Module 3: Disaster Risk and Reduction Management
In Concepcion Dos Marikina City, I was able to talk to Mr. Arnan M. Velasco the Assistant to the Legal Office of the barangay and I was able to ask him questions about Disasters that happens in the barangay. The first thing he mentioned was that our barangay was the flood catch basin. As we all know, Marikina is a valley wherein it is sandwiched by two mountains. With this being said it is easy to conclude that flooding is the most and common disaster our barangay encounters. It also happens normally because our country has an average of 20 typhoons per year. In order to prevent more damage, the barangay always conduct seminars. Every 3 months they conduct seminars about earthquakes, typhoons, fire, flood and etc. wherein they teach people what to do, what to bring, where to go, who to save and also conducts announced or unannounced drills. With the common fire, the barangay tries to prevent it by conducting a monthly check on octopus wiring or jumpers. On the annual budget for the BDRRM 70% goes to the equipments for rescue such as supplies, ropes, kits, ladders and boats and the other 30% goes to the quick response purchase such as relief goods for immediate evacuees. I also asked him, who does he think is the most vulnerable to these types of disasters, and he simply answered everybody. Because he said that these disasters are unpredictable and can kill anybody. In case of disasters, the barangay has a Q Gym which is at the back of the barangay and it serves as the evacuation centers because it is especially made to have high floors. And because the barangay is a catch basin, every place is equal no place is safer than the other. And because of the Barangays dedication to help, there are always roadworks that sometimes causes more damage sucha as long roadworks that causes the flood. When I asked him, what prevents the barangay from developing he also answered none. Because each and every person in the barangay is very cooperative. And their means of helping the victims is by providing technological classes and gives them things to jumpstart their business.
After the interview I conducted with Sir Arnan, I realized that I was so lucky to have lived in a barangay where everybody helps each other. And our barangay for me is very safe, doesn’t have much crimes, accidents and in case of disasters the barangay is always there to help. Our barangay is also super clean because every day there are street sweepers around the barangay cleaning and not to mention these sweepers are also trained to do first and to rescue in case of emergency. As a member of this community, I believe that full participation and cooperation is a must with every project the barangay has because they do things for the sake of their residents.
