Okay so the finale showed everyone kept bad memories in addition to good ones which makes me think they didn’t actually forget everything so much as they depersonalized the events to escape the associated trauma. They witnessed all of riverdale but as observers, not participants. Their very existences became a show they watched, not a life they lived. In doing this they willfully made themselves into fictional characters
