Berlin Barrier-Free Information Technology Ordinance (BITV)

About BITV

In 2002, the Federal Ministry of Labor and Social Affairs and the Federal Ministry of the Interior enacted the Berlin Barrier-Free Information Technology Ordinance (BITV) by implementing the disability discrimination act. This Ordinance ensures that all people with disabilities have access to and use information and communication technology in a comprehensive and unrestricted manner.

The World Wide Web Consortium's (W3C's) Web Content Accessibility Guidelines (WCAG 1.0) first appeared in 1999, and they were incorporated into version 1.0 of BITV on July 17, 2002. Websites and webpages were required to be barrier-free and publicly accessible by December 31, 2005, according to the German accessibility policy at the time.

All German public agencies, as well as their employees, vendors, contractors, and partners, are affected by BITV 2.0, which stipulates that all information and services made available electronically be accessible and usable by people with disabilities.

About AODA

Organizations in Ontario, Canada are familiar with the Accessibility for Ontarians with Disabilities Act (AODA). AODA was passed in 2005 and requires public institutions such as government organizations, educational institutions, and private organizations with 50+ employees, such as nonprofits and private educational institutions, to make their websites and web content accessible by January 1, 2021, by following the international standard, the Web Content Accessibility Guidelines (WCAG) 2.0 AA success criteria.
