It's really funny how many Liberals treat Socialist governments as inherently more "corrupt" when even the World Bank not only admits that governments in Eastern Europe become more corrupt after the fall of Socialism, but that specific Socialist policies had a positive effect on stopping corruption. One paper from 2000 claims that the communist parties of Eastern Europe tended to control the behaviour of public officials through various combinations of incentive, mutual oversight and punishment while in general "central planning did place certain boundaries on corruption". They didn't eliminate all government corruption, but these tactics were certainly more effective than anything the Post-Socialist governments were doing. A similar pattern can be observed in many other former Socialist states around the world.
Of course, you'd never hear anything like this reported in popular media. Engaging with the reality of Socialism might be useful for Liberal academics and policy makers (after all, it's an ancient truism that one should Know Thy Enemy) but it's no good for the masses to learn anything about it. It's best if your average person thinks of Socialism as nothing more than incompetence and evil; Red Fascists who can't even get the trains to run on time. There's a very striking difference between what the same institutions will grudgingly concede in policy papers and research versus what they'll proudly proclaim to the press
