This is a character from a cartoon from France called Patrol 03. Her name is Pamela Bondani and she was a corrupt police chief; the main antagonist in the show. Here in Canada we aired some European cartoons, but mostly in French. I use to watch Moomins , Alfred J Kwak, etc. I actually preferred them over North American cartoons to be honest.
