Barangay 471 is composed of streets of Antonio, Asturias, Rosarito, Navarra, Juaning, Satander and a portion of Dapitan and Laon Laan- it is a community that is prone to flood, fire and vulnerable for earthquake damage. Since Barangay 471 is in the context of urban community all houses are so close to each other when one house caught blaze the fire will spread quickly, therefore, the barangay officials, lgu or any concern departments should respond immediately to minimize damage. It is known by the public that this community is a flood-prone area for it is a “mababang lugar” barangay and has a problematic drainage system. With the abundance of tall buildings like apartments, restaurants, commercial and condominium these buildings are vulnerable to accrue severe earthquake damage. Barangay 471’s disaster risk management committee has a systematic and efficient contingency plan which contains: vulnerable assessment, early warning system, preparedness for effective response and early recovery, evacuation center, mobilization. As a weekly effort, `the barangay executes a weekly clean- up drive and de-clogging. The evacuation center and safe places and spaces that the barangay can utilize could not cater everyone belonging to its community for the space is not sufficient for it has large population hosting 1,872 individuals (, 840 males & 1032 female). Another issue that I would cite is it’s clogged drainage system it is evident that the barangay ineffective waste management and it directly affects its drainage system. Lastly, inadequate financial resources, lack of cooperation of its constituents, the members of the community fails to segregate their waste/ trash in the right place. Barangay 471 is not different to the general disaster situation of our country for it is plagued by overpopulation, defective drainage system. It was severely affected by strong typhoons such as Ondoy, PEdring, Quiel, Sendong and etc, causing a loss in GDP due to damage in the last 3 years. We are thankful for the efforts of our Barangay Disaster Risk Reduction and Management even though it has shortcomings and weaknesses they compensate through unwavering public service and is on full alert and ready to assist when a disaster would occur. We need to improve our urban planning and evacuation centers; prepare carefully for potential disasters and eradicate hazards to avoid and minimize damage and costs. As a member of Barangay 472, my role to address this situation is to present or suggest an efficient and effective contingency plan, help educate disaster risk reduction and management to my fellow members.

The safest place in Barangay 472 is Navarra street due to the street’s wide road it is the best place to evacuate during earthquake and optimal route for travel.

Since this barangay is near to the University of Santo Tomas it is prone to congested parking due to the influx of vehicles, public smoking and minors lurking around late at night.

Best practices in the Barangay entails incentive for our senior citizens, free legal services, burial assistance, regulated tricycle/ transport system. The programs of the barangay caters the middle to late age of the community’s population. The “toda” of our barangay is strictly regulated by the barangay and Local Government Unit hence the fair pricing per trip.
