The future of the film school
Bø has clear goals for what she would like to achieve while she is dean.
- What is important to me is to run as good a national education as possible. Being able to pursue film education at the highest artistic level, with a bachelor's, master's and PhD programme, was the motivation for coming here, she says.
What will the film school look like in 10 years?
- Some things will be as they have been. We want to continue with line teaching and to train specialists within various disciplines – we will continue to have a photo line, directing line, cutting line and so on. This requires resources, but we are, after all, The Norwegian Film School! And I expect that more lines or professional fields will eventually be developed - not least inspired by the areas that AMEK represents.
A long-term goal is to achieve closer synergy between the various levels; bachelor's, master's and PhD. As long as the various courses are located at different study sites, in Oslo and Lillehammer, she sees that it is difficult to utilize the school's resources - both expertise, infrastructure and technical facilities - in the best possible way. As a rule, it is only the national film schools around that can afford to run line education, as it requires resources.

Several of the students at the film school come from Denmark, and Bø believes this could be due to several things. One thing that distinguishes Danish and Norwegian students is that the Danes have often attended pre-school before starting a bachelor's degree. In Denmark, there are several one-year film schools that prepare them for their studies.
Perhaps this means that they have greater confidence to apply, says Eli Bø.

An unhealthy amount of selfies here, but oh well 🤪 I’m thankful for SO much, recently! Friends who we trust to stay with our kiddoes while we went out to celebrate my bday, new brodder (not pictured, but making me feel invincible every where I walk - the ice is out of control!!!), some pretty magical snowfall, friends with kids our kids’ ages who Get It (and who brought yummy muffin/cake when they visited us!), neighbors who are so so generous with us (the ski boots you see there were brand new and they let Celia (!) borrow them! They also let us borrow their car 2 times during these few weeks! Wow!), fresh air, yummy soft pretzels, imported strawberries for only 39 kroner, and much more!!
Another HUGE thing to be thankful for: I finally received my approval from NOKUT !!!!! They approved all my education and experience and I am qualified to teach science and English here in Norway 🧡🧡🧡 now I just need to find a job at exactly the right perfect time 3-4 months from now!

Osteopati er en anerkjent profesjon over hele verden. Dette er en gammel og stolt behandlingsform, som har dannet grunnlaget for manuell behandling i over 100 år.
I Norge i dag er ikke osteopati en regulert profesjon. Osteopater har spisskompetanse om kroppen, dens funksjoner og manuell behandling, på lik linje med en manuellterapeut eller kiropraktor – men vi får verken bidra til å hjelpe pasienter i norsk helsevesen eller redusere helsekøer – fordi vi ikke er autorisert. Det er bemerkelsesverdig at våre medlemmer ikke får bidra i helsevesenet med sin brede og viktige kompetanse til dem som trenger det. Hvorfor skal vi autoriseres spør noen – hvorfor ikke, svarer vi. Men her deler vi likevel fem gode grunner til hvorfor osteopati bør autoriseres.
1. Autoriserte osteopater vil redusere helsekøene og sykemeldinger
I dag står pasienter lenge i kø for fysikalsk behandling. Norsk Osteopatforbund (NOF) har over 350 medlemmer som står klare til å hjelpe. Ved å autorisere osteopati vil flere få behandling raskere, og med det vil vi også få færre langvarige sykemeldinger.
2. Tilføre et mer helhetlig syn i helsevesenet
Vi tilbyr noe annerledes til helsevesenet. I tillegg til at osteopater har lagt grunnlaget for manuell terapi og behandling siden 1800-tallet – ved å samle muskel-, skjelett- og nervesystemet i ett læresystem – er vi gode til å se pasienten som en helhet. Vi tar hensyn til nyeste forskning og helsekunnskap som resten av helsevesenet, og vi er gode til å sette plagene, kroppen og hverdagen til pasienten i en sammenheng.
3. 4-årig høyskoleutdannelse, på lik linje som fysioterapi og sykepleie
Medlemmer av NOF har en 4-årig heltidsutdannelse eller tilsvarende. Dette er en NOKUT-akkreditert utdannelse ved Høyskolen Kristiania i Oslo, hvor man gjennom fullført bachelorgrad og videreutdannelse blir diplom-osteopat (D.O).
4. Anbefalt internasjonalt
I blant annet England, Finland og Frankrike er osteopati et naturlig valg når man søker hjelp ved smerter og plager. Internasjonalt er også osteopati anbefalt ved behandling av for eksempel ryggsmerter (NICE-Guidelines).
5. Pasientsikkerhet
Hvem som helst kan i dag kalle seg osteopat. Du kan risikere å møte en terapeut som kun har et helgekurs, eller en som har mistet sin autorisasjon som fysioterapeut og praktiserer videre som osteopat. Ved en autorisasjon av osteopati, så vil pasientene kunne vite at alle osteopater er kvalitetssikret og har høy faglig kompetanse.

A new Qualifications Passport has global potential for recognising refugees’ qualifications
By Terje Mørland, Director General in the Norwegian Agency for Quality Assurance in Education (NOKUT) and Stig Arne Skjerven, Director of Foreign Education / Norwegian ENIC-NARIC in NOKUT and elected president of the European Network of Information Centres in the European Region (ENIC).
Worldwide, forced migrants face major obstacles in getting their qualifications recognised. It is time to have a fresh look at our current procedures for granting recognition. The Qualifications Passports for refugees are now being rolled out in Europe and forms a tangible, transparent, fair and effective solution based on collective action.
Recognition of qualifications as a key component of global mobility
Recognition of qualifications is one of the main education challenges for migrants, according to the 2019 UNESCO Global Education Monitoring Report and its new policy paper entitled ‘What a waste’.
The paper, published in partnership with Education Above All and UNHCR, underlines recognition of qualifications as key for facilitating the integration of migrants and refugees into host countries’ labour markets. It also deems today’s practices as inadequate. Both individuals and countries can benefit when skills and competencies are fully utilised. Hence, professional methods for qualification recognition must be accessible on a wide scale, which they currently are not. More flexible and simpler approaches are being called for. There is also a very clear commitment along these lines in the Brussels Declaration, adopted at the end of UNESCO’s Global Education Meeting in December 2018.
The Global Compact for Safe, Orderly and Regular Migration, adopted in Marrakesh last week, not only mentions recognition of qualifications but also contains a commitment to action: Objective 18 commits countries to “facilitate mutual recognition of skills, qualifications and competencies”.
European Qualifications Passports for Refugees
One way to meet these commitments is with a new scheme, a European Qualifications Passport for Refugees, which is currently being coordinated by the Council of Europe. The methodology, developed in Norway, draws inspiration from the Nansen Passport in the 1920s and 1930, which were ID documents that served as provisional travel documents for refugees and forced migrants.

So far in Europe, hundreds of refugees have received European Qualifications Passport for Refugees, which gives education institutions, employers and the refugee a statement about his or her qualifications. It can help refugees continue their education and training or find work. Equally important is guidance: the Qualifications Passport offers advice on the road ahead, outlines opportunities and is easy to understand.
The first Qualifications Passports were issued in Norway, and subsequently other countries have joined in: Greece, Italy, and the Netherlands. Ministries and national centres for information on recognition and mobility (ENIC-NARICs) in nine countries have laid down vital contributions to the scheme. The Qualifications Passports have received very positive feedback.
Small-scale tests of the methodology have also been performed in Armenia, Germany, Lebanon and Turkey. It is essential that assessments are available in the refugees’ first countries of arrival. The experience so far is that the Qualifications Passports do not only serve their main purpose of documenting qualifications but also have a substantial positive side-effect of building capacity in modern recognition methodology in higher education institutions and recognition agencies locally. As a structural element, it supports and strengthens global, regional, national and local initiatives for the inclusion of refugees into society, education systems and the labour market. Increasingly important, the Qualifications Passport is designed to have value across borders, in cases where the forced migrant is being resettled.
Methodology for the Qualifications Passport
The process of applying for a Qualifications Passport involves a refugee’s qualifications and related competencies being identified, assessed and presented in a statement written by professional evaluators. The methodology includes the use of a self-assessment and a structured interview.
The methodology is built on five principles: accessibility, fairness, professionalism, relevance and fast processing. The procedures are intended to be easy to understand and free from bottlenecks. Qualifications Passports should be made available to as many as possible, so differences in language proficiency, systemic trust and a whole range of other factors are taken into consideration.
Global potential
There is now a potential to work together within a common framework to make the Qualifications Passports a global scheme for forced migrants. Increased cooperation within the field of recognition may in itself contribute to better systems for global recognition of qualifications. Collaborative efforts create trust between governments, higher education institutions and recognition offices, and trust is the foundation for the entire practice of recognition. With a UNESCO Global Recognition Convention scheduled for adoption in 2019, an introduction of a shared tool to recognise  qualifications held by refugees would be timely.
It has become clear that commitments made by governments concerning migration and education policies intersect. Qualifications Passports take this into account. They offer a viable solution, based on collective action, with the potential for global implementation. UNESCO, possibly in cooperation with other UN agencies and international organisations, could be seen as the international actor with sufficient legitimacy to implement a new structural tool of this kind.
The idea of Qualifications Passports for Refugees is ambitious – so are the SDGs. Both are achievable if there is sufficient political will.

So I love your blog. I have been studing norwegian for a year and a halv, and im actually considering (after finishing my medicine degree) (not really sure thats how u say it in english) to move to norway, do the specialty and work there. I was wondering, since norway ist in the european union, will that make it harder in any way to validate my title, or is the same as validating it in any country. (maybe u dont know this, probably) but anyway. really interesting blog. kisses!!
Sorry I’m replying so late, but no I don’t think you’ll have many difficulties. Norway and the EU work together on this through the EEA and the Norwegians I know who have studies abroad are easily validated when they come back to work in Norway. You’ll have to apply to NOKUT (the Norwegian Agency for Quality Assurance in Education), and here is some information in English about the process. There’s also a country database which tells you more about the criteria when having studied in specific countries, but it’s only in Norwegian. If you have any difficulties reading it, I’m happy to translate the page from your country. Just DM me :)
