These are the eighteen provinces/municipals of Arendelle.
I found a hint on reddit and copied all coat of arms together out of the screencaps of Frozen and OFA.
Sorry for the bad quality but unfortunately it did not get better.
Now we only need to know what the names of these provinces/municipals are and where in Arendelle they are.
Any ideas?
EDIT: I figured it out on my own.
Arendelle is the capital (own province) and the other provinces are corresponding to Norway’s 18 Fylker (= province) which are: Akershus, Aust-Agder, Buskerud, Finnmark, Hedmark, Hordaland, Møre og Romsdal, Nord-Trøndelag, Nordland, Oppland, Rogaland, Sogn og Fjordane, Sør-Trøndelag, Telemark, Troms, Vest-Agder, Vestfold, Østfold.
I’ve also checked the original coat of arms in comparison to these in Frozen. They are different - of course - but there are some similarities in colour and shape.
The makers of Frozen have obviously thought of everything. But that also clarifies another question, how big the kingdom of Arendelle actually is. Now we know. Arendelle covers the whole area of Norway and the castle in the film with the place around it corresponds to the capital and represents its own province.
