いつもはモビリティ探索日記を執筆しているのですが、

今回のブログでは、先日先輩と同期の４人で行った

都市デザイン班　自主FW　in中目黒について

取り上げたいと思います！

「目黒川道プロジェクト」です！

１．目黒川道プロジェクトとは？

まず、今回何を見てきたのか、、、

それをお伝えしないことには始まりません（笑）

私たちが今回見てきたのは、

目黒川沿いの区道を通行止めにして行われた、

「目黒川道プロジェクト」です！

あまり文章で説明するのも読みにくいと思うので、

概要を図にしてお伝えしたいと思います。

エリアについて中目黒に行ったことのある人向けにお伝えすると、、、

「中目黒駅から目黒川の桜を見に行くときに一番初めに見える橋のあたり」

といえば伝わるでしょうか…？？

実にざっくりとしたまとめになってしまっていますが、

この目黒川道プロジェクトは、道路空間実証実験としてエリアマネジメントの一環として行われており、

また、将来的に目黒川沿い一体となった事業にするためのタクティカルアーバニズムとしての取り組みとも言えます。

ここで二つ、エリアマネジメントとタクティカルアーバニズムという2つの用語が出てきたので、

ゼミ試験を控えた２年生のためにも簡単��説明します。

エリアマネジメントとは…

地域における良好な環境や地域の価値を維持・向上させるための、住民・事業主・地権者等による主体的な取り組み

次に、タクティカルアーバニズムについて説明します！

タクティカルアーバニズムとは…

仮説空間を用いて短期的なアクションを起こしながら長期的な街づくりを行うアプローチのこと

もう少し詳しく説明すると、、、

一度に計画・整備・運営していくのではなく、

小規模な実証実験➡中期間プロジェクト（数か月程度）➡本格整備

というようにフェーズに分けて進め、

各フェーズにおいて不足点や課題を発見、改善しながら

最終的にエリアとの相性や実態に即したまちづくりを行っていこうとするものです。

今回のプロジェクトにおいては、最終的に目黒川沿いの区道全体で行おうとするものに対し、それの小規模な実証実験（2日間）という位置づけであるということがわかります。

実際に、アンケート���査やカメラ設置による人流調査などが行われており、データに基づいた今回のプロジェクトの分析が行われていくものと思われます！

ちなみにしっかりとアンケート調査に協力させていただきました！

　むしろ野澤ゼミ生が逆質問する場面もありましたね（笑）

今回の実証実験のあと、長期的にはこのエリア一体の区道にて同様の取り組みが行われるのではないか？と思っています。

では、ここからはエリアマネジメントについて説明していきたいと思います！

２．エリアマネジメントとは？

　この章では、

①エリアマネジメントとは　

②誰が運営するの？　

③事業資金はどうするの？

の大きく３点お伝えしていきます。

　

昨今、SDGsであったり、成熟型社会の進展に伴い、エリアの開発だけでなく、魅力あるエリアづくりを通して建物やエリア全体の価値を絶えず生み出していくエリアの運営が重要視されてきています。

そのような中で、

皆さんも「エリアマネジメント」もしくは「エリマネ」なんて言葉聞いたことあるのではないでしょうか？

エリアマネジメントとは…

地域における良好な環境や地域の価値を維持・向上させるための、住民・事業主・地権者等による主体的な取り組み

簡単に言えば、まちをつくった後、「育てる」分野がエリアマネジメントということです。

ただ、エリマネといっても領域が幅広いんですよね…

子育てがそれぞれの家庭や育児の目的によって違うように、エリマネも実に多様です。

公共空間の利活用や賑わいの創出はもちろんのこと、地域の魅力の発信や清掃作業などの維持管理も入ります。

何と守備範囲が広い…　

ただ、今回のものは写真を見てもらうと、まちの賑わい創出や公共空間（区道）の利活用に該当するエリアマネジメントであるとすぐにわかると思います！

では、このようなエリアマネジメントは誰が運営するのでしょうか？

今回の実証実験は、一般社団法人ナカメエリアマネジメントが行っています。

この（一社）ナカメエリアマネジメントは2013年に発足した中目黒駅周辺地区街づくり協議会を母体としています。

この街づくり協議会は、2016年に「まちなかマナー」を制定し、2019年には「NAKAME KEEPING CLEAN」や「NAKAME TOWN MEETING」を通じて地域の美化に関する課題解決や地域に根ざす人々の交流の場の提供などに取り組んでいます。

そんな多様な分野で街の価値向上に取り組むまちづくり協議会ですが、

このようなエリアマネジメントを運営する団体はどのように事業資金を確保しているのでしょうか？

この街づくり協議会では、目黒川の船入場や旧川の資料館、さらにキッチンカーでの収入を事業資金としているようです。

実際アメリカでは、BID（Business Improvement District）制度によって地権者・事業者が負担金を支払い、それを事業資金とする制度もあります。

この事例では他部門での収益を事業資金とするような形になっています。

このように、日本のエリアマネジメントでは、民間が「独立採算的」に行っている印象を受けます。

なんだか、事業資金の違いは、日本と欧米の交通事業の運営形態の違いと似ている気もしてきました（笑）

日本でも今後エリアマネジメントが加速していく中では、

日本でもその地域を利用する人が負担する形や、MaaSなどを活用した他業種との連携によって付加価値を生み出していく形など

日本版エリマネの収益形態の確立が求められていくのだと感じます…

そんな感じでエリアマネジメントについてはここまでにして

ここからは実際に行ってみて感じたことを書いてみたいと思います！

３．実際に行ってみて感じたこと

実際に行ってみて感じたことは主に３つありました！

・滞在する人々の属性について ・沿道住民への騒音について ・繁忙期（春の花見シーズン）はどうするのか？

・滞在する人々の属性について

私たちが滞在したのは日曜日（2日）午後２時半から３時くらいでした。

約５０名程度が滞在しており、結構賑わっているなというのが正直な感想でした。

特に気になったのは、近隣に住むこどもが非常に多かったということです。

実は中目黒駅周辺、あまり公園がないようです。

GoogleMapで検索してみると、このような感じで今回の対象エリアの近辺では大通りを隔てた場所にしかないようでした。

今回のプロジェクトではこのような芝生やベンチが設置されていたことにより、子供が遊ぶ場所として魅力的であったことが要因なのではないかと感じました。

・沿道住民への騒音について

「なぜ区道の中でもここを選定したのだろう…？」と話し合いになり、

「道路沿いに住居が多いから他の場所だと騒音問題あるのでは？」という意見が出ました。

実際、目黒川沿いには1階がショップ、2階以上が住居である建物が多くあります。

今回のエリアでは、商業施設とマンションのすぐそばで行われていましたが、マンションはある程度セットバックしているため、ある程度他のエリアに比べて騒音問題は軽減されるエリアなのではないかと感じました。

このように、住宅地におけるエリアマネジメント（賑わい創出型）では周辺住民への騒音の配慮が重要な視点であると感じました。

「エリアマネジメントはエリアが重要だよね。」

先輩の何気ないこの言葉が結構深く染みました。

・繁忙期はどうするのか？

中目黒は何といっても、春の花見の名所ですよね。

筆者も去年今年と観に行きました。

とにかくとにかく人が多い...そんな印象です。

もし、この取り組みが、周辺区道一体で本格実装されたらどうなってしまうのかなと感じました。

芝生や机を置く分、人流の流れが滞ってしまい、さらに過密になってしまうのではないか、そのように感じました。

区道だけでなく周辺エリア一体となって車両進入禁止などを行い、

交差点でも人が待つことなく動けるよう回遊性をさらに高める対策は必要になると感じました。
