ऋषिकेश-नीलकंठ महादेव रोपवे परियोजना का निर्माण लोक निजी सहभागिता (पी०पी०पी० मोड) पर किये जाने के सम्बन्ध में निर्णय

देहरादून / आज उत्तराखंड कैबिनेट द्वारा लिया गए महत्वपूर्ण निर्णय राज्य में कलस्टर आधारित छोटे पॉलीहाउस (Naturally Ventilated) में सब्जी एवं फूलों की खेती की योजना के संबध में निर्णय। नाबार्ड की आर0आई0डी०एफ० योजनान्तर्गत क्लस्टर आधारित 100 वर्गमीटर आकार के 17648 पॉलीहाउस स्थापना हेतु रू0 304 करोड़ स्वीकृत किये गये है, जिसमें कृषकों को 70 प्रतिशत अनुदान दिया जायेगा। इसके अन्तर्गत राज्य के लगभग 01 लाख कृषकों को प्रत्यक्ष/अप्रत्यक्ष रूप से स्वरोजगार के साधन प्राप्त होने के साथ-साथ उनकी आय में भी वृद्धि हो सकेगी, जिससे सामाजिक एवं आर्थिक स्तर मे सुधार होगा तथा पर्वतीय क्षेत्रों में होने वाले पलायन में भी कमी आयेगी एवं सब्जियों के उत्पादन में 15 प्रतिशत व फूलों के उत्पादन में 25 प्रतिशत तक की वृद्धि होगी।

भारत सरकार द्वारा निर्गत तिब्बतन पुनर्वास नीति-2014 के अन्तर्गत राज्य सरकार द्वारा मौजा तरला नांगल, देहरादून में फैले हुए गरीब तिब्बतन शरणार्थीयों को आवास उपलब्ध कराने के लिए आवासीय योजना हेतु निःशुल्क भूमि उपलब्ध कराई गयी है। मौजा तरला नांगल स्थित उक्त भूमि पर गरीब तिब्बतन शरणार्थियों के लिए प्रस्तावित आवासीय योजना में शमन मानचित्र संख्या- एसआर-0277/ 20.21 मैजर नोरबू संयुक्त सचिव एफडेबल हाउसिंग फार तिब्बतन रिफ्यूजी रिहैबीटेसन में विद्यमान निर्माण की प्रशमन / स्वीकृति के क्रम में आंकलित धनराशि रूपये 65,71,068.00 में छूट प्रदान किये जाने का निर्णय।

निदेशालय विभागीय लेखा के अन्तर्गत वित्तीय परामर्शदाता, जिला पंचायत कार्यालय उधमसिंह नगर, बागेश्वर, रूद्रप्रयाग तथा चम्पावत जनपदों में सहायक लेखाकार का पद सृजित न होने के कारण उक्त कार्यालयों में शासकीय कार्यों के सुचारू रूप से सम्पन्न किये जाने में कठिनाई का सामना करना पड़ रहा है। उक्त समस्या के निराकरण हेतु विभागीय लेखा में लेखाकार के कुल 21 सृजित पदों में निदेशालय एवं कैम्प कार्यालय के लिये सृजित 08 रिक्त पदों में से 04 रिक्त पदों को डाउनग्रेड कर सहायक लेखाकार के पदों में परिवर्तित करते हुए वित्तीय

परामर्शदाता, जिला पंचायत कार्यालय उधमसिंहनगर, बागेश्वर, रूद्रप्रयाग तथा चम्पावत हेतु क्रमशः एक-एक पद आवंटित किये जाने का निर्णय।

उत्तराखण्ड लोक सेवा आयोग के ढाँचे में अस्थाई (निःसंवर्गीय) 30 पदों के सृजन का निर्णय ।

राज्य की बंद पड़ी चीनी मिल गदरपुर की भूमि को सर्किल रेट अथवा बाजार मूल्य पर विक्रय किये जाने के संबंध में मा0 मंत्रिमण्डल की दिनांक 27 जुलाई 2022 को सम्पन्न बैठक में लिये गये निर्णय के अनुपालन में मुख्य सचिव, उत्तराखण्ड की अध्यक्षता में दिनांक 17 अगस्त 2022 एवं दिनांक 23 मार्च 2023 को सम्पन्न बैठक में हुये विचार विमर्शाेपरान्त गदरपुर चीनी मिल की भूमि को कय किये जाने हेतु सिडकुल / औद्योगिक विकास विभाग द्वारा उपलब्ध कराये गये प्रस्ताव के क्रम में सिडकुल को विक्रय कर लिया जाए तथा गदरपुर चीनी मिल की भूमि के विक्रय से प्राप्त धनराशि का सिडकुल द्वारा बैंक खाता खोला जाय तथा सिडकुल के ऑफर प्रपोजल से अधिक धनराशि प्राप्त होने पर प्राप्त अधिक धनराशि को राज्य सरकार / गदरपुर चीनी मिल के कस्टोडियन उत्तराखण्ड शुगर्स को वापस किये जाने के प्रस्ताव को मंजूरी।

जनपदों में कई बार जिला योजना समिति की बैठकों में निर्धारित गणपूर्ति (1/2 सदस्य उपस्थित) न होने के कारण जिला योजना समिति की बैठकें बार बार स्थगित होने के फलस्वरूप विकास सम्बन्धी कार्यों में उत्पन्न होने वाली कठिनाईयों को दूर करने के उद्देश्य से राज्य में लागू उत्तराखण्ड जिला योजना समिति नियमावली, 2010 के नियम 29 (गणपूर्ति) को निम्नानुसार प्रतिस्थापित कर गणपूर्ति हेतु कुल सदस्यों की संख्या 1/2 के स्थान पर 1/3 सदस्यों तथा प्रथम बार गणपूर्ति न होने की दशा में स्थगित बैठक के लिए कम से कम 1/4 सदस्यों की उपस्थिति अनिवार्य किये जाने हेतु उत्तराखण्ड जिला योजना समिति (संशोधन) नियमावली 2023 प्रख्यापित किये जाने के प्रस्ताव को दी गई मंजूरी।

राष्ट्रीय राजमार्ग एवं राजकीय राजमार्ग तथा समस्त स्थानीय निकाय चिन्हित मार्गों के Right of Way के दोनों किनारों से मार्ग के दोनों और पर्वतीय क्षेत्रों में 50 मीटर एवं मैदानी क्षेत्रों में 100 मीटर की हवाई दूरी तक सभी प्रकार के निर्माणों के मानचित्रों की स्वीकृति अनिवार्य होगी। इस चिन्हित क्षेत्र से बाहर, एकल आवासीय निर्माण जिनका भूखण्ड क्षेत्रफल 250 वर्गमीटर तक हो तथा अधिकतम ऊंचाई 9.00 मीटर तक हो तथा समस्त गैर एकल आवासीय निर्माण जिनका भूखण्ड क्षेत्रफल 50 वर्गमीटर तक एवं ऊंचाई 6.00 मीटर तक हो, मानचित्र स्वीकृत स्वप्रमाणन / शपथ पत्र के द्वारा किये जायेंगे। एम०डी०आर०/ ओ०डी०आर० मार्ग, चिन्हित मार्गों के Right of Way के दोनों किनारों से मार्ग के दोनों ओर पर्वतीय क्षेत्रों मे 50 मीटर एवं मैदानी क्षेत्रों में 100 मीटर की हवाई दूरी तक सभी प्रकार के निर्माणों के मानचित्रों की स्वीकृति अनिवार्य होगी। प्राधिकरण को प्राप्त होने वाले शुल्क यथा उप विभाजन शुल्क, विकास शुल्क, पर्यवेक्षण शुल्क इत्यादि पर वर्तमान दरों के सापेक्ष 50 प्रतिशत की छूट प्रदान किये जाने की स्वीकृति।

सिंचाई विभाग के अन्तर्गत शोध अधिकारी/सहायक शोध अधिकारी के पदों का विभागीय संरचनात्मक ढांचे में निर्धारण किये जाने की स्वीकृति।

मा0 उच्च न्यायालय, उत्तराखण्ड नैनीताल द्वारा दिनांक 12.11.2021 को पारित अंतरिम आदेश के दृष्टिगत नगर पंचायत सिरौंलीकलां के गठन सम्बन्धी अधिसूचना को वापस लिये जाने का निर्णय।

कैबिनेट द्वारा निर्णय लिया गया कि प्रदेश में बैंकों के साथ ऐसे लेखपत्र जिनका पंजीकरण किया जाना अनिवार्य नहीं था, को डिजिटल / विधिक रूप में लागू किये जाने हेतु उत्तराखण्ड राज्य में प्रवृत्त ई-स्टाम्प सम्बन्धी नियमों में संशोधन किया जा रहा है। उक्त संशोधन के उपरांत बैंक एवं आम जनता को निम्न सुविधायें प्राप्त होगी- हितधारकों को बैंक ऋण, बैंक गारण्टी, बन्धक इत्यादि के लिये स्टाम्प विक्रेता से स्टाम्प कय नहीं करना पड़ेगा। उक्त डिजिटल ई-स्टाम्प प्रणाली से बैंक स���्बन्धी कार्यवाही बैंक के पटल पर ही सम्पादित हो जायेगी। डिजिटल ई-स्टाम्प प्रणाली के माध्यम से स्टाम्प कय की सुविधा बैंक को अपने ही परिसर में उपलब्ध होगी। उक्त प्रणाली के प्रवृत्त होने के पूर्व बैंक ऋण इत्यादि में प्रयुक्त होने वाले स्टाम्प का विवरण विभाग को उपलब्ध नहीं होता था। डिजिटल ई-स्टाम्प प्रणाली के पश्चात् बैंक में प्रयुक्त होने वाले अभिलेख यथाविधि स्टाम्पिंग होंगे, जिससे विभाग की आय में भी वृद्धि होगी एवं स्टाम्प का लेखा उचित तरीके से संकलित होगा। उक्त प्रक्रिया के सरलीकरण के फलस्वरूप जनहित में EODB प्रणाली को बल मिलेगा।

आपदा के कारण कार्य की संवेदनशीलता, तात्कालिकता एवं जिलाधिकारी चमोली द्वारा किये गये अनुरोध के क्रम में मा० मुख्यमंत्री जी की घोषणा संख्या-1084/2021 के अन्तर्गत ‘जनपद चमोली के मुख्यालय गोपेश्वर में हल्दापानी लॉ कॉलेज के निकट भू-धंसाव एवं भूस्खलन की रोकथाम हेतु सुरक्षात्मक कार्य’ की प्रथम बार निविदा में सफल एकल निविदादाता के साथ अनुबन्ध गठित करने हेतु अनुमति प्रदान करने के सम्बन्ध में मा० मुख्यमंत्री जी द्वारा विचलन के माध्यम से अनुमोदन प्रदान किया गया था। मंत्रिमण्डल द्वारा इसका अनुमोदन दिया गया है।

उत्तराखण्ड में आधारभूत ढांचागत अर्थव्यवस्था के समग्र विकास को गति प्रदान करने हेतु उत्तराखण्ड निवेश और आधारित संरचना विकास बोर्ड Uttarakhand Investment and Infrastructure Development Board ¼UIIDB½ गठन के संबंध में उत्तराखण्ड निवेश और आधारित संरचना (विकास एवं विनियम) अध्यादेश, 2023 को मंजूरी।

उपनल के माध्यम से प्रायोजित कार्मिकों को दिये जाने वाले त्रैमासिक प्रोत्साहन भत्ते को प्रतिमाह भुगतान किये जाने का निर्णय।

राज्य में संचालित जी०एस०टी० ग्राहक ऑनलाईन ईनाम योजना ‘बिल लाओ ईनाम पाओ’ का एक साल के लिए विस्तार दिये जाने की स्वीकृति।

उत्तराखण्ड राज्य में बिक्री की जाने वाली विदेशी मदिरा पर वर्तमान में 20 प्रतिशत की दर से वैट कर वसूल किये जाने की व्यवस्था है जो कि राज्य के सीमावर्ती राज्यो में प्रचलित दरों से अधिक है जिसके परिणाम स्वरूप राज्य में बिक्री की जाने वाली विदेशी मदिरा का मूल्य सीमावर्ती राज्यो से अधिक होता है। जिससे राज्य में अवैध मदिरा की बिक्री होने की सम्भावना बनी रहती है। जिससे राज्य की राजस्व प्राप्ति पर भी प्रतिकूल प्रभाव पड़ता है। उक्त को दृष्टिगत रखते हुए आबकारी विभाग द्वारा उत्तराखण्ड आबकारी नीति विषयक नियमावली, 2023-24 निर्गत की गयी है। जिसके प्रस्तर 12.1 में विदेशी मदिरा के मूल्य को कम करते हुए निर्धारण किये जाने हेतु सूत्र का उल्लेख किया गया है। जिसमें विभिन्न घटको के साथ ही राज्य में विदेशी मदिरा पर लगने वाले वाणिज्य कर की दर 12 प्रतिशत का उल्लेख किया गया है। उक्त उत्तराखण्ड आबकारी नीति, 2023-24 दिनांक 01 अप्रैल, 2023 से राज्य में लागू की गयी है। इस व्यवस्था को भी दी गई मंजूरी।

प्रारम्भिक शिक्षा की गुणवत्ता के अन्तर्गत शिक्षण अधिगम हेतु अनुकूल वातावरण तैयार किये जाने हेतु राजकीय प्राथमिक/उच्च प्राथमिक विद्यालयों के मध्य उत्कृष्ट विद्यालय (Centre for excellence) स्थापित किया जाना प्रस्तावित है। इसमें 05 की.मी. की परिधि में राज्य के 603 प्राथमिक तथा 76 उच्च प्राथमिक स्कूलों को उत्कृष्ट विद्यालयों मे रूप में विकसित एवं सुविधा सम्पन्न बनाये जाने पर दी गई सहमति।

पर्यटन विभाग के अन्तर्गत संचालित दीनदयाल उपाध्याय गृह आवास (होमस्टे) विकास योजना में निर्णय लिया गया कि अब नगर निगम एवं नगरपालिका क्षेत्रों में संचालित होम स्टे योजना सब्सिडी नही दिये जाने पर सहमति। ग्रामीण एवं अन्य क्षेत्रों हेतु योजना पूर्ववत रहेगी।

तकनीकी शिक्षा विभाग के अन्तर्गत संचालित 06 इंजीनियरिंग संस्थानों कमशः प्रौद्योगिकी संस्थान, गोपेश्वर, महिला प्रौद्योगिकी संस्थान, देहरादून, डा. ए.पी.जे. अब्दुल कलाम प्रौद्योगिकी संस्थान, टनकपुर, नन्ही परी सीमान्त प्रौद्योगिकी संस्थान, पिथौरागढ एवं टी. एच. डी.सी. – आई.एच.ई.टी. नई टिहरी तथा बौन इंजीनियरिंग कालेज, उत्तरकाशी को As is where is basis के आधार पर वीर माधों सिंह भण्डारी उत्तराखण्ड प्रौद्योगिकी विश्वविद्यालय, देहरादून के अधीन कैम्पस कालेज के रुप में संचालित किये जाने की कतिपय शर्ताे के अधीन मा० मंत्रिमण्डल द्वारा अनुमति प्रदान की गयी है। उक्त के फलस्वरुप सभी स्ववित्त पोषित संस्थानों को राज्य सरकार से वित्तीय सहायता प्रदान नहीं की जायेगी तथा सभी स्ववित्त पोषित संस्थानों में बी. ओ.जी. यथावत कार्य करती रहेगी।

नैनीसैनी हवाई अड्डा पिथौरागढ का संचालन वायुसेना द्वारा लिये जाने का निर्णय। जब तक वायुसेना द्वारा इसका विधिवत संचालन नही किया जाता तब तक इसके संचालन हेतु एयर पोर्ट अथॉरिटी से एम.ओ.यू. किये जाने की स्वीकृति।

Auli in the Indian state of Uttarakhand is renowned for the fascinating ski resorts and stunning natural vistas.
