China's urbanization boom was unprecedented, so overshooting a bit is understandable. Can you build a city before people move in? I'd say no, because cities are shaped by those who live in them.
You cannot build a city in anticipation of its citizens. A city is not a hotel room. A city is a living organism and how we change it define us. The best cities do grow and are changed by the people who want them to be better.
Sustainability today is really about survival, tied to the "risk equation": probability times consequences. We see this with extreme weather globally. A sustainable city has got to be a city that can survive before it can thrive.
