Registration of Cosmetics in India
Cosmetics are utilized to improve a person’s appearance. These are used for various beauty treatments such as skin tightening, hair removal, spot reduction, achieving radiant skin, and many more. They play a critical role in boosting an individual’s self-confidence and positive outlook. Consequently, there has been a significant increase in demand for cosmetics in the Indian market, resulting in substantial growth in the cosmetic industry in recent years. However, ensuring the highest quality and safety of cosmetics remains a major concern for the industry. 
For this reason, it is mandatory to register every cosmetic in India. The registration process must be compliant with the Drugs and Cosmetics Act of 1940 and the Cosmetic Rules of 2020. The Central Drug Standard Control Organisation (CDSCO), under the Ministry of Health and Family Welfare, is the regulatory authority responsible for overseeing these regulations. All cosmetics manufactured in or imported into India must be registered with the CDSCO.
Definition of Cosmetics as per the Drugs and Cosmetics Act, 1940
Under section 3(aaa) of the Drugs and Cosmetics Act, 1940, cosmetics is defined as, “any article intended to be rubbed, poured, sprinkled or sprayed on, or introduced into, or otherwise applied to, the human body or any part thereof for cleansing, beautifying, promoting attractiveness or altering the appearance, and includes any article intended for use as a component of cosmetic”.
Under the provisions of the aforesaid Act, the manufacture of cosmetics is regulated by the State Licensing Authorities appointed by the respective State Governments, while the import of cosmetics is regulated by the Central Licensing Authority appointed by the Central Government. The Drugs Controller General (India) is the Central Licensing Authority who grants registration certificate for import.
Key Requirements for Cosmetics in India
To ensure the safety, quality, and efficacy of cosmetics in India, key requirements under the Cosmetic Rules, 2020 are as follows:
All cosmetics manufactured in or imported to India must comply with the Cosmetic Rules, 2020.
All manufacturers must obtain a license or loan license from the State Licensing Authority to manufacture cosmetics for sale and distribution in India.
All importers must obtain an import registration certificate from the Central Licensing Authority to import cosmetics to India.
All the manufacturers of cosmetics in India must label and pack the cosmetics in accordance with the Cosmetic Rules, 2020 and Legal Metrology (Packaged Commodities) Rules, 2011, before selling or distributing the product.
Additional Regulatory Requirements for Cosmetics in India
Cosmetics should not contain any of the raw materials listed in Indian Standard IS: 4707.
Cosmetic products should not contain dyes, colours, or pigments other than those specified by the Bureau of Indian Standards (IS: 4707).
Cosmetic products that contain permitted synthetic organic and natural organic colours should not contain arsenic trioxide, lead, mercury, or heavy metals in excess of the quantities specified in the Cosmetic Rules, 2020.
Hexachlorophene should not be an ingredient in any cosmetic.
Manufacturers should not use animals for testing cosmetics.
Process to get Import Registration Certificate
Under Sections 12 and 13 of the Cosmetic Rules, 2020, a foreign manufacturer's authorised agent or authorised subsidiary may obtain import registration certification through the following process:
Apply to register cosmetics intended for import into India through the central government's online portal, Form COS-1.
The Form COS-1 can be submitted either by the manufacturer himself or his authorized agent or the importer or an Indian subsidiary authorized by the manufacturer.
If the Central Licensing Authority deems the documents provided with the application satisfactory, it may grant the applicant the Import Registration Certificate. The Central Licensing Authority may also reject an application, documenting its reasons in writing within six months of the application date.
If the Central Licensing Authority rejects the application, the applicant has forty-five days to appeal to the Central Government. If the government considers it necessary, it can pass orders in relation thereto within a period of ninety days from the date of appeal.
Before registering the import of a new cosmetic into India, the applicant must obtain prior permission from the Central Licensing Authority in Form COS-3 before registration of the cosmetic.
Process to get Licence or Loan Licence to Manufacture Cosmetics for Sale or Distribution
Under Section 23 of the Cosmetic Rules, 2020, anyone intending to manufacture cosmetics for sales and distribution should obtain a license from the State Licensing Authority through the following process:
Apply for a license through an identified online portal, (can apply offline if online portal is not operational) in Form COS-5 for a license or in Form COS-6 for a loan license.
For a new cosmetic, the manufacturer must obtain prior approval in Form COS-3 from the Central Licensing Authority.
In addition to the required documents, the applicant must also submit a self-declaration in Form COS-7 conforming to Good Manufacturing Practices and additional manufacturing related requirements.
Upon receipt of the application, within a period of forty-five days, the State Licensing Authority will grant a license or loan license after confirming that all requirements have been met or will inform the applicant if it determines that the applicant has not fulfilled the requirement.
Within thirty days from the date of grant of the license or loan license, the manufacturing site will be inspected by the subordinate officer delegated by the State Licensing Authority to verify the information given in the self-certificate in Form COS-7.
Requirements for Registration of Cosmetics for Import
Following is the list of main documents/details that need to be submitted at the time of applying for a cosmetic registration for import.

"Namibia is the driest country in Sub-Saharan Africa, and home to two of the world’s most ancient deserts, the Kalahari and the Namib. The capital, Windhoek, is sandwiched between them, 400 miles away from the nearest perennial river and more than 300 miles away from the coast. Water is in short supply.
It’s hard to imagine life thriving in Windhoek, yet 477,000 people call it home, and 99 per cent of them have access to drinking water thanks to technology pioneered 55 years ago on the outskirts of the city. Now, some of the world’s biggest cities are embracing this technology as they adapt to the harshest impacts of climate change. But Namibia leads the way.
How did this come about? In the 1950s, Windhoek’s natural resources struggled to cope with a rapidly growing population, and severe water shortages gripped the city. But disaster forced innovation, and in 1968 the Goreangab Water Reclamation Plant in Windhoek became the first place in the world to produce drinking water directly from sewage, a process known as direct potable reuse (DPR). 
That may sound revolting, but it’s completely safe. Dr Lucas van Vuuren, who was among those who pioneered Windhoek’s reclamation system, once said that “water should not be judged by its history, but by its quality”. And DPR ensures quality. 
This is done using a continuous multi-barrier treatment devised in Windhoek during eight years of pilot studies in the 1960s. This process – which has been upgraded four times since 1968 – eliminates pollutants and safeguards against pathogens by harnessing bacteria to digest the human waste and remove it from the water. This partly mimics what happens when water is recycled in nature, but Windhoek does it all in under 24 hours...

“We know that we have antibiotics in the water, preservatives from cosmetics, anti-corrosion prevention chemicals from the dishwasher,” Honer explains. “We find them and we remove them.”
Honer adds that online instruments monitor the water continuously, and staff ensure that only drinking water that meets World Health Organisation (WHO) guidelines is sent to homes. If any inconsistencies are detected, the plant goes into recycle mode and distribution is halted until correct values are restored. 
“The most important rule is, and was, and always will be ‘safety first’,” says Honer.  The facility has never been linked to an outbreak of waterborne disease, and now produces up to 5.5m gallons of drinking water every day – up to 35 per cent of the city’s consumption.
Namibians couldn’t survive without it, and as water shortages grip the planet, Windhoek’s insights and experience are more important than ever.
Interest from superpowers across the globe
In recent years, delegations from the US, France, Germany, India, Australia, Singapore, and the United Arab Emirates have visited Windhoek seeking solutions to water shortages in their own countries. 
Megadrought conditions have gripped the US since 2001, and the Colorado River – which provides 40 million people with drinking water – has been running at just 50 per cent of its traditional flow. As a result, several states including Texas, California, Arizona and Colorado are beginning to embrace DPR.
Troy Walker is a water reuse practice leader at Hazen and Sawyer, an environmental engineering firm helping Arizona to develop its DPR regulations. He visited Windhoek last year. “It was about being able to see the success of their system, and then looking at some of the technical details and how that might look in a US facility or an Australian facility,” he said. “[Windhoek] has helped drive a lot of discussion in industry. [Innovation] doesn’t all have to come out of California or Texas.”

Namibia has also helped overcome the biggest obstacle to DPR – public acceptance. Disgust is a powerful emotion, and sensationalist ‘toilet to tap’ headlines have dismantled support for water reuse projects in the past. Unfortunately, DPR’s biggest strength is also its biggest weakness, as the speed at which water can re-enter the system makes it especially vulnerable to prejudice, causing regulators to hesitate. “Technology has never been the reason why these projects don’t get built – it’s always public or political opposition,” says Patsy Tennyson, vice president of Katz and Associates, an American firm that specialises in public outreach and communications.
That’s why just a handful of facilities worldwide are currently doing DPR, with Windhoek standing alongside smaller schemes in the Philippines, South Africa and a hybrid facility in Big Spring, Texas. But that’s all changing. Drought and increased water scarcity worldwide are forcing us to change the way we think about water. 
Now, the US is ready to take the plunge, and in 2025, El Paso Water will begin operating the first ‘direct to distribution’ DPR facility in North America, turning up to 10m gallons of wasterwater per day into purified drinking water – twice as much as Windhoek. San Diego, Los Angeles, California, as well as Phoenix, Arizona are also exploring the technology."
Of course, DPR is not a silver bullet in the fight against climate change. It cannot create water out of thin air, and it will not facilitate endless growth. But it does help cities become more climate resilient by reducing their reliance on natural sources, such as the Colorado River. 
As other nations follow in Namibia’s footsteps, Windhoek may no longer take the lead after almost six decades in front.
“But Windhoek was the first,” Honer reminds me. “No one can take that away.”"

Because of the expense of importing these ingredients, pharaohs, like Hatshepsut, sent expeditions to Punt (modern day Somalia) to return with seeds and plants that would allow the Egyptians to grow frankincense and myrrh, which they used in great quantities, rather than relying on trade. Unfortunately, the plants didn't grow well in the climate around the Nile.

There are some plants, though, that we no longer have access to, such as persimmon, which is not the modern day fruit, but an oil that was mentioned among the items hidden from the Romans out of the second Jewish Temple from 66-68 CE. Jars of what was believed to be the oil were found in 1988 in Qumran caves near the Dead Sea. It is believed that as part of the war against the Romans, the Jews of Ein-Gedi destroyed the plant rather than let it be taken by the Romans.

The first known treatise on perfumery by Tapputi-Belatekallim, the female overseer at the Royal Palace in Babylonian Mesopotamia, who recorded her methods for extracting and blending scents, making her one of the first recorded chemists, as well as recording the oldest reference to a still. She lived about 1200 BCE and used flowers, oil, cyperus, balsam, and myrrh in her blends. Her two tablets resulted in 27 pages in translation, though there are still questions as to what some of the plants she used are called now.

With the rise of Christianity as the official religion of the Roman Empire in the 4th century CE and spreading from there, the use of perfume and incense declined in the West, as did the use of cosmetics, which also relied on the trade networks established for the transportation of incense and perfume ingredients. These brands focus on generic ingredients – niacinamide, hyaluronic acid, vitamin C – positioning them as one-size-fits-all solutions.
But here's the uncomfortable truth: a 19-year-old's skin concerns are vastly different from a 35-year-old's. Yet somehow, we're all supposed to believe that the same retinol serum will work equally well for both.
The irony is palpable when you see a 23-year-old creator promoting "anti-aging" products. Anti-aging for what? The fine lines they might develop in a decade? Meanwhile, women who actually need these products – those dealing with real signs of aging, hormonal changes, and declining collagen – are nowhere to be seen in these campaigns.
The Biology of 30+: What Science Actually Says
After 30, everything changes. This isn't marketing speak – it's science backed by dermatological research.
Collagen production drops by approximately 1% each year after age 25, with a more dramatic decline post-30. Research published in the International Journal of Cosmetic Science shows that by age 40, women have lost 10-20% of their skin's collagen content. Cell turnover slows significantly, going from every 28 days in your twenties to every 45-60 days in your forties, meaning skin takes longer to regenerate and repair itself.
Hormonal fluctuations become more pronounced, especially approaching perimenopause (typically starting in the late 30s to early 40s), leading to increased sensitivity, dryness, and unpredictable adult acne. The elastin fibers that keep skin bouncy and firm begin to weaken, while decades of cumulative sun damage starts manifesting as dark spots, uneven texture, and deeper lines.

These brands don't just create age-appropriate products – they cast age-appropriate models. Their advertisements feature women in their 40s, 50s, and beyond, acknowledging that their target demographic actually experiences the problems their products claim to solve.
The contrast with Indian brands couldn't be starker. While Western beauty companies recognize that mature women represent purchasing power and brand loyalty, Indian brands remain fixated on 22-year-old influencers promoting "preventive" skincare.
By ignoring the 30+ demographic, Indian skincare brands are missing a massive opportunity. This demographic has:
