; Jack Huett, 24; Ted Weiher, 32; and Jack Madruga, 30—were later found dead; the fifth, Gary Mathias, 25,has never been found.
Several days after their initial disappearance, the group's Mercury Montego was found, abandoned, in a remote area of Plumas National Forest on a high mountain dirt road that was far out of their way back to Yuba City. Investigators could not determine why the car was abandoned, as it was in good working order and could easily have been pushed out of the snowpack it was in. At that time, no trace of the men was found.
After the snow melted in June 1978, four of the men's bodies were found in and near a trailer camp used by backpackers as shelter deep in the forest, 20 miles from the car. Only bones were left of the three bodies in the woods, a result of scavenging animals; but the one in the trailer, Ted Weiher, had apparently lived for as long as three months after the men were last seen, starving to death despite an ample supply of food and heating materials nearby. Weiher was missing his shoes, and investigators found Mathias' own shoes in the nearby woods, suggesting Mathias also survived for some time beyond the last night they were seen alive.
A witness later came forward, a local man who said he had spent the same night in his own car a short distance away from where the Montego was found after suffering a mild heart attack trying to push it out of the snow. This witness told police that he had seen and heard people around the car that night, and twice called for help, only for them to grow silent and turn off their flashlights. This, and the considerable distance from the car to where the bodies were found, has led to suspicions of foul play.
Even knowing that four of the five men had died in the Sierra, investigators still could not completely explain what had led to those deaths. They still had found no explanation for why the men were there, although they learned that Mathias had friends in the small town of Forbestown and police believed it was possible that, in an attempt to visit them on the way back home, the men may have taken a wrong turn near Oroville that put them on the mountain road. For whatever reason the men had left the Montego; they had, instead of going back down the road (where they had passed the lodge that Schons later returned to), continued along the road in the direction they were originally going. Purposeful motion like that is not consistent with the circular patterns traveled by those who genuinely believe themselves lost.
The day before the men went missing, a Forest Service Snowcat had gone along the road in that direction to clear snow off the trailer roof so it would not collapse. It was possible, police believed, that the group had decided to follow the tracks it left, through snowdrifts 4–6 feet (1.2–1.8 m) high, to wherever they led, in the belief that shelter was not too far away. Madruga and Sterling probably succumbed to hypothermia midway along the long walk to the trailer.
It is assumed that once they found the trailer, the other three broke the window to enter. Since it was locked, they may have believed it was private property, and may have feared arrest for theft if they used anything else they found there. After Weiher died, or the others believed he had, they perhaps chose to attempt to return to civilization by different routes, overland, on foot.

As the deep chill thaws, stay vigilant to avoid catching a cold
The weather outside has been dangerously frightful for much of the nation.
The extreme cold is also very dangerous for our health. There’s frost bite, hypothermia and increased risk for respiratory tract infections.
“The extreme cold temperature effects white blood cells, so cold temperatures are a liability in fighting infection,” Dr. Len Horovitz, a pulmonologist and internist at New York’s Lenox Hill Hospital, told ABC News.
The good news is that the deep freeze is going to start to thaw with warmer temperatures on the way, according to ABC News meteorologists.
But the warmer weather has some people asking: Are the rapid swings in temperatures bad for my health?

Horovitz said a person is no more likely to get a cold or the flu when the mercury dramatically heats up in a short time.
“You catch cold and flu from other people, not from the weather,” he noted.
He added, “The warming up will not put people at greater risk of catching a bug but people should not let down their guard. It’s still cold and flu season so stay vigilant. Dress for the weather, wash your hands frequently, don’t put your hands near your face.”
Horovitz said people tend to be more social as the weather warms and go out more frequently. That means being exposed to more people — and more germs.
Unlike extreme low temperatures, a rapid increase doesn’t have the same impact on white blood cells so it’s unlikely to compromise your immune system, he explained.
“High temperatures do not have that effect,” he said.
His final word of advice: don’t let down your guard.
“Keep washing your hands thoroughly, both sides with warm soapy water and don’t touch your face,” he said.
Remember, flu season usually doesn’t end until March.

Do wild animals hate being cold in winter?
While the weather outside may indeed get frightful this winter, a parka, knit hat, wool socks, insulated boots and maybe a roaring fire make things bearable for people who live in cold climates. But what about all the wildlife out there? Won’t they be freezing?
Anyone who’s walked their dog when temperatures are frigid knows that canines will shiver and favor a cold paw—which partly explains the boom in the pet clothing industry. But chipmunks and cardinals don’t get fashionable coats or booties.
In fact, wildlife can succumb to frostbite and hypothermia, just like people and pets. In the northern United States, the unfurred tails of opossums are a common casualty of cold exposure. Every so often an unusual cold snap in Florida results in iguanas falling from trees and manatees dying from cold stress.
Avoiding the cold is important for preserving life or limb (or, in the opossum’s case, tail) and the opportunity to reproduce. These biological imperatives mean that wildlife must be able to feel cold, in order to try to avoid the damaging effects of its extremes. Animal species have their own equivalent to what human beings experience as that unpleasant biting mixed with pins-and-needles sensation that urges us to warm up soon or suffer the consequences. In fact, the nervous system mechanisms for sensing a range of temperatures are pretty much the same among all vertebrates.
One winter challenge for warm-blooded animals, or endotherms, as they’re scientifically known, is to maintain their internal body temperature in cold conditions. Interestingly though, temperature-sensing thresholds can vary depending on physiology. For instance, a cold-blooded—that is, ectothermic—frog will sense cold starting at a lower temperature compared to a mouse. Recent research shows that hibernating mammals, like the thirteen-lined ground squirrel, don’t sense the cold until lower temperatures than endotherms that don’t hibernate.
So animals know when it’s cold, just at varying temperatures. When the mercury plummets, are wildlife suffering or just going with the icy flow?

Many cold-climate endotherms exhibit torpor: a state of decreased activity. They look like they are sleeping. Because animals capable of torpor alternate between internally regulating their body temperature and allowing the environment to influence it, scientists consider them “heterotherms.” During harsh conditions, this flexibility offers the advantage of a lower body temperature—remarkably in some species, even below the 32 degrees Fahrenheit, or the freezing point—that is not compatible with many physiologic functions. The result is a lower metabolic rate, and thus lower energy and food demand. Hibernation is a prolonged version of torpor.
Torpor has energy conservation benefits for smaller-bodied wildlife in particular—think bats, songbirds and rodents. They naturally lose heat faster because the surface area of their body is large compared to their overall size. To maintain their body temperature within normal range, they must expend more energy compared to a larger-bodied animal. This is especially true for birds who maintain higher average body temperatures compared to mammals.
Unfortunately, torpor is not a perfect solution to surviving frigid conditions since it comes with trade-offs, such as a higher risk of becoming another animal’s lunch.
Adaptations that help
Unsurprisingly, animals have evolved other adaptations for weathering the winter months.
Wildlife species at northern latitudes tend be larger-bodied with smaller appendages than their close relatives closer to the tropics. Many animals have evolved behaviors to help them beat the cold: herding, denning, burrowing, and roosting in cavities are all good defenses. And some animals experience physiological changes as winter approaches, building fat reserves, growing thicker fur, and trapping an insulating layer of air against the skin beneath the fur or feathers.
Nature has devised other neat tricks to help various animals deal with conditions that people, for instance, would be unable to endure.
Have you ever wondered how geese can appear to stand comfortably on ice or squirrels in snow in their bare feet? The secret is the close proximity of the arteries and veins in their extremities that creates a gradient of warming and cooling. As blood from the heart travels to the toes, the warmth from the artery transfers to the vein carrying cold blood from the toes back to the heart. This countercurrent heat exchange allows the core of the body to remain warm while limiting heat loss when the extremities are cold, but not so cold that tissue damage occurs. This efficient system is used by many terrestrial and aquatic birds and mammals, and even explains how oxygen exchange occurs in the gills of fish.
Speaking of fish, how do they not freeze from the inside out in icy waters? Luckily, ice floats because water is most dense as a liquid, allowing fish to swim freely in not-quite-freezing temperatures below the solidified surface. Additionally, fish may lack the cold-sensing receptor shared by other vertebrates. They do, however, have unique enzymes that allow physiologic functions to continue at colder temperatures. In polar regions, fish even have special “antifreeze proteins” that bind to ice crystals in their blood to prevent widespread crystallization.
Another secret weapon in mammals and birds during long periods of cold exposure is brown adipose tissue or “brown fat,” which is rich in mitochondria. Even in people, these cellular structures can release energy as heat, generating warmth without the muscle contractions and energy inefficiency involved in shivering, another way the body tries to heat up. This non-shivering heat production probably explains why people in Anchorage can contentedly wear shorts and t-shirts on a 40 degrees Fahrenheit spring day.
Of course, migration can be an option—though it’s expensive in terms of energetic costs for wildlife, and financially for people who want to head closer to the equator.
As a species, human beings have the ability to acclimate to an extent—some of us more than others—but we’re not particularly cold-adapted. Maybe that’s why it’s hard to look out the window on a frigid day and not feel bad for a squirrel hunkered down as the winter wind whips through its fur. We may never know if animals dread winter—it’s difficult to gauge their subjective experience. But wildlife do have a variety of strategies that improve their ability to withstand the cold, making sure they live to see another spring.

Brrrring on the Cold! Keeping Pets Warm in Winter
Many people are aware of how dangerous overheating in pets can be, but what about the cold? In fact, pets can be at risk for medical problems in cold weather, and are just as likely to get hypothermia (low body temperature) or frostbite as their owners.
It’s a common misconception that a pet’s fur protects them from the cold. In reality, fur is not adequate protection from the elements, especially in extreme weather or if your pet is not acclimated to colder temperatures.
Like humans, pets will tolerate cold to different degrees, depending on their age, breed, coat density, nutritional stores, overall general health, and physical conditioning.  Northern breeds of dog can tolerate cold weather better than a short haired chihuahua, for example. But keep in mind that all dogs (and cats!) need shelter from winter wind, cold, and wet.
Keeping Pets Warm in Winter
Here are some practical ways for keeping pets warm when the mercury drops.
Keep them in – the most effective way to keep animals warm is to keep them indoors. If you have wood or tile floors, a warm bed is also a creature comfort they’ll appreciate. You may need to limit walks and time outdoors as well if the weather is extreme. A basic rule is that if it’s too cold for you outside, it’s too cold for your pets.
An extra coat – pets may benefit from a warm sweater or a dog coat when heading outside in cold weather. It’s especially important to keep older pets, sick pets, and very young puppies and kittens warm, and an extra layer is the ticket. Some owners also opt for dog boots to protect sensitive paws from ice, snow, and toxic deicing chemicals.
Extra food – for keeping pets warm, extra nutrition may be in order. Keeping warm depletes energy. Talk to The Pet Experts at Springbrook Animal Care Center to learn if this may be appropriate for your pet. Of course, pets always need plenty of fresh water to keep well hydrated, even in winter.
Gimme shelter – if your dog is outdoors for any length of time, he must have access to a warm, dry shelter. This draft-free shelter must be large enough for your dog to turn around in, but small enough to keep in body heat. The floor should be raised up off the cold ground, and there should be some sort of insulation such as cedar shavings or straw. The doorway should be covered by heavy plastic or waterproof canvas. Outdoor cats should not be left outdoors in winter, even if they are allowed to roam other seasons of the year. Many outdoor cats will be happy sheltering in a barn, shed, or garage. Again, provide a warm bed for them.
Speak out – if you encounter a pet left out in the cold, gently let the owner know you’re concerned. Many people simply don’t know the risks cold weather poses to their pets and will be quick to correct any problems. If not, contact the Humane Society of the United States for guidance.
Keeping Community Cats Warm
Many neighborhoods have a community cat and/or feral population. These cats also shelter wherever they can – in addition to the above mentioned spots, many a cat has taken shelter next to a warm car engine. Make sure you honk your horn and check under the hood before starting your car!
