Jinchuuriki Sakura Haruno captures ALL 9 Bijuus or Tailed Beasts. She transforms them into her Chibi Pets, and protects them while giving them more freedom than they’ve ever had.

OR, Sakura is Hagoromo Otsutsuki or Kaguya’s daughter. Sakura is the mother and creator of all 9 Tailed Beasts! Similar to what the Akatsuki did, Sakura travels the world and collects her tailed beast children back, by freeing them from their jinchuuriki hosts. What if there was a jinchuriki in Uzushiogakure? would they have been mistreated like most of the other jinchuriki? my theory over this would be: no, they wouldn't. and here is the one reason.

Uzushio is known for their seals, specifically. I believe every citizen knows the difference between what's considered "sealed inside" and separate it from the individual.

A jinchuriki is the host of a tailed beast, and while there is a possible danger that it would be unleashed, the people know it's kind of unlikely, they are freaking Seal Masters for Gods sakes, they take pride in their seals and it's complications. They can understand that a seal is a seal, and that a person is a person, no matter what is sealed inside of them.
