The mangkwan's home is devastated and with little to no wildlife. They are obviously struggling and they may see the RDA as a way to gain opportunities, mainly weapons. They've lost alot so they take, even if it means hurting others. They don't care for humans but need they're supplies. Perhaps Quaritch, in exchange for weapons and supplies, makes a deal that they must help him capture Jake. Maybe Quaritch joins the Mangkwan because it gives him a sense of purpose that the RDA can't provide.(His loyalty to them is pretty surface level). Varang, there is still so much mystery to her. I don't think she'll be romantically interested in Quaritch( I hope not but we'll see)
