Information and communication technologies (ICTs) are increasingly important in achieving development goals and promoting citizen participation. Tanzania is one of a number of countries in the Southern African region that have sought to include ICTs in their national development plans. This policy brief summarises a report of the achievements and weaknesses of this approach in Tanzania, and considers the next steps that are needed to meet the information and communication needs of the coming generation

The New Zealand Information Security Manual (NZISM) is the national baseline technical security policy, describing baseline and minimum mandatory technical security standards for government departments and agencies. The NZISM has been made publicaly available to allow greater access, increase awareness, improve transparency, and to share good practice. This version of the NZISM is part of the continuing process of updating technical security policy to ensure guidance is up-to-date, that policy reflects changes in threat and circumstance and that departments and agencies are clear on their roles and responsibilities in information and systems security.

ICT, as a technological innovation and a major factor in globalization, poses particular problems of ownership and identity with regard to the African continent. What is the place of ICT (Information and Communication Technology) in Africa, and what is the place of Africa in a world increasingly dominated by ICT? This chapter seeks to explode the apparent contradiction between Africa and ICT. In the first part the author confronts African thinkers like Mazrui and Gyekye who have argued the incompatibility of African culture and ICT. Having advanced an argument to the effect that ICT is just as much and as little owned by Africans as by any other collectivity in the contemporary world, the second part of the chapter sets out, with a more empirical argument, some of the ways in which the African appropriation of ICT is actually taking shape.
