Assam to Denotify Three Proposed Reserve Forests, Grant Land Rights to 20,000 Residents

The Assam government has decided to denotify three Proposed Reserve Forests (PRFs) in Tinsukia district, paving the way for over 20,000 residents to receive land rights. This move aims to convert these PRFs into revenue villages, providing relief to communities that have long faced restrictions under forest regulations.
Government’s Decision and Its Impact
Announcing the decision after a Cabinet meeting, Chief Minister Himanta Biswa Sarma stated that the denotification would enable people residing in these areas to secure legal ownership of their land.
The affected PRFs include:
Talpathar – 170 hectares
Mohongpathar – 466 hectares
1st Addition to Duarmarah – 113 hectares
“These areas were under PRF status, preventing residents from obtaining land rights. Transforming them into revenue villages will ensure these people can finally claim ownership of the land they have lived on for decades,” said Sarma in a late-night press conference.
Concerns Over Forest Cover Decline
According to the India State of Forest Report (ISFR) 2023, Assam’s forest cover has decreased by nearly 84 sq km between 2021 and 2023. The current total forest and tree cover in the state stands at 30,415.01 sq km.
While the government’s decision is aimed at resolving land ownership issues, it has raised concerns among environmentalists who fear further depletion of Assam’s forest reserves.
Balancing Development and Conservation
The Assam government maintains that the move is essential for the welfare of affected communities. However, experts emphasize the need for sustainable policies that balance land rights with conservation efforts to prevent further ecological loss.

In the heart of Khyber Pakhtunkhwa, a storm is brewing over the fate of its budding athletes. A promising vision to nurture talent and promote sports has been marred by bureaucratic negligence and alleged financial mismanagement. The tranquility of the region is now overshadowed by the growing controversy surrounding the de-notification of 12 sports complexes.
The tale begins in the scenic Lelonai area of Shangla, where a sports complex, once a beacon of hope for local youth, was abruptly de-notified in 2023. The decision, attributed to the Deputy Commissioner of Shangla, was justified by persistent issues plaguing the project since its inception in 2014.
However, this was not an isolated incident. A report by the Sports Directorate of Khyber Pakhtunkhwa revealed that 12 sports complex projects were scrapped during the 2023-24 period. The report, however, remained conspicuously vague about the exact locations, fueling speculation and unease among the public. Sources suggest that these decisions were largely made during the tenure of the caretaker government, affecting areas like Mera Kachori, Battagram, and others.
In Battagram, the situation took a particularly contentious turn. The land earmarked for a proposed sports complex became a battleground for disputes. Allegations surfaced that the Project Directorate of the Thousand Sports Project, citing a lack of funds, bypassed the Secretary of Sports and obtained approval from the former Director-General of Sports. This was despite the Finance Department having already allocated funds for the project.
The matter was brought to the assembly by Taj Muhammad Khan, a member of the provincial assembly from Battagram. He not only deemed the de-notification illegal but also demanded action against those responsible and recovery of the financial losses. The case has now been referred to the standing committee.
Meanwhile, the Sports Directorate of Khyber Pakhtunkhwa finds itself entangled in 14 court cases. In a surprising turn of events, the directorate absolved itself of any responsibility in the de-notification decisions, placing the blame squarely on the Deputy Commissioners of the respective districts.
These decisions have cast a long shadow over the future of sports development in Khyber Pakhtunkhwa. The province's athletes, already grappling with a dearth of basic facilities, now face the added challenge of canceled sports complex projects. This has not only demoralized the athletes but also sparked outrage among sports enthusiasts and public representatives.
Calls for immediate clarification and transparent investigations have echoed throughout the region. The public demands accountability and action to prevent the misuse of funds and land. They seek a renewed commitment to promoting sports and nurturing the talents of their youth.

SEZ Office Leasing in Mumbai Hits a Record High—What’s Driving the Surge?

Mumbai’s commercial real estate market is witnessing a major transformation, with SEZ office leasing hitting 1.50 million square feet in 2024—an 80% increase from last year. This surge comes after the government introduced a partial denotification policy, allowing up to 50% of SEZ spaces to be converted into Domestic Tariff Areas (DTAs). This move has made SEZs more flexible and attractive to businesses, reversing years of high vacancy rates.
Leading the demand are IT-BPM, BFSI, healthcare, and engineering firms, with BFSI alone recording a 28x jump in SEZ leasing. Global Capability Centers (GCCs) of multinational corporations are also securing SEZ spaces for their secure infrastructure and high-end facilities. The trend is not just limited to Mumbai—other key business hubs, including coworking space in Bangalore, are experiencing increased leasing activity.
Powai and Thane-Belapur Road have seen the biggest reductions in SEZ vacancies, while across India’s top eight cities, SEZ leasing grew by 49% in 2024, reaching 17 million square feet in transactions. With businesses prioritizing security, infrastructure, and flexibility over tax incentives, SEZs are making a strong comeback.

Raheja Developers Limited, (RDL), formerly Raheja Developers Private Limited, is an Indian real estate development company with its headquarters in Delhi, India.
RDL was incorporated in 1990 by its current Chairman and Managing Director Navin Raheja.
HISTORY
Raheja Developers Limited was incorporated by Navin Raheja in 1990. The group has worked with contractors such as Aedas,, Shapoorji-Pallonji and two of its joint-development projects were in collaboration with Tata Group. It had also collaborated with Dubai-based Arabtec Construction.
In 2008, Raheja Developers planned to build a Special Enterprise Zone (SEZ) in Gurgaon at an estimated cost of $660M US. The development was to be on a 255-acre (103 ha) site, but the project did not advance. The Government of India announced denotification of the SEZ project on 29 January 2014.
In 2020, Raheja Revanta, the tallest residential towers by Raheja Developers, was awarded the Luxury Project of the Year by CNN News 18 Real Estate Business Excellence Awards. The project is being built by Arabtec, the makers of Burj Khalifa, Dubai. Raheja Vanya, located in Gurugram, bagged the Green Project of the Year Award 2020.
CONTROVERSIES
In 2010, a raid by Indian Income Tax authorities led to a recovery of tax evasion amounting to ₹80 crore (US$11 million).
In 2014 investigative portal Cobrapost conducted a sting operation against several real estate developers. It alleged that Raheja was one among the several developers willing to accept black money. Based on this, the Central Board of Direct Taxes ordered a probe into Raheja and 34 other developers.
In 2014, the Prime Minister of India's Office ordered a probe relating to alleged irregularities in a Gurgaon housing project named Raheja Atharva. Subsequently, the State Level Expert Appraisal Committee investigated, and 0.8 acres of the Atharva project was sealed as it was illegally constructed without any Environmental Clearances.
In October 2019, one of Raheja's projects were imposed with a heavy fine, for flouting pollution norms.
In July 2019, Raheja Developers faced insolvency proceedings under the Section 7 of Insolvency and Bankruptcy Code, 2016, on a complaint filed by home buyers on alleged delay in delivery of flats. On enquiry, the NCLAT bench observed that the home buyers had filed the application with intent of refund of money. 
The NCLAT reserved its order in the case in September 2019, further removing the Interim Resolution Professional (IRP) in January 2020, thus allowing the board of directors to take back control of the company.

Omar Sarfaraz Cheema has been denotified as Punjab governor on Tuesday hours after President Alvi’s rejection to approve Prime Minister Shehbaz Sharif's summary to remove Omar Cheema from his post.
The latest situation emerged as President Arif Alvi on Monday rejected PM Shehbaz’s advice to remove Governor Punjab Cheema from office.
In a statement issued by the President's Secretariat, President Alvi has conveyed to the prime minister that the Punjab governor cannot be removed without his approval.
However, in contrast to the President’s rejection of the PM’s advice, the cabinet division issued late Monday night a notification regarding the removal of Omar Cheema as governor of Punjab.
“In terms of Article 101 and proviso to Article 48 (1) of the constitution of the Islamic Republic of Pakistan, read with serial No. 2D of schedule V-B to the Rules of Business, 1973 and the Prime Minister’s advice (s) rendered on 17-04-2022 and 01-05-2022 for removal of Governor of Punjab, Mr Omer Sarfaraz Cheema ceases to hold the office of the Governor Punjab, with immediate effect,” the notification said.
According to the notification, henceforth, the speaker of the Punjab assembly will perform his responsibilities as acting governor of Punjab till the appointment of the new governor.
According to the sources, security has also been withdrawn from Omar Cheema following his removal from the governor’s post.
Incumbent Governor Cheema has been causing problems for the PML-N in Punjab ever since he was given the post by Imran Khan during his last days in power. The governor had triggered a constitutional crisis after he refused to administer the oath to Chief Minister Punjab Hamza Shahbaz.

Hamza was finally sworn in after the Lahore High Court ordered NA Speaker Raja Pervaiz Ashraf to administer the oath.
Cheema had last week said that he would arrest CM Punjab Hamza Shehbaz Sharif if provided “a subedar and four soldiers” and had also asked Chief of Army Staff (COAS) General Qamar Javed Bajwa to play his "role" in the implementation of the Constitutional framework in Punjab.
The federal government has nominated Baligh-ur-Rehman as the new governor of Punjab.
Rehman, who hails from Bhawalpur, was elected from the NA-185 constituency in 2008 and 2013. He had earlier served as the state minister for education, interior and narcotics control when Nawaz Sharif became prime minister after the PML-N’s victory in the 2013 elections.
Omar Cheema rejects denotification orders
Cheema, meanwhile, has refused to accept the orders regarding his removal issued by the Cabinet Division.
He said President Alvi rejected the summary for his removal sent by the premier due to "exceptional circumstances" but the Cabinet Division still issued the notification for his removal.
Terming the notification “unconstitutional”, he said that he would consult legal experts and announce his strategy.
