So I was doing some research and just realized something: Oji Harima is not a clown! He’s probably based off of Ishikawa Goemon, who’s a “steal from the rich give to the poor” type, and is the subject of a lot of classic Kabuki plays, so the makeup is probably actually kabuki makeup.
Which probably ties in to Compress being a performer as well.
"Ishikawa Goemon was a legendary Japanese outlaw hero who stole gold and other valuables to give to the poor. He and his son were boiled alive in public after their failed assassination attempt on the Sengoku period warlord Toyotomi Hideyoshi. "
I'm not going to say Harima wasn't inspired by Goemon, either in universe or out, because it's certainly possible. The general themes of anti-authoritarianism and thievery and focus on him being a versatile ninja make sense. I could even see some influence on his costume, with the shape of his shirt mimicking a kimono. But.... The makeup and bells don't make sense as Kabuki.

Note the shape of the mouth, and how it matches the makeup of these actors:
Kabuki mouths, whether to represent a man or a woman, a smile or a frown, don't really go around the lips like Harima's do

The hair having that kind of curl and body makes sense with the pictures of Goemon, since those seem to have that kind of frizz even when styled. The eyes, I could even see. But.... Those lips are just the Joker.
Clown.
It just happens that Harima is an Ishikawa Goemon/Clown fusion.
