According to Greek mythos, this is a Siren:

A being with the body of a bird and the face of a woman. They sit on the rocks, sing their songs and lure passing sailors to their deaths then fly out and pick at the remains/survivors.
According to artwork of, at least, the last five hundred years or so, depicts sirens more as this:

Like mermaids. Even in classical art.

Look at her feet and you can see where the legs merge into a tail.
They also sit on rocks and sing songs to lure sailors to their deaths, then swim out to pick at the remains/survivors.
Since there hasn't really been a depiction of bird sirens in the last thousand years or so, and images of the mermaid sirens are becoming more and more common, I can only conclude that the bird sirens were the original sirens, occupying that particular evolutionary niche, but they went extinct.
Not long after, the mermaids began moving to that gap left in nature and now there is a whole sub-species of mermaid that has become a mermaid-siren and they have evolved to take advantage of the same role that the bird-sirens once did.
