GM Nagar DM directs factories to pay all workers by April 7 - noida

The new district magistrate of Gautam Budh Nagar has again asked factories and industries to pay salaries to all their employees by April 7. There are 8 lakh workers in the district, of whom 6 lakh work in the nearly 4,500 small and big factories in the district.

“We have spoken to establishments to ensure that all workers are paid by April 7. We have told them that no employee’s salary should be cut because of the ongoing lockdown in view of Covid-19 spread. We have already deposited ₹1,000 in the accounts of 11,893 registered labourers, 1,750 labourers attached to the nagar palikas and panchayats and 1,076 labours under the Mahatma Gandhi National Rural Employment Guarantee Act 2005,” district magistrate Suhas LY said.

Former district magistrate BN Singh had last week passed an order that no landlord will ask for rent from tenants who are daily wagers or employed with essential services maintenance agencies for a month. This was done to stop the mass exodus of migrant workers to their native lands.

Officials are trying to maintain the supply of essential goods in the district and have got a stock of 200 tonnes of wheat flour. By Friday, officials will get 500 tonnes of flour to ensure that there is no shortage during the lockdown.

“We are holding meetings with officials attached with markets to fix prices of vegetables and fruits. We have enough stock of essential food items and people need not resort to panic buying,” Suhas said.

The administration is also going to start a call centre to keep track of people who have been put under home quarantine and to help people who often mistake the common cold and cough for Covid-19 symptoms.

“By Friday, we are expecting to start our new advanced call centre to trace contact points of infected persons. Our trained staff and doctors will be available to address grievances of people. Our doctors will help people in identifying symptoms of Covid-19 and to clear their doubts. We will give out the helpline number once all the arrangements are in place,” the DM said.

The health department has also come up with 14 rapid reaction teams to immediately reach out to people who are infected with Sars-CoV-2 virus or any other medical urgency. Each team will have two officials and dedicated vehicles have been given to them.

On Wednesday, the Government Institute of Medical Sciences in Greater Noida and the Super Speciality Children’s Hospital in Sector 30 faced a shortage of medical and protection kits. “We have now got 512 Viral Transport Media kits, 1,100 personal protection equipment kits, 1,513 N95 masks and 5,000 triple layer masks with us. We have enough arrangements for now,” Suhas said.

Currently, there are 48 Covid-19 patients in the district, of whom 6 have been discharged while 42 are undergoing treatment at the Government Institute of Medical Sciences and the Super Speciality Children’s Hospital.

“We have 48 ventilators on standby and currently all patients are doing fine so none of it is in use. There are 42 patients undergoing treatment in the district and we have a capacity of 340 beds, including 100 at the Sharda Hospital in Greater Noida,” the DM said.

Acting upon Noida district administration’s notice, two schools in the city have decided to adjust the fee hike charged from the parents earlier in the next fee cycle starting January.

The managements of Cambridge School in Sector 27 and Bal Bharati School in Sector 21 have confirmed that they will adjust the excess amount charged as fee hike in the next month’s fee.

Cambridge School has confirmed that it will adjust Rs 17,000 for each student in the next fee charged. Bal Bharati School is yet to confirm the amount to be adjusted.

The district administration had earlier sent a notice to 14 schools over the issue of fee hike. With two schools falling in line, the parents are now hopeful that the rest of the schools will also either return the increased fee or adjust it in the next month's charges.

According to District Inspector of School (DIOS), PK Upadhyay, both the schools will adjust about Rs 6 crore in the next month's fees which they had collected as an additional charge from the parents of students.

Meanwhile, the parents’ associations and district administration said that they plan to hold further meetings with other schools in January to implement the Fee Regulatory Bill 2018-19.

Upadhyay also said that DM BN Singh had earlier held a meeting with the principals and the parent associations of all the private schools in the district and asked them to implement the bill. “Even after that, the schools did not reduce the fees. After this the administration had issued a notice to 14 schools,” he added.

Speaking to City Spidey, a parent of Bal Bharati School who did not want to be named, said that the news has come as a relief for the parents. “It’s high time that all the schools start implementing the rules and not increase the fee arbitrarily.”

According to the health department, last week, the company was sanitised and locked but it wasn’t sealed. On Tuesday afternoon, the company was sealed on the orders of the new DM.

On Monday, former district magistrate BN Singh had to face the wrath of Uttar Pradesh chief minister Yogi Adityanath for the trail of people who got infected through the employees of Ceasefire.

Singh has been divested of his charge and attached to the Board of Revenue in Lucknow and a department inquiry initiated against him. An FIR has been filed against the company at the Expressway police station for hiding details of three employees who had a travel history from the UK.

“We have sealed the firm and the sampling of people attached to it has been started. An FIR has already been registered in the matter and appropriate legal action will be taken. Security guards who were present in the office have also been asked to go into quarantine. The health department is trying to find out if they are infected,” Suhas LY, district magistrate, Gautam Budh Nagar, said.

Until now, 24 persons, who are directly or indirectly linked with the company, have tested positive for the virus. These 24 include 13 employees and 11 family members.

Officials are going to take samples of around 63 persons attached to Ceasefire. “Sampling of 26 persons was done on Monday and 30 samples were collected on Tuesday. Their reports are awaited,” Sunil Dohre, additional chief medical officer.

“We had informed the officials of Bareilly, Faridabad, Ghaziabad and Bulandshahr about people linked with Ceasefire. In Gautam Budh Nagar, of the total 38 Covid-19 cases, 24 are connected to the firm,” Dohre said.

In Bareilly, one employee of Ceasefire and five of his family, including his wife, father, mother, brother, and sister tested positive for Covid-19. The man’s two-year-old son is negative for the infection but he has been put in isolation.

In Ghaziabad, two of the Covid-19 positive are employees of the company. They include a 30-year-old man from Shalimar Garden and a 37-year-old woman.

By Tuesday night, the health department had tracked 1,135 travellers, and 1,852 persons are under the surveillance. A total of 626 samples have been collected, 38 cases have come positive, 421 samples have come negative and 170 results are awaited.

The managing director of Ceasefire had returned from London on March 1, while another employee had returned from London on March 7. The company also had a visiting auditor from London for three days in the third week of March. All the three persons jumped their quarantine period and were attending office which led to the spread among other employees and from them to their family members.

The MD is undergoing treatment at the Government Institute of Medical Sciences; he is still asymptomatic.

The Expressway police has lodged an FIR against Ceasefire under section 45 (offences committed within India), 188 (disobedience to order duly promulgated by public servant), 269 (negligent act likely to spread infection of disease dangerous to life) and 270 (malignant act likely to spread infection of disease dangerous to life) of the Indian Penal Code. The FIR has been lodged on the orders of the CMO for hiding the foreign travel history by a few employees of the firm.
