A DECREE FROM THE OFFICE OF THE CHANCELLOR
CONFIDENTIAL 
For five hundred years, Exodus has co-existed peacefully in the galaxy with the planet Earth. Now, as a token of our gratitude for the supports Earth has granted us in our colossal undertaking to colonize a new planet for all mankind, the Chancellor’s office is pleased to announce a “Good Will” tour of Earth by a specially selected cross-sector of Exodus citizens. These citizens will travel to Earth in pursuit of shared interests for humanity, including but not limited to development of trade, health care, housing, and environmental issues. 
If you are receiving this letter, your skillset and personal attributes have been deemed worthy of participation in this tour. This trip, the first of its kind in our five hundred year history, is to be considered a sacred duty and treated with utmost seriousness. Citizens will be expected to remember throughout their stay on Earth that they are representatives of Exodus and that they must conduct themselves with the highest degree of integrity and respect for the importance of their mission. Failure to do so will result in immediate prosecution by the state of Exodus. 
You have been assigned to the (Blue/Red/Green/Yellow/Orange) group. Your mission will be explained in greater detail as the date of departure approaches. 
IMPORTANT: The contents of this letter are considered a state secret until the Chancellor so chooses to make their contents public, likely at the Exodus 500 Year Celebration Gala. Revelation of this information to any outside party prior to that event will be considered treasonous and treated as such. 
Please schedule a physical with your assigned physician at your earliest convenience. Have the attached medical forms submitted to the Central Offices no later than July 1.

Team members will only know their team color initially. They will have received another letter closer to the gathering detailing their mission. They will not know who else is in their group prior to the Gala; however they will know that departure is imminent the day after the Gala. As a leader in environmental issues and engineering, and with less coastline reliance, Germany has emerged as the foremost leader of the UN following the collapse of former superpowers (China, America, Britain) after massive flooding on all continents’ coasts. Due to Germany’s prominence and its longstanding location as host of many international summits, including United Nations, this Goodwill trip will be based in Vienna, Austria. There will be a welcoming parade through the streets of Vienna the day after Exodus citizens arrive, followed by a state dinner and--you guessed it--another ball, this one hosted by the UN in honor of its guests.
TEAM ASSIGNMENTS AND MISSIONS  (remember, your character will have an idea of their mission going in to tonight’s chat, but will learn of their group mates only at the last minute): 
Blue: Niko, Donnie, Ryker Mission: Public relations.  Designed largely to keep Niko happy but also contained to events with Earth citizens of relatively little influence, this group will attend church gatherings in rural communities and perform a generic rotation of charitable duties designed to garner a good image for Exodus (e.g. gardening, visiting patients at hospitals and senior centers, hosting low-key fundraising events). 
Red: Max, Maverick, Li’ara Mission: Public policy. This group will spend much of their time at summits with Earth leadership and smaller meetings with diplomats, hearing out the concerns of Earth citizens and also trying to push ahead on Exodus’s current primary agenda: lower tariffs on trading goods from Earth in order to garner sufficient funds for the Mars colonization. 
Green: Augustus, Elena, Titus, Sloane Mission: Military weapons development. This group will be touring some military facilities on Earth - only those pre-approved by Earth’s governing bodies, of course - under the guise of learning more about how to work together to eventually develop military facilities and equipment suitable for a Mars colonization. The group will spend time meeting with military leaders and engineers from Earth. Lots of opportunities for photo ops to make a show of peaceful collaboration between Earth and Exodus; however each side will of course have their own private agenda. 
Yellow: Vera, Phaedra, Bea Mission: Public health outreach. As part of a multi-pronged PR approach to promoting an empathetic, humanitarian image for Exodus, this group has been assigned to work with a medical group on Earth similar to the old “Doctors Without Borders” organization. They will coordinate with social workers, lawyers, and medical doctors alike to deliver “wrap-around” services to impoverished families on Earth. Orange: Martin, Dot, Cain Mission: Public housing outreach. Another prong of Exodus’ PR mission, this group is tasked with design and construction of homes for the poor at little to no cost, à la Habitat for Humanity.

Characters
Over the years, five families have shown to be the most powerful players and have taken residence in Sector 1. All five families are in some sort power in the government of Exodus. The Gomez Family, Nero Family, Winston Family and Hawthorne Family all have a role in the council that Cora Bishop, the Chancellor must answer to. These families very rarely marry within each other due to in-fighting. Typically these families only marry within Sector 1.
Bishop Family - The Chancellor
The Bishop founded and funded Exodus over three hundred years ago. The original mission was to develop a utopia of sorts in a world that was quickly destroying itself. At first, the goal of the space station was for all walks of life to be treated equal but over the years, that way of thinking quickly changed. Democracy was nonexistent and a Chancellor was born from the original family. The Bishops have ruled Exodus since it’s launch. Cora Bishop is currently the Chancellor of Exodus and is priming her older child to take her place when the time comes.
Winston Family
When the concept for Exodus was being developed, the Winston family was approached to lead the security detail. There were not nearly as many people making Exodus their home as it is now. As the station grew, so did the Winston’s hold on security. Abraham Winston recently came into his position as Security Minister after his older brother stepped down. He’s much more aggressive then his older brother and many question if he is abusing his power. While the Bishop Family and Winston Family keep up appearances and appear friendly, there is a deadly rivalry that is brewing.
The Nero Family
The Nero family is the smallest family among the other elite families but their ties to the Bishop family are strong. In the past few years, the Nero reputation has been questioned thanks to Victor Nero taking a bride from earth before adopting a child from earth a few years after. Despite that, Victor has a position that very few want, Ambassador to Earth, making several trips to earth a year and having to deal with the people of Earth. Still, he’s instrumental in keeping relations with Earth positive since Exodus does rely on Earth for quite a few things still. They also run the scholarship program that brings five promising students from earth every year to attend school on Exodus. The Nero family is extremely close to the Bishop family and Victor aligns himself with Cora.
The Gomez Family
Relatively new to the elites, the Gomez Family is one of the only families ever to have roots in Sector 3. A hundred years ago, Cynthia Gomez's mother was a custodian from Sector Three when Cynthia was found to have a knack for technology and engineering. Today, her progeny has found a way create a synthetic ozone layer to use on the new Mars colony. Technology has become extremely important to the leaders of Exodus and the Gomez Family is the leader in all advancements on the ship. They’ve grown even more powerful since more evidence of Earth being unlivable in the next few years has come to light. The Chancellor has tasked their family and colleagues with finding a way for everyone to live on Mars. Despite following orders from the Chancellor, they are extremely loyal to the Winston family.
The Hawthorne Family
During the process of creating Exodus, the Bishops needed extra funds in order to get meet their deadline, The Hawthornes offered to assist with monetary compensation, in return, the Bishops agreed to create a sector of the station with higher class amenities that would allow the Hawthornes to live the life they were accustomed too. With that, Sector One was born. The Hawthorne family has no alliances or allegiances to anyone, instead preferring to play the middleman. Typically, the Hawthorne family is the deciding voice in all council votes.

Life on Exodus
Things to keep in mind:
Every member of Exodus over the age of 10 is outfitted with a microchip chip embedded into their left wrist and a watch that correlates with your chip’s data. This grants you access to certain sectors, holds all of your data for a soldier’s reference and allows you to access your meal plan in the cafeteria. Your watch is also used to communicate between residents and pay for items in the hub, like alcohol and clothing.
There are no jails although there are holding cells for minor infractions. Once convicted of a major crime by the Chancellor and the Cabinet, that person and most likely their family, will be sentenced to earth or to death via being shot off into space.
Families are only allowed two children. Those who have more then two will lose their position on Exodus and be relocated back to Earth. Those on Exodus look down on the people of Earth for having more then two children and procreating like rabbits.
Between 18-23, young adults are enrolled into intensive training related to their choice of expertise It’s like a college co-op, in which they still take some classes, but are mostly involved in a residency within their field. They each receive a mentor. Residents who prove to be ineffective, under perform, or don’t meet expectations for any reasons, are banished to earth (Though, unsurprisingly, a Sector 1 resident has not been banished to earth in  hundred and fifty years, despite reports of extreme failure to perform in some cases).
The space station is divided into five sections where the people of Exodus live and work. The top of the space station is navigation/mission control and contains highly classified rooms and data that only the most elite can access while the bottom of the space station houses  the military arm of Exodus (fighter jets, training simulators, strategy decks, etc), and a docking port, which serves as a shipping port but the space version.

The Hub: Located in the Middle Ring

This is the heart of the space station.Here all residents of all sectors work, eat and are educated here. Some amenities provided here are a cafeteria, schools, bar, med bay, several shops and restaurants as well as a gym and a pool.
Sector 1: Located in the Upper Ring of Exodus Population: 500

Sector one: Here is where the elite families reside. Sector one is located in the first upper ring, housing about 500 people. These include the elite five families but also the heads of most departments (from VP of engineering, to chief of surgery, to Lieutenant Generals), investors, billionaires, and the best in class of various fields. Each family is provided four bedrooms, an office, a living area and their own private kitchen and eating area. Only those in live in Sector 1 and those who work for those in Sector 1 have access to this sector.
Sector 2: Located in the Second Upper Ring Population: 2000

Sector 2 is located in the second most upper ring and houses about 2000 residents. Those considered middle class live here. Mid-level engineers, doctors, teachers and soldiers are some of the occupations that are able to afford to live in Sector 2. Each family gets two bedrooms and a small living area. It’s not fancy but it’s clean, modern, and in good working order. Only those from Sector 2 and Sector 1 can enter this sector.
Sector 3: Located in the Third most Upper Ring Population: 5300 +

Sector 3 is for residents who first arrive on Exodus as well as for those who do not have enough status or make enough to afford a place in Sector 2. They are in the third most upper ring and have a population of about 5,300. Sector 3 residents are families of custodial staff, servants, manufacturer laborers, cafeteria workers, or other blue collar labor force that sector 3 tends to include. Although it's difficult to move up in class for Sector 3 workers, some tend to have children who grow to become Sector 2 after they excel in a more appreciated proficiency like engineering or military. Only 7 individuals in 300 years have made it to Sector 1, including the first Society 1 Gomez. Sector 3 also includes new recruits from Earth who have to prove themselves should they wish to evolve in Sectors. If the Earthers are recruited for technological, leadership, or professional skill, it is more likely that they will eventually move up at least one class. Each family gets one room and sometimes generations live in one room together. Everyone has access to Sector 3. Sixty percent of Exodus residents live in Sector 3.
Sector 4: Located in the lowest ring.

Sector 4 is the most restricted section of Exodus. This is where the Chancellor keeps her office as well as other high ranking officials. All shipping, security, immigration, inventory and transportation goes through Sector 4. The controls for the ship are located here as well. This is the only place on the ship that isn’t under constant monitoring.

t’s 2517. The Earth has been ravaged by war, global warming, and a decimated population of only seven hundred million people left on the planet. Life is hard, and what’s left in the ruins of society is ravaged by poverty, crime, and corruption. Three hundred years ago, after World War IV, an intricate space station name Exodus was launched into orbit as an experiment to test human viability in space. The experiment was a success and Exodus still orbits the earth to this day. It began with only 10 people and has since evolved into its own civilization, with social nuances, class structure, division of labor, with most of the technological advances. It has become a symbol of hope, prestige, and desire for those unfortunate enough to be left on Earth.
 Within Exodus lies some of the most brilliant minds and strongest leadership left of humanity. Recently, an Exodus scientist discovered a way to replicate earth’s ozone, causing Exodus to be focused on one thing: colonizing Mars. With this colonization comes roles and responsibilities that depend on those with a certain skill set. Some hope to use this colony to save the people on earth, some hope only to save and serve their own interests. Class tensions are rising, rebellions are brewing, and no one is quite sure who to trust…
