NEW DELHI: A majority of members, 21 of 26, of the Supreme Court-appointed high-powered committee have supported widening of the Char Dham road to a 10-metre tarred surface (7-metre main carriageway and 3-metre paved shoulder) considering the “security interests of the nation“. Four members of the panel, including its chairman and environmentalist Ravi Chopra, have recommended the road width to be 5.5 metres (intermediary lane). One member has recommended that the national highways from Rishikesh to Gangotri, Rishikesh to Mana and Tanakpur to Pithoragarh should be widened to 10 metres, but a flexible approach be adopted in areas like the Bhagirathi eco sensitive zone to minimise damage to forest and wildlife habitat. The member secretary of the panel has not given any view. The SC had directed the HPC to deliberate on the defence ministry’s interlocutory application in the court to allow widening of the road to a two-lane main carriageway, which is 7 metres, to meet strategic requirements. The report was submitted to the SC on December 31 and the court is likely to take up the issue on January 18. Last month, the ministry of road transport and highways issued a fresh circular modifying its 2018 circular on the width of roads in hilly states. It said for roads in hilly and mountainous terrain, which act as feeder roads to the China border or are of strategic importance for national security, the carriageway width should be 7 metres with 1.5-metre paved shoulders on either side. The 2018 circular had specified that the road width in such terrains should be 5.5 metres. The three minority members have concluded in their report, “After reviewing all arguments presented on behalf of the MoD’s application and the deliberations during the meeting, we are not persuaded to accept the plea that the original 2018 circular, prior to the amendment dated December 15, 2020, should be overlooked nor are we persuaded to request this honourable court to change their order dated September 8, 2020. We request that the prayer by the MoD may be reconsidered keeping in mind the long-term impacts on the fragile Himalayan terrain and the sensitive ecosystems.” In its presentation before the HPC, an MoD representative had shown the pictures of tank transporter and artillery equipment, which may be required to be transported to border locations in case of exigency. Linear dimensions of such large vehicles and equipment require road geometrics of minimum two-lane specifications.

SOURCE: ET India is continuing beefing up infrastructure for better connectivity to the Line of Actual Control with China, even as troops from both countries are locked in a standoff in Ladakh following China objecting to Indian road construction activities in the region. A major “milestone” has been achieved in the construction of a strategic tunnel in Uttarakhand that will provide faster mobility to troops and equipment to the border with China. The Border Roads Organisation (BRO) on Tuesday said that it has achieved a breakthrough and a “perfect” linkup of the construction teams of the north and south portals of the Chamba tunnel. The tunnel will be opened for traffic by October this year, almost three months before its scheduled date of completion. Located below the densely populated Chamba town on the Rishikesh-Dharasu road, the tunnel is part of the Char Dham Pariyojana, a project worth about Rs 12,000 crore to improve and develop 889 km of national highways to provide all-weather connectivity to the four holy places in Uttarakhand- Yamunotri, Gangotri, Kedarnath and Badrinath. The project will also provide better connectivity to troops to the Line of Actual Control. By using the tunnel, troops, artillery guns and vehicles will be able to quickly reach important places along the border with China such as the Nelong Valley, officials said on the condition of anonymity. The tunnel is on the road which leads to Bhaironghati from Dharasu and then to Nelong Valley. This will ensure troops can easily move from depth areas to forward areas. The construction of the tunnel was a challenging task due to issues in land acquisition, weak geology and continuous water seepage. There was also a dense built up area above the tunnel, which increased the chances of it sinking in. The BRO started work on the tunnel’s north portal in January last year, but work on the south portal could commence only after October when issues regarding land compensation and safety of houses above the tunnel were resolved to the satisfaction of all stakeholders with active support from the state government. There were also difficulties due to COVID-19 induced lockdown that prevented workers from reaching the construction site and also affected the movement of material. The Director General Border Roads Lieutenant General Harpal Singh said that the latest Austrian technology has been used in the construction of the 450 m long tunnel worth Rs 88 crore. The development comes in the backdrop of the Chinese objecting to Indian road construction along Pangong Tso and on another road that is linked to the strategic Darbukh-Shyok-DBO road made last year. Troops from both sides are locked in a standoff after transgressions by the Chinese in Pangong Tso and Galwan valley. But even in other areas, the BRO speedened infrastructure development such as recommencing work on the Rohtang tunnel, also known as the Atal tunnel, in April after it was halted for 10 days. Army Chief General M M Naravane had told ET that this tunnel will be completed by October. He also mentioned that work on other tunnels at Sela in Arunachal Pradesh and under the Brahmaputra is happening. The BRO had also opened the Manali-Leh road and Rohtang pass– that get blocked with snowfall every year–weeks in advance. Meanwhile, Roads, Transport and Highways Minister Nitin Gadkari on Tuesday posted on Twitter, “Happy to announce that our Border Roads Organisation (BRO) team has made a major breakthrough in the Chardham Project. They have successfully dug up 440 m long Tunnel below the busy Chamba town on Rishikesh-Dharasu road Highway(NH 94). Reducing traffic congestion and distance to the Chambal town in future, the development of roads in these areas will ease the movement for yatris on Chardham Yatra and bring economic prosperity.” Singh added that as part of the Char Dham project, the BRO is speeding up construction of 250 km of roads to the Gangotri and Badrinath shrines. Five projects are slated for completion by October this year.

NEW DELHI: The defence ministry told the Supreme Court on Wednesday that stalling the Char Dham road widening project would impede swift movement of men, machine, tanks and heavy weaponry to the heated India-China border and have a grave impact on the country’s security. “These roads need to be developed and substandard curves improved in such a manner as to allow quick movement to border points and ensure armed forces/ troops are not overtaken by swift enemy movements. In case the feeder national highways are not developed to the requisite standards, they will become bottlenecks and will delay deployment of troops and machines in case of emergency mobilisation,” it said. The ministry said the entire border with China was sensitive. A bench of Justices RF Nariman, Navin Sinha and KM Joseph also took into account the fresh affidavit filed by the highways ministry and asked the high powered committee (HPC) to consider the issue afresh. It asked the HPC to submit a report within two weeks. While the ministry and the Army wanted the road to be a two-way carriageway with a total width of 7 metres, the HPC chairman had given a minority report insisting on the Char Dham road project as a single carriageway with a width of 5.5 metres. In its application, the defence ministry sought urgent resumption of doublelaning work on three strategic roads — the 281-km Rishikesh-Mana road, 231-km Rishikesh-Gangotri road and 162-km long Tanakpur-Pithoragarh road.
