The US Department of Transportation has ordered states to kill their implementation plans related to the National Electric Vehicle Infrastructure program, according to a memo obtained by WIRED that was later made public. The decision appears to halt in its tracks a $5 billion program designed to fund state projects to install electric vehicle charging stations across the United States.
Officials at the Federal Highway Administration (FHWA), which manages the program, ordered state transportation directors to “decertify” the plans that all 50 states have used to outline where and how they will build their charging stations, and with what companies they’ll contract to do so. States have followed those plans to build more than 30 charging stations across the US, with hundreds more on the way.
Surveys show prospective car buyers cite the country’s lagging electric vehicle charging infrastructure as a major reason they won’t buy electric. The NEVI program, established by 2021’s Infrastructure Law, was the government’s answer to those concerns. It attempts to build chargers along thousands of miles of federal highway, with a focus on places that might not otherwise be able to financially support a charger.
The memo says transportation officials in President Donald Trump’s administration will write all new guidance for the program, which will then go through a public comment period. The timeline suggests work on the federally-funded electric vehicle charger network may be paused for months.
The order may be illegal. It could fly in face of court orders demanding the Trump administration “unfreeze” a funding pause that prevents federal money from flowing to state agencies. It may also violate the Administrative Procedures Act, which requires agencies to follow legal procedures before taking action.
“There is no legal basis for funds that have been apportioned to states to build projects being ‘decertified’ based on policy,” says Andrew Rogers, a former deputy administrator and chief counsel of the Federal Highway Administration.
The US DOT did not immediately respond to a request for comment.
It’s unclear how the DOT’s order will affect charging stations that are under construction. In the letter, FHWA officials write that “no new obligations may occur,” suggesting states may not sign new contracts with businesses even if those states have been allocated federal funding. The letter also says “reimbursement of existing obligations will be allowed” as the program goes through a review process, suggesting states may be allowed to pay back businesses that have already provided services.
Billions in federal funding have already been disbursed under the program. Money has gone to both red and blue states. Top funding recipients last year included Florida, New York, Texas, Georgia, and Ohio.
Tesla CEO Elon Musk has spent the last few weeks at the head of the federal so-called Department of Government Efficiency directing “audits” and cuts to federal spending. But his electric automobile company has been a recipient of $31 million in awards from the NEVI program, according to a database maintained by transportation officials, accounting for 6 percent of the money awarded so far.
The Trump administration has said that it plans to target electric vehicles and EV-related programs. An executive order signed by Trump on his first day in office purported to eliminate “the EV mandate,” though such a federal policy never existed.
NEVI projects have taken longer to get off the ground than other charging station construction because the federal government was deliberate in allocating funding to companies with track records, that could prove they could build or operate charging stations, says Ryan McKinnon, a spokesperson for Charge Ahead Partnership, a group of businesses and organizations that work in electric vehicle charging. If NEVI funding isn’t disbursed, “the businesses that have spent time or money investing in this program will be hurt,” he says.

What kind of work can be done on a commodore 64 or those other old computers? The tech back then was extremely limited but I keep seeing portable IBMs and such for office guys.
I asked a handful of friends for good examples, and while this isn't an exhaustive list, it should give you a taste.
I'll lean into the Commodore 64 as a baseline for what era to hone in one, let's take a look at 1982 +/-5 years.
A C64 can do home finances, spreadsheets, word processing, some math programming, and all sorts of other other basic productivity work. Games were the big thing you bought a C64 for, but we're not talking about games here -- we're talking about work. I bought one that someone used to write and maintain a local user group newsletter on both a C64C and C128D for years, printing labels and letters with their own home equipment, mailing floppies full of software around, that sorta thing.
IBM PCs eventually became capable of handling computer aided design (CAD) work, along with a bunch of other standard productivity software. The famous AutoCAD was mostly used on this platform, but it began life on S-100 based systems from the 1970s.
Spreadsheets were a really big deal for some platforms. Visicalc was the killer app that the Apple II can credit its initial success with. Many other platforms had clones of Visicalc (and eventually ports) because it was groundbreaking to do that sort of list-based mathematical work so quickly, and so error-free. I can't forget to mention Lotus 1-2-3 on the IBM PC compatibles, a staple of offices for a long time before Microsoft Office dominance.
CP/M machines like Kaypro luggables were an inexpensive way of making a "portable" productivity box, handling some of the lighter tasks mentioned above (as they had no graphics functionality).
The TRS-80 Model 100 was able to do alot of computing (mostly word processing) on nothing but a few AA batteries. They were a staple of field correspondence for newspaper journalists because they had an integrated modem. They're little slabs of computer, but they're awesomely portable, and great for writing on the go. Everyone you hear going nuts over cyberdecks gets that because of the Model 100.
Centurion minicomputers were mostly doing finances and general ledger work for oil companies out of Texas, but were used for all sorts of other comparable work. They were multi-user systems, running several terminals and atleast one printer on one central database. These were not high-performance machines, but entire offices were built around them.
Tandy, Panasonic, Sharp, and other brands of pocket computers were used for things like portable math, credit, loan, etc. calculation for car dealerships. Aircraft calculations, replacing slide rules were one other application available on cassette. These went beyond what a standard pocket calculator could do without a whole lot of extra work.
Even something like the IBM 5340 with an incredibly limited amount of RAM but it could handle tracking a general ledger, accounts receivable, inventory management, storing service orders for your company. Small bank branches uses them because they had peripherals that could handle automatic reading of the magnetic ink used on checks. Boring stuff, but important stuff.
I haven't even mentioned Digital Equipment Corporation, Data General, or a dozen other manufacturers.
I'm curious which portable IBM you were referring to initially.
All of these examples are limited by today's standards, but these were considered standard or even top of the line machines at the time. If you write software to take advantage of the hardware you have, however limited, you can do a surprising amount of work on a computer of that era.

The global backlash against the second Donald Trump administration keeps on growing. Canadians have boycotted US-made products, anti–Elon Musk posters have appeared across London amid widespread Tesla protests, and European officials have drastically increased military spending as US support for Ukraine falters. Dominant US tech services may be the next focus.
There are early signs that some European companies and governments are souring on their use of American cloud services provided by the three so-called hyperscalers. Between them, Google Cloud, Microsoft Azure, and Amazon Web Services (AWS) host vast swathes of the internet and keep thousands of businesses running. However, some organizations appear to be reconsidering their use of these companies’ cloud services—including servers, storage, and databases—citing uncertainties around privacy and data access fears under the Trump administration.
“There’s a huge appetite in Europe to de-risk or decouple the over-dependence on US tech companies, because there is a concern that they could be weaponized against European interests,” says Marietje Schaake, a nonresident fellow at Stanford’s Cyber Policy Center and a former, decade-long member of the European Parliament.
The moves may already be underway. On March 18, politicians in the Netherlands House of Representatives passed eight motions asking the government to reduce reliance on US tech companies and move to European alternatives. Days before, more than 100 organizations signed an open letter to European officials calling for the continent to become “more technologically independent” and saying the status quo creates “security and reliability risks.”
Two European-based cloud service companies, Exoscale and Elastx, tell WIRED they have seen an uptick in potential customers looking to abandon US cloud providers over the last two weeks—with some already starting to make the jump. Multiple technology advisers say they are having widespread discussions about what it would take to uproot services, data, and systems.
“We have more demand from across Europe,” says Mathias Nöbauer, the CEO of Swiss-based hosting provider Exoscale, adding there has been an increase in new customers seeking to move away from cloud giants. “Some customers were very explicit,” Nöbauer says. “Especially customers from Denmark being very explicit that they want to move away from US hyperscalers because of the US administration and what they said about Greenland.”
“It's a big worry about the uncertainty around everything. And from the Europeans’ perspective—that the US is maybe not on the same team as us any longer,” says Joakim Öhman, the CEO of Swedish cloud provider Elastx. “Those are the drivers that bring people or organizations to look at alternatives.”
Concerns have been raised about the current data-sharing agreement between the EU and US, which is designed to allow information to move between the two continents while protecting people’s rights. Multiple previous versions of the agreement have been struck down by European courts. At the end of January, Trump fired three Democrats from the Privacy and Civil Liberties Oversight Board (PCLOB), which helps manage the current agreement. The move could undermine or increase uncertainty around the agreement. In addition, Öhman says, he has heard concerns from firms about the CLOUD Act, which can allow US law enforcement to subpoena user data from tech companies, potentially including data that is stored in systems outside of the US.
Dave Cottlehuber, the founder of SkunkWerks, a small tech infrastructure firm in Austria, says he has been moving the company’s few servers and databases away from US providers to European services since the start of the year. “First and foremost, it’s about values,” Cottlehuber says. “For me, privacy is a right not a privilege.” Cottlehuber says the decision to move is easier for a small business such as his, but he argues it removes some taxes that are paid to the Trump administration. “The best thing I can do is to remove that small contribution of mine, and also at the same time, make sure that my customers’ privacy is respected and preserved,” Cottlehuber says.
Steffen Schmidt, the CEO of Medicusdata, a company that provides text-to-speech services to doctors and hospitals in Europe, says that having data in Europe has always “been a must,” but his customers have been asking for more in recent weeks. “Since the beginning of 2025, in addition to data residency guarantees, customers have actively asked us to use cloud providers that are natively European companies,” Schmidt says, adding that some of his services have been moved to Nöbauer’s Exoscale.
Harry Staight, a spokesperson for AWS, says it is “not accurate” that customers are moving from AWS to EU alternatives. “Our customers have control over where they store their data and how it is encrypted, and we make the AWS Cloud sovereign-by-design,” Straight says. “AWS services support encryption with customer managed keys that are inaccessible to AWS, which means customers have complete control of who accesses their data.” Staight says the membership of the PCLOB “does not impact” the agreements around EU-US data sharing and that the CLOUD Act has “additional safeguards for cloud content.” Google and Microsoft declined to comment.
The potential shift away from US tech firms is not just linked to cloud providers. Since January 15, visitors to the European Alternatives website increased more than 1,200 percent. The site lists everything from music streaming services to DDoS protection tools, says Marko Saric, a cofounder of European cloud analytics service Plausible. “We can certainly feel that something is going on,” Saric says, claiming that during the first 18 days of March the company has “beaten” the net recurring revenue growth it saw in January and February. “This is organic growth which cannot be explained by any seasonality or our activities,” he says.
While there are signs of movement, the impact is likely to be small—at least for now. Around the world, governments and businesses use multiple cloud services—such as authentication measures, hosting, data storage, and increasingly data centers providing AI processing—from the big three cloud and tech service providers. Cottlehuber says that, for large businesses, it may take many months, if not longer, to consider what needs to be moved, the risks involved, plus actually changing systems. “What happens if you have a hundred petabytes of storage, it's going to take years to move over the internet,” he says.
For years, European companies have struggled to compete with the likes of Google, Microsoft, and Amazon’s cloud services and technical infrastructure, which make billions every year. It may also be difficult to find similar services on the scale of those provided by alternative European cloud firms.
“If you are deep into the hyperscaler cloud ecosystem, you’ll struggle to find equivalent services elsewhere,” says Bert Hubert, an entrepreneur and former government regulator, who says he has heard of multiple new cloud migrations to US firms being put on hold or reconsidered. Hubert has argued that it is no longer “safe” for European governments to be moved to US clouds and that European alternatives can’t properly compete. “We sell a lot of fine wood here in Europe. But not that much furniture,” he says. However, that too could change.
Schaake, the former member of the European Parliament, says a combination of new investments, a different approach to buying public services, and a Europe-first approach or investing in a European technology stack could help to stimulate any wider moves on the continent. “The dramatic shift of the Trump administration is very tangible,” Schaake says. “The idea that anything could happen and that Europe should fend for itself is clear. Now we need to see the same kind of pace and leadership that we see with defense to actually turn this into meaningful action.”

I just saw a job description with a fascinating set of technical red flags:
Milliseconds matter! Performance is key! Optimizing database access, algorithms, choosing the right data structures, in general working to design performant systems.
This is a C# job. Usually, if optimization actually really matters in a piece of software, it would be written in C or C++, or maybe Go, not C#. So this means that either they used the wrong language for their stack (and have no intent to switch) or they don't know what actually makes good software good and just put this on the job description to make it look sharp.
We write code from the ground up. We don’t use a lot of frameworks, packages, etc. Not a lot of macro-level stuff. Core software engineering chops is what we’re looking for.
Translation: "We like to waste a lot of time reinventing the wheel".
Our suite of systems is vast and varied. There are web services (REST, SOAP, hybrid), windows services, daemons, websites, libraries, command line tools, windows apps.
"Our services have no consistent interface, or guiding design principles, and getting them to interact with each other sensibly will be a nightmare."
We have plans to redesign several of the older systems, which will be a lot of fun.
"Our legacy codebase is so bad that we finally decided we couldn't fix it and instead are throwing it all out and starting over again."
There are a lot of system interfaces, both within our own suite as well as across teams in the organization. Plenty of opportunities for collaboration with a lot of smart people.
"We mentioned earlier that our services have no consistent interface, but have we also mentioned that there are a lot of them?"
We have immediate needs for refactoring and several enhancements to allow us to scale up to meet increased loads.
"The technical debt is so bad that even management thinks it's time to refactor."
We work with LOTS of data (many, many TB) & it comes fast! Scalability & heavy transactional loads, heavy reporting are common challenges for us. We solve a lot of interesting and tricky problems. Often not your typical collect/save/display that you get at other places. Not snapping into established frameworks. Working across tiers as required. Opportunities for more advanced coding.
Normally this wouldn't be a red flag, but when combined with the rest of the job description, it just really hammers home the point that it's going to be a huge pain in the ass to work with this codebase and a lot of "clever" hacky shit will probably be required.
