These are tough mannerisms tae break, private. We may walk the same dirt, inhabit the same planet, but everybody lives in their own world in some way or another. Sometimes those worlds clash, sometimes they don’t mix as well as we’d like.

Our world is different than what the civilians know, just as theirs is different from ours.

Let me explain. It uses three forms of the word buffalo, Buffalo to mean the city, buffalo to mean the animal, and buffalo to mean to bully or to intimidate. Technical language aside and with added prepositions, the sentence basically means:

Buffalo buffalo (buffalo that are from Buffalo) that other Buffalo buffalo buffalo (bully for the third buffalo) also buffalo (bully) other Buffalo buffalo.

It's one of my favorite silly English sentences bc it's fun to make people's brains melt with it.
