I honestly don't get why people are surprised that Kevin didn't recognize Neil. Like I've seen so many people makes jokes about the power of hair dye and plot amor but you wanna know what does have a lot of power? Time.

It had been like 8 years since Kevin had seen Neil and he met him one time. It's literally been like a year and I literally don't recognize people I've known for like 9 years. A person's appearance changes A LOT from 10 to 18, I would honestly be shocked if kevin WAS able to recognize him.

Sometimes, I think about the fact that Wymack is Kevin's dad, and I want to weep. He dedicated his entire life to helping others who had grown up like he had, only to find out that his own son had grown up a caged and abused wreck? That's a level of pain that I can't even fathom.

Notes:

The Cult in this universe is replaced by another thing, being more science centered, named Aquamarine Corporation (shorted as Aquamarine).

In the town, it is represented by a small museum with a library inside, containing myths and legends about the sea. Although the association hide under the museum an actual laboratory, containing secrets about mermaids and other sea creatures.

The laboratory has many basements, being accessible based on grades. The highest is your grade, more secrets you can access. I think to make the grades from F to S maybe, S being a really few number of people as they access to everything. F grade is for people just joined the association, once they reach E grade, they can access to a part of the laboratory.

Persons with highest grades are aware of the existence of mermaids and other rares sea creatures, humanoid or not. They're also aware of the existence of the Queen of the sea and are work for an attempt to catch her, as to use her abilities.

Another note, for the magic gems in that story: There's a cavern underwater, guarded by Patty, multiple gems inside, with two types of colors: magenta ones give the sea creature an human appearance, while the turquoise ones changes humans to an sea creature. The appearance on the turquoise one is unique and never switch to another aquatic species.

Last note is about a tragedy happened in the sea, a mermaid kid have been killed by a group of humans, then everyone on the ship get killed immediately by mermaids as retaliation. This event changed John forever and a lot of characters around the sea and the town living near the beach.
