Quick design of my IDW3 Laserwave. 
Laserwave is the eldest brother of the Wave twins. He was mentored by Jhiaxus. But Jhiaxus raised Laserwave only on logic and science and didn’t receive as much love as the twins had. As a result, Laserwave became a menace in the courts of Cybertron, causing chaos more often than not by being a lawyer. He has other skills of course, having the same brilliance that Soundwave and Shockwave hold, if not even more cunning and charming. 
He’s always held hatred towards the Senate and many things, as he sees himself higher than many people. If he interacts with you, he wants something and he will stop at nothing to get it, using his wits and his charms. Laserwave holds the potential to destroy the planet if he chose to and he uses the opportunity of the war to join the Decepticons and offer his skills. 
Shockwave ends up being the lead scientist of the Decepticons and Laserwave shows extreme jealously but bides his time and lets his sibling have the spotlight. Once Shockwave defects though and Megatron is at his most vulnerable does he strike and take the lead scientist role and even encourages Megatron to do even more heinous things with the ideas he has. 
Shockwave was one to simply comply with it.  But Laserwave is the one to encourage it. 
And that’s the exact reason as to why once Laserwave comes into play, does Soundwave realise they need this war to end soon or they need to defect for their own safety.
