अमेरिकी उपराष्ट्रपति ने सीनेट में ‘टाई-ब्रेकिंग’ वोट के साथ रचा इतिहास

हैरिस ने 2020 में अमेरिका की पहली महिला एवं प्रथम अश्वेत उपराष्ट्रपति बनकर इतिहास रचा था।

अमेरिकी उपराष्ट्रपति कमला हैरिस ने सीनेट में एक मतदान में दोनों पक्षों के समान वोट पड़ने की स्थिति में अपना मत (टाई-ब्रेकिंग वोट) डालकर अमेरिका के इतिहास में एक और नया कीर्तिमान स्थापित कर दिया है।

हैरिस ने रचा एक नया इतिहास

हैरिस ने उपराष्ट्रपति के रूप में "टाई-ब्रेकिंग वोट" डालने के 191 साल पुराने रिकार्ड की बराबरी की और संघीय एजेंसी की सदस्य के रुप में भारतीय मूल की कल्पना कोटागल के नामांकन का समर्थन किया। हैरिस ने इस तरह सीनेटर जॉन सी कैलहॉन के रिकॉर्ड की बराबरी की है। कैलहॉन ने 1825 से 1832 तक पूर्व राष्ट्रपति जॉन क्विंसी एडम्स और एंड्रयू जैक्सन के कार्यकाल में उपराष्ट्रपति के रूप में कार्य किया था।

2020 में भी रचा था हैरिस ने इतिहास

इससे पहले हैरिस ने 2020 में अमेरिका की पहली महिला एवं प्रथम अश्वेत उपराष्ट्रपति बनकर इतिहास रचा था। हैरिस (58) ने बुधवार को 'समान रोजगार अवसर आयोग' के सदस्य के रूप में सेवा करने के लिए विविधता, समानता और समावेशन विशेषज्ञ, कोटागल के नामांकन के लिए अपना वोट डाला।

'समान रोजगार अवसर आयोग' संघीय कानूनों को लागू करने के लिए जिम्मेदार संस्था है। यह आयोग किसी नौकरी आवेदक या कर्मचारी के खिलाफ उसकी जाति, रंग, धर्म, लिंग, राष्ट्रीयता, उम्र (40 या अधिक), दिव्यांगता या आनुवांशिक जानकारी के आधार पर भेदभाव को रोकने के लिए काम करता है।

उपराष्ट्रपति के रूप में डाले गए ऐसे वोटों की कुल संख्या 31 हो गई।

कोटागल के नामांकन पर सीनेट में हुए मतदान में हैरिस ने 50-50 के अनुपाम में पड़े वोटों से हुए टाई को समाप्त कर दिया, जिससे उनके पद संभालने के बाद से उपराष्ट्रपति के रूप में डाले गए ऐसे वोटों की कुल संख्या 31 हो गई।

मौजूदा 118वीं अमेरिकी कांग्रेस में डेमोक्रेट्स के पास 51 सीटें और रिपब्लिकन के पास 49 सीटें हैं।सीनेट में बहुमत के नेता चक शूमर ने बुधवार शाम को सदन में हैरिस की उपलब्धि की सराहना की। हिल अखबार ने उनके हवाले से कहा, "मैं यह उल्लेख करना चाहता हूं कि यह संयुक्त राज्य अमेरिका की सीनेट के लिए एक ऐतिहासिक क्षण है।"
