India’s new aviation policies are breathing life into a once-ailing sector
WHY would one of the world’s fastest-growing airlines buy a ten-seat propeller plane, when most of its customers fly on 200-seat jets? Switching to smaller, less efficient aircraft defies commercial logic. But it is an appealing thought for those living in isolated communities far from big airports. That is what India’s new regional connectivity scheme, Ude Desh Ka Aam Nagrik (UDAN) or “let the common man fly”, promises to offer. It uses subsidies to improve the commercial viability of seldom-used routes. It also caps half of the fares on such routes at 2,500 rupees ($38) per hour of travel. If properly implemented and funded, the scheme could become a powerful tool for spreading India’s economic wealth more evenly.
When Gulliver last reported on the aviation policies of Narendra Modi, India’s prime minister, there was little cause for optimism. At the time, Mr Modi was stonewalling a new policy aimed at resuscitating the ailing sector. Airlines were hamstrung by high taxes and needless regulations. Constructions like Jaisalmer Airport in Rajasthan, which was built to serve 300,000 passengers a year but was yet to see any, epitomised the cack-handedness of India’s social-flying schemes.
Two years on, the winds of change are finally blowing in places like Jaisalmer. This month SpiceJet, a low-cost carrier, will connect the city with Delhi, the country’s capital, and Jaipur, the state’s capital. The latter route will be the fourth launched by SpiceJet under the UDAN scheme, which uses tax concessions, airport-charge waivers and exclusivity rights to entice airlines into challenging markets. Viability gap funding is even provided for some routes. But only once airlines have bid for the lowest subsidies, ensuring that market forces prevail over blind support.
Compared with the Route Dispersal Guidelines, a parallel set of rules that mandate social flying with little financial help, UDAN is a breath of fresh air. In the first round of bidding, 128 routes were allocated to five airlines. The results of a second round are due in November. IndiGo, India’s largest airline, is widely expected to join the scheme after signing a tentative order for 50 ATR turboprops, propeller planes that seat up to 78 passengers. Jet Airways, the country’s second-largest carrier, is also warming to the idea. 
But the real test is yet to come. Having bought 25 Bombardier turboprops for its larger UDAN routes, this month SpiceJet put out feelers for an order of over 100 tiny Quest Kodiaks. They can land on water, gravel and grass, says Ajay Singh, the carrier’s chairman, and thereby reach even the most-remote communities. As a social equaliser, the single-propeller plane has clear appeal. But as a vehicle for low-cost transportation, it is a poor solution. High per-passenger costs on seldom-used routes will force Mr Modi to draw the line somewhere. Inevitably, he will conclude that not every commoner deserves the gift of flight.
UDAN’s egalitarian ideals have already left some disappointed. Air Odisha and Air Deccan won more than half of the designations in the first round by bidding for the very lowest-capacity routes. But neither airline has yet flown a single flight on that network. Slot constraints in Delhi are partly to blame. The suspicion is that financial viability may also be a factor.
Nevertheless, there is more good news than bad. In two years, India’s government has introduced a complex and socially beneficial scheme. It is also privatising Air India, the country’s loss-making flag-carrier, which was being propped up at the taxpayer’s expense.
Moreover, the government has begun chipping away at over-regulation. It removed foreign-ownership restrictions on domestic airlines. And it diluted rules that stopped Indian carriers from flying internationally until they reached five years of age and had a 20-plane fleet. With domestic traffic growing by more than 20% a year and 97% of the population still not flying, India’s airlines have every reason to be optimistic. Don’t stop now, Mr Modi.

Domestic airlines are seeking deferral in lease rent by six months and a reduction in rates from lessors, but might get only limited relief based on their financial health and commercial relations, aviation sources said. “We are working with select airlines on deferral packages to help them through this period. We are offering up to 50 per cent reduction in rent for about three months with this being repaid over the second half of 2020,” BOC Aviation, a lessor, said. BOC Aviation said it is also executing purchase and lease back transactions with top-tier airlines, providing them with liquidity, but is yet to conclude any such transaction with an Indian carrier since outbreak of the coronavirus disease (Covid-19). Its customers in India include GoAir, IndiGo, SpiceJet and Vistara. GE Capital Aviation Services (Gecas), another lessor, declined to comment. Aircraft lease rentals are fixed costs and account for around 15 per cent of an airline’s expense and since these are paid in dollars are also subject to currency fluctuations. “We are in discussion for rent holidays and deferment of lease contracts. Currently, across the world lessors are willing to give concessions as there is very little demand of aircraft and practically all airlines are asking for similar concessions,” SpiceJet Chairman Ajay Singh told Business Standard. In a staff email last week, Leslie Thng, Vistara CEO, said the airline was successful in deferring and reducing its operating expenses through negotiations with some of suppliers. Vistara declined to comment. Both GoAir and SpiceJet are also looking for an early return of their older planes. The Indian government banned all passenger flights on March 24 and the resumption date has not been announced yet. Last year, SpiceJet took 31 ex-Jet Airways planes on lease.
These planes had helped SpiceJet fill in the capacity gap caused by grounding of Boeing 737 Max, but now it is mulling an early return of some planes. Over 60 per cent of global aircraft fleet (16,000 planes) is grounded and demand for fresh leases is at an all-time low. In this backdrop, Indian airlines are trying to drive a hard bargain. “Who will the lessors give the planes to?” a senior airline executive asked. On their part, lessors are adopting a wait and watch stance. “Usually aircraft leases are strictly worded and have a hell or high water clause which requires strict compliance. This includes timely payment of rent, maintenance charges, inspections, submission of reports. In the current scenario, I doubt any lessor would precipitate action. In case a lessee was in default before the lockdown, the attitude of the lessor or owner would be less lenient,” said Ravi Nath, chairman of law firm RNC Legal. “Airlines are seeking relief for six months and permanent rent reductions. These are not practical and are unlikely to be accepted,” an executive from a leasing firm said. “Lease defaults are happening globally, but the big concern of lessors is recovery and repossession of an aircraft in case of closure of an airline in India,” said aviation consultant Vishok Mansingh.

Should the pair go ahead with the flight cancellations, they’d join the growing number of airlines around the world doing so — United Airlines Holdings Inc. and British Airways’s parent recently announced capacity cuts — as the pandemic keeps people from flying. Indian carriers have avoided major reductions in flights so far but pressure is mounting as the number of confirmed cases climbs in the world’s second-most populous country.
Industry groups and analysts have issued dire warnings about the virus, with Sydney-based CAPA Centre for Aviation saying that most of the world’s airlines could go bankrupt by the end of May unless authorities step in. The International Air Transport Association said Tuesday that the global airline industry needs as much as $200 billion in government aid and bailout measures to survive the crisis.
With demand expected to fall at least 40-50% in the near term, India’s airlines may initially ground 150 aircraft, the local unit of CAPA said Wednesday. Even after a slump oil prices, the country’s airlines will lose $500-$600 million this quarter, excluding loss-making national carrier Air India Ltd., and that estimate may be revised downward.
“In the absence of a serious and meaningful government intervention, such an outcome could lead to several Indian airlines shutting down operations by May or June due to a lack of cash,” CAPA India said in a report. “Regardless of any fiscal concessions and support that the government may offer, most airlines will have to shrink their operations, and the more vulnerable carriers may shutdown.”
Both IndiGo and Vistara have yet to make final decisions on their plans to combat plummeting demand, the people said. Representatives from InterGlobe Aviation Ltd.’s IndiGo, which last week said its quarterly results would be materially impacted by the virus, declined to comment. Vistara, which is 51% owned by the Tata Group, said it wouldn’t comment on speculation.
Vistara will temporarily suspend all international flights until March 31, it said in a statement late Wednesday. The airline has also adjusted its domestic capacity for March and April due to falling demand, and may make further adjustments, according to the statement.
InterGlobe shares fell as much as 7.2% Thursday. They were trading down 4.2% at 910.5 rupees at 10:37 a.m. in Mumbai. Smaller rival SpiceJet Ltd. slumped 9.9%, hitting the daily limit.
Go Airlines India Ltd. also canceled several domestic flights on Wednesday after suspending international routes, airport websites showed. Representatives at the airline didn’t respond to requests for comment. It has also terminated contracts of all foreign pilots, according to a statement Wednesday.
Air-passenger traffic in India, one of the world’s fastest-growing aviation markets, rose 9% in February, data from the country’s aviation regulator showed Wednesday. While travel restrictions were being imposed elsewhere, particularly around China, India was largely unaffected last month, before the recent sharp escalation in travel bans globally.

 “UDAN network will cover the whole country, giving a major economic boost to hinterland areas,” the minister said. He also added that UDAN will have a positive effect on the economy, in terms of employment and investment. Further, chalking out the details of the scheme, MoS Aviation Jayant Sinha said that the first flight under Regional Connectivity Scheme will take place in April. “Criteria on the basis of which airlines were selected was the extent of VGF – viability gap funding – demanded by them. UDAN will stimulate the growth of regional aviation market in India,” he said. “India launched the Regional Connectivity Scheme to get more people flying in what is already the world’s fastest-growing aviation market. Under the scheme, the government has capped fares and is offering incentives to attract airlines to fly less traversed routes. The government will also provide Rs 2.05 billion for financial support to boost airline travel between smaller cities,” Sinha added. Here’s all about the scheme:
1) Over 45 unserved and under-served airports would be connected under the scheme — UDAN (Ude Desh ka Aam Naagrik) that seeks to make flying more affordable.
2) The operators are Air India subsidiary Airline Allied Services, SpiceJet, Air Deccan, Air Odisha and Turbo Megha. They would be operating 19-78 seater aircraft.
3) 13 airports in Tier II and Tier III cities which did not have many flights in a week will see more flights. The airports that would be connected under UDAN include Bhatinda, Puducherry and Shimla

4) On each flight, 50 per cent of the seats would have a cap of Rs 2,500 per seat/hour, Civil Aviation Secretary R N Choubey said. Under UDAN, the operators would be extended viability gap funding.
5) The amount is estimated to be around Rs 205 crore per annum for the operators chosen in the first round of bidding, Choubey added.
Minister of State for Civil Aviation Jayant Sinha said the scheme provides for various benefits including no airport charges and three-year exclusivity on the routes.
Key UDAN features
The airfare for a one hour journey of approximate 500 km on a fixed wing aircraft or for a 30 minute journey on a helicopter would be capped at Rs  2,500, with proportionate pricing for routes of different stage lengths/flight duration. The selected airline operator would have to provide 50% of the flight capacity (subject to a minimum of 9 and a maximum of 40) as RCS Seats for operations through fixed wing aircraft and a minimum of 5 and a maximum of 13 RCS Seats on the RCS Flights for operations through helicopters and would be given a three years exclusivity of operations.
To reduce the cost of operations of airlines on flying such routes, a financial stimulus in the form of concessions from Central and State government, airport operators and the Viability Gap Funding to the interested airlines would be provided to kick-off operations from such airports, so that the passenger fares are kept affordable.
Bidding process
UDAN is a key component of the National Civil Aviation Policy (NCAP) which was released by the Ministry on 15th June 2016. AAI followed a transparent bidding process by inviting interested bidders/airline operators to submit theirInitial Proposals under the provisions of Regional Connectivity Scheme and subsequently inviting counter proposals against such Initial Proposals. This was followed by the opening and scrutiny of technical bids, and subsequently financial bids, for Initial Proposals as well as Counter Proposals. The routes/networks are awarded to bidders who submitted valid proposals and quoted the lowest viability gap funding(VGF) from the government for such routes/networks.
Effective implementation
To ensure effective implementation of the Scheme and quick commencement of operations, MoCA and AAI, in parallel, are also undertaking a number of activities such as coordinating with various regulatory agencies like Directorate General of Civil Aviation (DGCA), Bureau of Civil Aviation Security ofIndia (BCAS) and the State Governments for various facilitating actions.
