I absolutely agree that it is basic common courtesy to clean up menstrual blood and also the right thing to do for public health and safety.
HOWEVER, as a possible explanation for anyone who may have encountered blood in a public restroom and been horrified at who would be so thoughtless as to not clean it up:
My sister (in her late 20s, still lives with our parents) has Down Syndrome as well as quite heavy periods. My mother has done her absolute best to try to teach my sister things like this, but she still often finds messy streaks from an incomplete clean-up or drips missed on the floor in their home bathroom. In public, my mother and I (when I am there) both do our best to monitor her and make sure she is not leaving behind a mess for others, but we cannot be there to do this all the time, especially if we want her to have any semblance of independence or agency in her life, both of which she has unfortunately little.
Sorry for the long addition. Again, completely understand the revulsion and even safety concerns, but I did feel the urge to put out there the possibility of someone with physical or mental disabilities when encountering a mess in public space.
If there are cleaning tools available, anon always tries to remove blood stains in any restroom they use. They have never encountered a toilet where there has been menstrual blood left from another person, and they wonder if it is common practice to clean it off.

My husband has a large appetite so whenever we go through a drive-tru I keep the food by my feet and whenever he finishes an item (sandwich, taco, etc) I ask him which one he wants next so I can dig it out of the bag and unwrap it for him. I usually get him a couple fries in between items as well
the role of the person in the passenger seat is not only navigator but secretary as well. you have to type up the drivers messages to random ladies on facebook about cbd cream & google whether that billy joel song was the theme song for that show or not

This is actually part of what made ESB such a good sequel! It turned the story on its head because the exact characteristics that made Luke the hero in ANH (primarily his reckless heroism) became a problem for him in Empire. He's the exact same character, except this time it gets him into trouble instead of making him the hero. Then in ROTJ, he's been able to learn some discipline while still keeping the central essence of his character, and he becomes the hero again!
Thesis, antithesis, synthesis. Simple but masterful storytelling.
ANH Luke Skywalker: “They’re going to kill the princess, I don’t care what Obi-Wan said, I’m going to save her.”
ESB Luke Skywalker: “They’re torturing my friends, I don’t care what Yoda said, I’m going to save them.”

Imagine if some company selling a product was like "yeah I know our product sucks but you have to keep buying it so we have enough money to make it better."
When people stop buying it because it sucks, that actually forces the company to take a long hard look in the mirror and go back to the drawing board to make the product better.
Why should it be any different with education?
