 MANILA – The Sandiganbayan anti-graft court has found a former Mountain Province mayor and other officials guilty of graft in connection with anomalous government contracts in 2009.

The anti-graft court's Third Division, in a decision penned by Associate Justice Ronald B. Moreno dated February 26 and recently made available online, sentenced the accused to up to eight years of imprisonment for each of the two charges.

Convicted were ex-Barlig mayor Magdalena Lupoyon and Albert Marafo, municipal treasurer.

Likewise found guilty for the second charge were Edmundo Challiis Sidchayao, then the vice mayor; former Sangguniang Bayan members Clark Chatongna Ngaya and Fernando Yacam-ma Cablog; and Danilo Lucas, municipal engineer.

The charges arose from two contracts awarded without public bidding for the repair of a pathway leading to Mount Amuyao worth PHP50,000 and for the construction of a gymnasium in the town that cost PHP2.5 million.

State auditors first sensed irregularities after a donation to the town was found to have been deposited to another bank account, seen as a deliberate attempt not to subject the money to government accounting and auditing rules.

"Verily, the rules on public bidding and on public funds disbursement are imbued with public interest. The positions and functions of the six accused impose upon them a greater responsibility in ensuring that rules on these matters are complied with. They are expected to exercise a greater degree of diligence," the ruling stated. (PNA)

Just finished re-reading Cablog by Dege Legg, its a comfort book for me when I feel extra shitty. Bummer that he passed away this year, he made great music and his book is great too. My copy is signed by him so I really cherish it. Next up I'm planning to read Frisk by Dennis Cooper. I'm still kinda occasionally trying to read and get through The Reddening by Adam Nevill when I can, and I like it, I just need more personally digestible stuff for my current state of mind.

[Christmas _Card]

Leading up to Christmas chaudhuriarchitects used their creativity to develop the office's annual christmas card. (See the images above) The idea behind the card was to turn the obvious Christmas tree pattern into a new contemporary 3d form to reflect the practices ethos. The tree is cut into the card and forms the undulating tree like surface whilst the companies logo has been used as the base formed from a cut square. The red back ground then forms the colour to the new opening.

The remaining images represent the Price & Myers Engineers Christmas card. The design if formed around a lazer cut piece is held delicately over an embossed design below with a recent company project carefully printed in gold to the rear. This was our favorite Christmas card this year and we thought it deserved a few images on the #CABLOG.

BAGUIO CITY-- The French tourist who had gone missing for eight days after hiking in a forest in a Mountain Province town was found by a team of rescuers Wednesday late afternoon in a ravine.

Lt. Morris Pangket Nay-osan of the Barlig police said members of the search and rescue team, composed of tour guides and local disaster risk reduction management and tourism offices and police, scoured the area until they located Jacques Francioly, 70, in a ravine at Sitio Sikling, Barangay Latang around 3 p.m.

“He was very weak and in need of special attention when he was found,” Nay-osan said.

One of the tour guides, Shadrack Cablog, said the rescuers brought Francioly to a local hospital around 8 p.m.

The Frenchman will be transferred to the Luis Hora Memorial Regional Hospital in Abatan, Bauko, Mountain Province, about two hours away from Barlig, for further medical treatment when his condition normalizes.

Nay-osan said Francioly, who checked in at Halfway Inn and Restaurant at Barangay Gawana on January 13, was reported missing on January 21.

Mayor Clark Ngaya ordered and organized a search and rescue operation to find Francioly, combing the areas of Pula, Banaue, Ifugao; Sitio Ammiw and Sitio Sicling in Barangay Latang.

Edelwina Pakurao Manonggit, manager of the inn where Francioly was booked, told authorities the Frenchman left the establishment on January 14 to go site-seeing and settle his bills when he returns.

After several days, the inn's personnel later told the police that when Francioly did not return to his room where they found his personal belongings still inside, they readily reported the incident to authorities.

In June 2017, Choi Sungkyu, 57, a Korean national, was also reported missing. He was found by a search party after 11 days.

Nay-osan reminded all tourists to follow the rules and regulations for their safety. (PNA)
