भारत के निर्वाचन आयोग ने मंगलवार को बिहार के मतदाता सूची में बड़ी गड़बड़ियों का खुलासा किया, जो उनकी स्पेशल इंटेंसिव रिवीज़न (एसआईआर) प्रक्रिया के दौरान सामने आईं। आयोग ने बताया कि इस सर्वे में 18 लाख मृत मतदाताओं, 26 लाख ऐसे मतदाताओं, जो दूसरी जगहों पर चले गए हैं, और 7 लाख ऐसे मतदाताओं के नाम पाए गए, जिनका नाम दो जगहों पर दर्ज था।
निर्वाचन आयोग ने अपनी इस एसआईआर प्रक्रिया का बचाव किया, जिस पर सुप्रीम कोर्ट और विपक्ष ने सवाल उठाए हैं। आयोग का कहना है कि यह प्रक्रिया मतदाता सूची को सही करने में मदद करती है, ताकि अयोग्य लोगों के नाम हटाए जा सकें। आयोग ने अपने हलफनामे में कहा, 'एसआईआर प्रक्रिया मतदाता सूची से अयोग्य लोगों को हटाकर चुनावों की पारदर्शिता को बढ़ाती है। वोट देने का अधिकार संविधान के अनुच्छेद 326 और जनप्रतिनिधित्व अधिनियम 1950 की धारा 16 व 19, और 1951 की धारा 62 से मिलता है, जिसमें नागरिकता, उम्र और सामान्य निवास जैसी शर्तें हैं। अयोग्य व्यक्ति को वोट देने का अधिकार नहीं है, इसलिए वह इस मामले में अनुच्छेद 19 या 21 का उल्लंघन होने का दावा नहीं कर सकता।'
