A new report from the NATO Strategic Communications Centre of Excellence, based in Latvia, has found that the Finnish government, headed by Prime Minister Sanna Marin, is overwhelmingly targeted by misogynistic online harassment.
The country made headlines in 2019 when all the leaders of its five-party center-left coalition were women, but women ministers received "shockingly high levels of abusive messaging" over the course of the Centre's monitoring period, said researcher Rolf Fredheim in a presentation on the findings.
"The five most targeted ministers, all female, were overwhelmingly victimised by misogynistic abuse attacking their values, demeaning their decision-making skills, and questioning their leadership abilities," the report states.
Some Twitter posts included in the Centre's findings targeted the prime minister herself, using misogynistic epithets and tropes about women and household duties.
Many in the Centre's findings were more explicit.
Democratic impact
In part, misogynist online abuse discourages women from participating in government. A 2019 studyfound that 28 percent of municipal officials targeted with hate speech said they were less willing to participate in decision-making as a result.
This is in line with the experiences of Iiris Suomela. The Green politician, whose party is in the ruling coalition, said in an interview that for both herself and her colleagues there's a "fear factor" involved in taking certain decisions that are likely to unleash a torrent of abuse they're all too familiar with.
"If I'm really tired, or if I've had a really heavy working week, then I do notice that I'm less likely to talk about these issues, or I think a lot of people try to find ways in which to address these issues in a softer, less direct way to avoid getting harassed as badly," she said.
"And that seems to be something that men don't have to do as much, even progressive men, anti-racist men can be more open and direct about these issues without getting harassed as badly. That certainly is a fear factor."
In trying to get people to run in upcoming local elections, Suomela has noticed young women and minorities are particularly reluctant. She said they point to fear of online harassment as a reason why, adding that this has a "severe impact on democracy."
Finland's first Black woman MP Bella Forsgrén — also a member of the Greens — has had a similar experience: "I must think at least twice which discussions to take part [in]," she said. "Always it's not a matter of the subject — it's a matter of how women or POC [people of color] are allowed to talk! Any criticism isn't wanted. Anyhow, I feel it doesn't affect my public policy, yet."
"I think here in Finland we really should have a better legislation what comes to hate speech or online harassment," Forsgrén added.
Fredheim, the researcher, was keen to point out that Finland's case is still better compared to other countries, where it's "even worse."

The report found that the majority of these messages do not come from "bots" but from genuine accounts — most of them anonymous.
That poses a problem for policymakers. "It's quite easy to get everybody to agree that it's a problem that we have bots posing as citizens disseminating these fake opinions from outside the country," Fredheim said, adding that it's harder to police authentic online content: balancing the tightrope between maintaining free speech and limiting hate speech isn't easy.
And while Fredheim and his fellow researchers conclude that governments should "raise public awareness on the issue," they hold that the responsibility for content moderation lies with the platforms themselves.
The algorithms used by the likes of Twitter to optimize engagement are far more advanced than the algorithms Fredheim's team used to detect harmful content, he said, adding that social media platforms could be doing a lot more.
"They do not throw the same kind of effort and money at these problems as they do at some of the other problems that are more core to their business. And that is a question of priorities," Fredheim said.
Disinformation researcher Nina Jankowicz, who also wrote Malign Creativity: How Gender, Sex, and Lies are Weaponized Against Women Online, pointed out that tech companies are "dominated by cis-gender white men" who "can't conceive what it's like to be on the receiving end of one of these campaigns."
Like Suomela and Forsgrén, she said she has to think twice about what she says online.
"These multibillion-dollar companies should be able to do a lot more."
But Suomela feels there is more the Finnish government could be doing, namely enforcing hate speech laws, giving police the resources and skills to “really tackle online harassment,” and better identifying when people are working in groups to coordinate online attacks.
As for the EU, she recognizes harmonization of laws on this subject will be tricky — but holds that some level of action is needed.
“I know that criminal law is something that nation states aren't keen to completely harmonize on, but there are definitely some basic requirements that should be fulfilled,” she said. “I think all countries should strive to fulfil some basic criteria on properly tackling criminalizing hate speech.”

We have normalised a society in which men can move around as they please while the rest of us fear for our lives for the simple act of travelling home.
Entrenched gender norms and expectations are a large part of the picture, but they are compounded by the physical design of our public spaces, which is often based around the needs of men – white, cisgender, heterosexual men, in particular. The UK’s cycling infrastructure is especially hostile to women – and it is time we looked at it again.
Cycling does not eliminate the risk of harassment or violence for women, but it at least gives more personal control over route, speed and time of travel, and removes some of the vulnerability that comes with walking or being trapped in a dangerous situation on public transport or in a taxi. As cycling and urban design expert Tiffany Lam says, “When I ‘became a cyclist’ in 2013, I felt liberated from street harassment. I was never still long enough for someone to try to harass me and even if I were, I could get away so much more quickly on two wheels.”
Evidence from other countries shows that women are more likely to cycle than men when there is supportive cycling infrastructure in place, such as bike lanes that are well-lit and fully separated from traffic, and safe routes that facilitate diverse journeys (not simply commuting from the outer to inner city). In the Netherlands and Copenhagen for example, 55% of journeys by bike are made by women. In Paris and Lisbon, the number of female cyclists has increased with recent investment in protected bike lanes and other measures.
Yet too many women in the UK feel that cycling is “not for them”. The 2019 Sustrans Bike Life survey found that 76% of women in the UK never cycle and only 9% of women cycle regularly, compared to 21% of men, with women from ethnic minorities the least likely to cycle. The survey also found that 36% of women who do not cycle would like to start. While concern about danger from traffic was the main reason for non-participation given by all respondents who don’t cycle, it was disproportionately a concern for women. This is hardly surprising: research has found that female cyclists in the UK are twice as likely as men to have faced “near misses” or harassment by drivers, while a US studyfound that drivers are 3.8 times more likely to pass female cyclists too closely than male cyclists.
Interventions to get women cycling often focus on building confidence, rather than designing infrastructure differently. Instead, we need to build cycling infrastructure that is explicitly feminist, informed by diverse and representative viewpoints. The government’s new cycling and walking strategy, released last year, demonstrates a seemingly genuine commitment to improving cycling infrastructure across the country and outlines some promising steps – including many that would probably benefit female cyclists. But it includes no significant analysis of the gender (or other) inequalities that inform our existing cycling infrastructure, or how to take the needs of different groups into account.
Better analysis of differences in the kinds of journeys made by women and men is vital. Much “signature” cycling architecture, such as cycle superhighways, is designed to take people from outer city to inner, at peak hours – journeys more aligned with men’s travelling patterns than women’s. Less priority is given to facilitating safe cycling on outer-to-outer city routes, shorter trips, and off-road routes, all of which are more likely to be taken by women. Given that women are more likely to use several modes of transport and “trip-chain” (multi-stop journeys), more attention also needs to be paid to linking up safe bike routes with other forms of transport, with greater provision of secure and well-lit bicycle parking at transport hubs.
The recent expansion of cycle-friendly initiatives such as low-traffic neighbourhoods (LTNs) has been criticised for reducing “natural surveillance” from traffic – making women feel less safe walking in the dark. But this sets up a false opposition between female cyclists and pedestrians, who in reality have the same simple demand – to be able to get home safely. This shouldn’t be too much to ask.
It goes without saying that public space will not be truly safe for women without a much broader reckoning with the gendered power structures and inequalities that constrain our lives. But investing in infrastructure that affords women greater control over their own safety and mobility – in a society that simultaneously denies them these and blames them for not protecting themselves – would be a start. We just want to be able to get home. Is that really too much to ask?

A California-based startup is rolling out a super-sensitive breathalyzer that can tell if you've smoked weed in the past two hours. The goal? To help police keep impaired drivers off the road.

Currently, officers use field sobriety tests to determine if a driver is high, according to USA Today. They may also mandate blood, breath, or urine tests, which don't always indicate if a person was high when they got behind the wheel. Many can only determine if a driver was high at some point that day or week.
A possible solution? The marijuana breathalyzer
Hound Labs says it has developed a combination weed and alcohol breathalyzer that accurately determines if someone is currently driving under the influence - an increasingly common occurrence as weed laws loosen across the country. (A recent Colorado studyfound that 69 percent of weed users had driven while high in the past year, and 27 percent said they did it on a daily basis.)
The company's co-founder, Dr. Mike Lynn, is an emergency room physician and reserve deputy sheriff who believes officers need a tool for accurate marijuana detection.
"It was clear that we needed a way to solve the problem of identifying people who are potentially impaired and then leaving everybody else alone," he explains to MensHealth.com. "You don’t want to be arresting people who aren’t impaired, right?"
How does the breathalyzer work?
As with traditional alcohol breathalyzers, a user blows into Hound Labs' handheld device. The breathalyzer collects breath particles on a proprietary disposable cartridge, then analyzes it to reveal whether the user has smoked, vaped, or consumed pot within the past two hours. (Research has shown that impairment is most drastic one to two hours after marijuana use.)
The breathalyzer cartridge stores detailed information about a user's levels of tetrahydrocannabinol, or THC - the component of marijuana that gets you high. But the breathalyzer doesn't immediately reveal that data, because there's still no legal limit on the amount of the TCH a driver can have in his system.
"The reading only indicates if you have pot on your breath or you don't," says Lynn.
Hound Labs isn't the only startup developing marijuana breathalyzers, but Lynn says his company is way ahead of the competition. It isn't easy to detect THC on the breath; the cannabinoid is measured in parts per trillion, which Lynn says is like finding two sand particles in several Olympic sized pools. (He wouldn't divulge how Hound Labs overcame those hurdles, but the company works with the University of California San Francisco to conduct clinical tests with human subjects that verify the product's accuracy.)
How would it work in the real world?
So far, an undisclosed number of police departments have tested the product. More law enforcement testing is planned for the future, but Lynn can't disclose details due to non-disclosure agreements.
As of now, science hasn't pinpointed what level of THC constitutes impairment, meaning there's no marijuana equivalent of the Blood Alcohol Concentration (BAC) used by law enforcement. Right now, 18 states have zero-tolerance laws for driving with THC in your system. But again, it's difficult to know from urine and blood samples whether someone smoked just before driving or just sometime that week.
Stephen Lankenau, a community health and prevention expert at Drexel University who researches medical marijuana, says it's complicated to determine whether it's safe to drive after using marijuana.
Factors like body weight, tolerance, and the influence of other substances like alcohol could impact your high. So when it comes to law enforcement using the breathalyzer, "There needs to be a better measurement other than just 'yes' or 'no,'" he tells MensHealth.com.
A viable breathalyzer would need to offer a more nuanced reading, Lankenau says. But first and foremost, science needs to determine a safe level of THC that doesn't make it dangerous to drive.
"Getting those levels right would be really key," he says. "Otherwise someone could be in some kind of legal jeopardy if they haven’t done anything wrong."
Currently, recreational weed is legal in nine states, while medical marijuana is allowed in 31 states, according to the National Conference of State Legislatures. It's still unclear how marijuana breathalyzers will work in the real world, but the need for better THC intoxication guidelines is growing stronger.

No wallet, no worries: Denmark considering cash-free shops (Adapted from) The Guardian, 14 May 2015 In Stockholm you can pay a street hawker with a credit card. In Copenhagen you can buy a single shot espresso with your smartphone. In Helsinki, you can go grocery shopping but leave your wallet at home. Scandinavia has long been the most cashless place on the planet. Now Denmark is considering whether to go a step further and allow retailers to ban cash altogether. The Danish Chamber of Commerce is recommending that shops and services be given the option of going completely cash-free. The proposal needs to be approved by parliament but if it gets the green light, retailers could begin rejecting cash from January 2016. “We’ve recognised what merchants have been telling us for some time now,” says Sofie Findling Andersen of the chamber of commerce. “Using cash is expensive, because it takes time for salaried employees to handle, and it’s also a security concern. Carrying cash opens you up to attack and even though we have relatively low levels of violent crime in Denmark, this is something business owners and employees tell us they worry about.” There has been little resistance to the proposal from Danish media, consumers or businesses so far, with the country’s largest supermarket group, Dansk Supermarked, working on a system for cash-free grocery shopping with the mobile money transfer system MobilePay in the near future. “Customers will be able to swipe their smartphone; scan their food; tap ‘accept’ when they’re done and then just leave,” says Mark Wraa-Hansen from Danske Bank, which runs MobilePay. Small businesses seem equally keen on going cash-free when weighing up potential costs versus the convenience of the new move. “So few customers pay with cash anyway now that it’s a bit of a hassle when they do,” says Mette Schmidt, who runs a hairdressing salon in Jutland. “I have to go to the bank to drop off the takings at the end of the day, looking over my shoulder to check there’s no one suspicious around, and then the bank charges me 30 DKK a time to drop off money. It’s easier to be paid by card or MobilePay - as long as my customers are happy and ready to make the change.” However, change won’t happen overnight, say experts. “If we look to Sweden, the country leading the way in terms of a cash-free society, we see that plenty of people are still paying with kroner,” says Findling Andersen. “It’s up to customers and businesses to decide which works best for them – if a shop switches to cash-free and they lose a couple of customers, they may decide it’s worth it to make their jobs easier and safer. There is plenty of evidence to suggest this is the case. Barista Soren Jensen, 27, says: “It’s much better for us when people pay by card – it’s quicker, simpler and cleaner – cash can be pretty dirty!” Last year a US studyfound 3,000 types of bacteria on bank notes. But opponents of the concept express concerns about loss of liberty.
