Como director de ICE, Homan fue parte clave de la política migratoria de “tolerancia cero” de Trump y la separación familiar. Durante la campaña también prometió una deportación masiva de migrantes. En 2023 Homan se convirtió en presidente y director general de la Fundación Border911, que promueve la desinformación sobre una “invasión fronteriza” de “inmigrantes ilegales” y que antes formaba parte de The America Project, que también promueve la desinformación en el tema migratorio, es una organización fundada por el exdirector ejecutivo de Overstock.com, Patrick Byrne, y el teniente general Michael Flynn, exasesor de seguridad nacional de Trump. So, as an American who has both worked closely with the military and is concerned about the increasing militarization of American society, there's a few words I think I should say.

First of all, I don't want to throw cold water on this discussion because it's a good and necessary one. The level of militarization of a society and its compatibility with democracy are good things to consider and you certainly don't want to let things get too far.

However, I do feel like there's a bit of perspective that is unique to the United States and our military that is missing. You see, there's a few reasons why we're pretty much the only country ever to use our particular "separation of powers" model of government and not experience a military coup despite having many of the factors that have led to such things in other countries.

The first has to do with the "soldiers swear an oath to the Constitution, not the President" thing. I realize that seems trite, but it's actually a powerful ethos among the officer corps, more and more so as you climb the ranks. Certainly there are outliers (*cough*MichaelFlynn*cough*), but they're largely ostracized from the officer corps once they start to try to put those ideas into action.

This idea pervades even the enlisted ranks. I was training a platoon on radar systems when Assad started shooting his own people in Syria and, naturally, the subject came up in conversation during breaks. To a man, every soldier told me that, if they got an order to shoot Americans, they would shoot the person who gave it. Certainly it's an open question how many of them would follow through in the breach, but the fact that this ethos is currently universal is something to consider.

The other thing that non-Americans often don't realize is that we actually don't have our military perform pretty much any standard law enforcement duties. Thanks to the Posse Comitatus Act of 1878, the US military is pretty much barred any activity that would involve using force domestically. In Europe, for example, it's not uncommon to see fully armed soldiers patrolling the streets; that kind of thing doesn't happen here. This means that they don't have a ton of experience doing the kind of things that you would have to do in the event of a coup and also that it would be difficult for them to start doing them without anyone noticing.

(As a side note, I'm curious if Posse Comitatus is a reason why American police are so militarized. In other countries you can call in the military when you need that sort of thing, but not here.)

Finally, it's important to note that most military coups in a separation of powers system generally occur when the military takes sides in a dispute between parts of the government, usually taking the side of the executive branch in the form of either the president or a military commander. This is usually enabled by personal loyalty to that person.

In the US, however, most generals are actually much more familiar with Congressmen and Senators than they are with the President. Because of the way our military appropriations system works and the term limits on the presidency, generals tend to work closely with Representatives and Senators, often for decades, and have far more direct personal relationships with them than they do with the President. Often they have more direct relationships with them than they might with senior officers in their own service, much less other services. Officer assignments also are set up to rotate every 2 years specifically to prevent officers from building up the kind of fiefdoms and forming the kinds of close networks that would be necessary to pull off a coup. In addition to Congress, Officers are also fairly tightly bound with academia, most high officers have at least a Masters degree and generals usually have a PhD. Officers engage very closely with academics studying relevant fields and are, thus, have more personal connection to that section of civil society as well.

Don't get me wrong, there's plenty of issues with the increasing militarization of American society in general and the risk of a military coup is certainly not zero. In fact, many of the things I mentioned that would tend against a coup are actually exacerbating the militarization of society in general by increasing contact and familiarity between military and civil.

Still, I think any discussion of the relation between the military and civilian in America has to take into account some fairly unique factors to the American military and to America in general; it's not necessarily directly comparable to situations in other countries that may seem similar on the surface.

I remember I once got into an argument in a forum, where I said that from my observation on how the US military is revered and treated (both parties agree in two things: keeping the neoliberal order and funding the military), there is a very, very real possibility that in the not too distant future the military might just say "fuck it" and dispense with the whole pretense or democracy, or more likely, make it a supervised """democracy""" (like the Concordancia here in Argentina, or Frondizi who had his hands tied and when he went too far he was couped)

The Usamericans* argued back with me with an argument so silly that I was baffled it was their main one: that soldiers in the US ~make an oath~ to ~defend the Constitution~ and so they wouldn't do a coup, ever.

I can't even start to tell how stupid that was but newsflash, EVERY military around the world swears an oath, and most coups happen when they, in fact, use it as an excuse to "save the nation" from some enemy. Which the US military already does all the time, under "democratic" "supervision". If tomorrow, a bunch of generals decided they don't even care about the whole democracy thing anymore, every single soldier would fall in line, because that's what soldiers do. There won't be a Hero Moment where they would realize The Error Of Their Ways and try to stop the Bad General, they will obey orders. Because that's what soldiers do.

Armies, if they exist at all, should be strictly controlled by a democratic goverment accountable to and serving the people. The US army is way beyond that, it only serves itself and someday, it will decide that it doesn't even need the whole pretense any longer. And if people don't resist now, it will be even harder when they take control.
