IDW1 must take place on an alternate Earth where no one has ever heard of ACAB and everyone wears "thin blue line" merchandise because there's literally no other way that a single Autobot killing a USAmerican cop in self defense would be such worldwide news that even Mexican journalists would go "OMG????
