And for good measure, Bakugou and All Might have switched places this time. Now All Might is the potential victim and Bakugou is playing the role of the bystander who doesn't step in.

This is also clearly when Shigaraki's fixation on Izuku begins. He's noticed that Izuku doesn't follow the same bystander effect script Shigaraki knows and has been victimized by. It's the most genuine expression we see from him in this arc.
