Elizabethan counselling was therefore neither institutionalised nor conciliar, as Pulman argued, but informal and dynamic. Elizabeth took an active role in organising, managing and seeking counsel, constructing probouleutic groups or consulting with individuals on an ad hoc basis. She also appointed small groups of individuals to consult with foreign ambassadors and agents in a similar format to probouleutic debates, and report back to her: for example, on 13 August 1562 with Marshall de Vielleville, Catherine de Médici’s envoy. As a result, the privy council did not act as the principal advisory body, though it continued to play an important role both in the examination of secondary issues (e.g. the treaty articles in 1579) and in administration. Collective, probouleutic debate functioned separately from council meetings, in terms of personnel, time and, occasionally, location. Ad hoc counselling was also both frequent and significant. Moreover, though all members of the probouleutic groups were privy councillors, their selection derived from their personal relationship with Elizabeth rather than their counciliar status. Neither was Elizabeth’s role in the act of counselling passive: she consulted actively with both probouleutic groups (March-April 1579) and individuals, talking ‘to and fro’ with Leicester about the impact of Mar’s death on Anglo-Scottish relations.
