Administration for Children and Families Hosts Office Hours
The Administration for Children and Families (ACF) will host seven office hours for state, territory and tribal grantees to assist in developing plans and agreements to administer the Low Income Household Water Assistance Program (LIHWAP). ED Releases Final Requirements for Homeless Children and Youth Program and Emergency Assistance to Non-Public Schools Program under ARP
The Department of Education has released final requirements for the American Rescue Plan Homeless Children and Youth Program (ARP-HCY) and the  Emergency Assistance to Non-Public Schools Program (EANS). Final requirements took effect on July 9 and 13 respectively. The requirements for ARP-HCY can be found here and the ARP-EANS here.

Treasury Announces Over $13 Billion Awarded to Tribal Governments 
The Department of the Treasury has announced that it has awarded over $13 billion in Coronavirus State and Local Fiscal Recover Funds (SLFRF) to Tribal Governments across the United States. SLFRF was established under the American Rescue Plan (ARP). The press release can be found here. 
Treasury and IRS Release State Data on Economic Impact Payments
The Department of the Treasury and Internal Revenue Service (IRS) have released data showing over $390 billion in Economic Impact Payments for individuals through the American Rescue Plan (ARP). The press release can be found here. 
Treasury Updates Budget Cap Allocation Definition for Non-Entitlement Unit Budgets 
The Department of the Treasury has defined non-entitlement units (NEU) and updated definitions to operating and capital expenditure budgets, as of January 27, 2020. Updated NEU FAQ’s can be found here, and an updated status of NEU payments to states can be found here. A press release about the new definitions can be found here. 
Treasury Releases Emergency Rental Assistance Materials 
The Department of the Treasury published an interim report from January 1 to May 31, 2021 for Emergency Rental Assistance. The report can be found here. Key findings of the report are published here, and a dedicated web site for best practices has been established, found here. Guidance on reporting has also been updated, and can be found here.

DOL Publishes Advisement for Ending Unemployment Insurance Flexibilities for States
The Department of Labor has published guidance for states to end emergency unemployment insurance flexibilities under the Families First Coronavirus Response Act (FFCRA). The guidance advises states of the appropriate allowable period for emergency flexibilities and can be found here.

Over 90 reports have been published on the Pandemic Oversight website detailing the use of Coronavirus Relief Funds (CRF), audit information and findings, unemployment response funds, pandemic preparedness, and contact tracing. Education Covid-19 Updates
Education Department Provides American Rescue Plan (ARP) Funds for Homeless Students
The Department of Education (DOE) has released an additional $600 million in American Rescue Plan (ARP) funds for states to apply for and use for students experiencing homelessness. These funds are the second disbursement of the $800 million approved under the American Rescue Plan Homeless Children and Youth Fund (ARP-HCY). The funds will be available before the 2021-2022 school year. More information about the ARP-HCY Fund can be found here. 
$3 Billion in American Rescue Plan Funds for Children with Disabilities Available
DOE has released over $3 billion in ARP funds for states to support infants, toddlers, children and youth with disabilities. The funds will help children under the Individuals with Disabilities Education Act (IDEA) and adds to the ARP Elementary and Secondary School Emergency Relief (ESSER) allocation. DOE Announces Fiscal Waivers and Flexibility
DOE is offering waivers for state education agencies to request in response to difficulties created from the COVID-19 pandemic. DOE recognizes that obligating funds has been difficult as a result of the pandemic, and is allowing state educational agencies to carryover 15% of fiscal year 2020 Title 1, Part A funds. States may also utilize flexibility to extend fiscal year 2019 funds for programs included in the State’s consolidated plan, for both the state and subgrantees. DOE provided a template for flexibility requesters. More information can be found here.
